  • Describe the five guiding principles of Housing First.
  • Apply the five principles of
Housing First in practice situations.

Applying Housing FirsT

The Housing First approach has been implemented worldwide and is a proven way to end homelessness!
Housing First is not housing only. The primary goal is to first assist individuals with securing a stable, permanent place to live while exploring supportive service options to meet their needs.
Housing First does not mean you do nothing if your community does not have permanent housing options. Instead, start with the housing resources you do have and help individuals and families access safe housing options quickly!

Support

Simply put...

Permanent Housing

Housing First

Remember: Services tend to be more effective when a person chooses to engage voluntarily.

Quick Recap: How is Housing First different from other approaches?

Housing First does not require people experiencing homelessness to address their problems before they can access housing, including behavioral health problems, or graduating through a series of service programs.

Flexible, supportive, and community-based services are offered to assist with housing stability and individual well-being, but participation is not required.

Housing First does not mandate participation in services either before obtaining housing or in order to retain housing.

Applying Housing First Guiding Principles

The Public Housing Authority (PHA) is working with your county to develop a streamlined application for their subsidized housing programs (i.e., housing choice vouchers, public housing, etc.). The goal is to improve the overall system by reducing processing times and eliminating barriers to accessing permanent housing for individuals and families experiencing homelessness.

Joe has been living in permanent housing for 3 months and continues to struggle with paying rent because of his substance use. He does not want to lose his housing but does not want to stop his substance use. He understands he is at risk for eviction and is seeking help. You work with Joe to develop an "honest budget," which helps him to set aside money to pay his rent first and spend his remaining funds to support his other "needs."
