THE ORIGIN
Its origin is found in the Curia Regia, a consultative body made up of nobles, high ecclesiastical dignitaries and officials of the king's household. In each territory their compositions and functions were different but they were understood as intuitions of an equivalent nature.
DEVELOPMENT
They were summoned very frequently in the Late Middle Ages and until the middle of the 17th century, when their functions were almost exclusively fiscal in the Crown of Castile, and of a much higher level of competence in the kingdoms of the Crown of Aragon and Navarre, where the Less real power determined greater power of the Cortes, supported by an entire theorization of the pactistic relationship between both institutions.
They became Cortes when the kings were forced to grant privileges and freedoms to different populations, and later to admit representatives of the towns and cities, called procurators, to the meetings of the Curia. The Cortes were attended by all classes: in Castile nobles, high-ranking ecclesiastics and people, separating the high nobility from the knights in Aragon. The peasants had no representation, and in practice the poor bourgeoisie neither, since the attorneys were members of the most powerful families in each city.
