- Largely native species
- If there is human activity, there is no substantial modification of:
- Primary ecological functions
- Combination of species
No significant conversion or degradation of natural habitats unless:
- No viable sites in modified habitats
- Interested parties are consulted
- Mitigation hierarchy applies
- Avoid
- Minimize fragmentation
- Restore
- Offset
- Demonstrate feasibility of achieving no net loss or net increase of biodiversity

- Legally protected or internationally recognized
No project will be implemented unless:
- No alternatives in non-critical habitats
- No adverse impacts on
- Biodiversity values
- Ecological processes
- No net reduction in population of endangered or critically endangered species
- Long-term monitoring plan
- Comply with all regulations
