- En la cuidad de Paris en Francia.
- Fue promulgada por la Asamblea General de la ONU.
- Tiene 30 artículos.
- En el Perú fue aprobada por Resolución Legislativa Nº 13282 que fue promulgada el 15 de diciembre de 1959 y tiene vigencia desde el 16 de diciembre.
