porquê ser arbitro ?

O futebol tem de ser atrativo e trazer satisfação aos jogadores, equipa de arbitragem, treinadores, bem como aos espectadores, adeptos, administradores, etc.. As Leis devem ajudar a tornar o jogo atrativo e fonte de satisfação para que as pessoas, independentemente da idade, raça, religião, cultura, origem étnica, género, orientação sexual, deficiência, etc. queiram fazer parte e divertir-se com o seu envolvimento no futebol. As Leis do futebol são relativamente simples quando comparadas com as de outros desportos, mas como muitas situações são 'subjetivas' e os árbitros são humanos (e logo cometem erros), algumas decisões dão inevitavelmente origem a debate e discussão. Para algumas pessoas essa discussão é parte do prazer e da atração do jogo mas, quer as mesmas sejam uma coisa boa ou uma coisa má, o 'espírito' do jogo exige que as decisões dos árbitros sejam sempre respeitadas. As Leis não podem tratar de toda e cada uma das possíveis situações, assim, quando não existem disposições diretas nas Leis, o IFAB espera que o árbitro tome uma decisão dentro do 'espírito' do jogo, o que muitas vezes implica fazer-se a pergunta, "O que é que o futebol quereria/esperaria?" O IFAB continuará a contactar com a família global do futebol para que quaisquer alterações às Leis beneficiem o futebol a todos os níveis e em cada canto do mundo, garantindo assim que a integridade do jogo, as Leis e os árbitros sejam respeitados, valorizados e protegidos.

As primeiras Leis 'universais' de futebol foram elaboradas em 1863 e em 1886 foi fundado o International Football Association Board (IFAB), pelas federações de futebol britânicas (a Federação Inglesa, a Federação Escocesa, a Federação do País de Gales e a Federação Irlandesa), sendo o órgão mundial com responsabilidade exclusiva pelo desenvolvimento e preservação das Leis do Jogo. A FIFA aderiu aoIFAB em 1913.

Para uma lei ser alterada, o IFAB tem de estar convencido que a alteração trará benefícios ao jogo. Isto significa por vezes que a proposta é testada. Em cada proposta de alteração, a atenção deve estar centrada em: equidade, integridade, respeito, segurança, a satisfação dos participantes e o modo como a tecnologia pode beneficiar o jogo. As Leis devem também incentivar à participação de todos, independentemente da experiência passada ou das capacidades. Embora os acidentes possam sempre ocorrer, as Leis devem tornar o jogo tão seguro quanto possível. Para tal é necessário que os jogadores demonstrem respeito pelos adversários e os árbitros devem criar um ambiente seguro lidando firmemente com os jogadores que praticam um jogo demasiado agressivo e perigoso. As Leis incorporam a inadmissibilidade do jogo pouco seguro nas suas expressões disciplinares, por exemplo 'entrada negligente' (advertência = cartão amarelo) e 'por em risco a segurança de um adversário' ou 'usar força excessiva' (expulsão = cartão vermelho).
