Until the end of 2020, the length of toll roads operated throughout Indonesia 2,346 kms. The Strategic Plan of the Ministry of Public Works and Public Housing (PUPR) for the 2019-2024 : 2,500 kms new toll 26 roads. Thus, the total length of operational toll roads in 2024 will be more than 4,500 kilometers with daily transactions predicted to reach 7 million vehicles.

THE LOST OF TRAFFIC CONGESTION
Traffic congestion at toll gates has been the government’s serious concern considering the World Bank’s record in 2019 that noted that the loss caused by traffic congestion reached US$ 4 billion or Rp 56 trillion per year.Based on Roatex’s MLFF study in 2020, traffic congestion caused by queues at toll gates caused a loss of US$ 300 million or Rp 4.4 trillion per year.

What is MLFF ?
Based on such analysis and taking into consideration the Indonesian local requirements, then it is set that a GNSS based technology in which the road users can use their own devices (e.g. smartphones) as on-board equipment. This technology also may serve as a basis for Jakarta ERP and parking payment solution without having to construct extra roadside infrastructure. Key disadvantage of traditional GNSS technology solutions is the high cost of on-board equipment. In case the road users can use their existing devices (e.g. smartphones), the cost from the road user’s perspective is minimized.

The implementation of the MLFF system will be carried out by the winner of the tender for the Implementing Business Entity (BUP) of the Government Cooperation with Business Entities (PPP) project, Roatex Ltd Zrt. The investment value of the MLFF project is IDR 4.4 trillion (USD 300M ), with PT RITS's concession period being for 9 years from the date of commercial operation

Following are 40 toll road sections with the implementation of an MLFF-based toll transaction system:
REGISTRATIONS
- Users fill in personal data (name, mobile phone number, e-mail address, e-wallet to be used). registration approval will appear.
- Fill in vehicle data ( plate numbers, car types, upload car photos )
- Next, select the payment details menu. Users choose which e-wallet to use. There is no monopoly on one e-wallet. E-money can be integrated with the e-wallet, Meanwhile, if the user does not want to download e-OBU, they can choose the option of installing an OBU device on their vehicle and do not need to do electronic registration as above.

At this stage, users vehicle and its license plate entering the toll road will be detected by the by the signal receiver This signal receiving device received a certificate and frequency permit from the Ministry of Communication and Informatics. As soon as it passes through the gate, a transaction occurs and the user's e-wallet balance is automatically deducted. This transaction data is then sent to BUP ETC.
In the event of a violation or condition where the user does not pay the toll, a penalty will be imposed. This breach data will be sent to the police for further enforcement in accordance with errors and violations.
Stored transaction data / settlement data is sent to the National Settlement Gate (GPN) distributed to toll road business entities (BUJT). GPN is a system that integrates various payment channels for non-cash electronic transactions such as e-wallets.Payment takes place according to the mileage and each type / class of vehicle.
