I piani urbanistici al tempo avvevano come obbiettivo principale quello di cercare di difendere la città, tramite cinte murarie e fossati, da attacchi di nemici provenienti dall'esterno. In epoca medievale erano molto frequenti irruzioni e assedi alle città.

Torre del Mangia: è tra le più antiche d'Italia, è alta 88 metri contando anche i suoi merli

Per fulcro intendiamo quella parte dellà città che connette tutte le strade, essa era posta al centro piano urbanistico . in questa zona della città si svolgevano diverse attività, che potvano essere amministrative o anche attività che comprendevano il mercato.

Analizzando le due torri di Siena si può notare che la Torre del Mangia è posta in dislivello verso il basso rispetto al campanile del Duomo di Siena, nonostante ciò le torri viste da una levatura del terreno più bassa le due torri risultano alte uguali.
