Why evaluate ELL progress?
Each year, in accordance with PDE requirements, school districts must implement procedures to evaluate the progress of our English Learners (ELs) with composite English proficiency level scores on the WIDA ACCESS assessment of 4.5 or greater to determine their eligibility for reclassification as former ELs and their transition into the monitoring phase. To facilitate this process, we kindly request your feedback. Please complete the ELD Reclassification form located in Ellevation, via Clever, by Friday, May 22nd. Should you have any questions, please contact the grade level ELD teacher or an EL Coach.

Reclassification Criteria
Reclassification Requirements: Districts must follow uniform procedures aligned with state guidelines to reclassify English Learners (ELs) as Former ELs (FELs). Criteria for Reclassification: ELs must demonstrate the ability to access rigorous academic content and interact in English both academically and socially. • This is shown through performance on the Wida ACCESS for ELLs® assessment and teacher-completed language use inventories. Scoring System: A combined score from the language use inventories is used. • If the combined score exceeds the state-defined threshold, the student is eligible for reclassification.

Documentation: Districts can design their own reclassification forms but must include all required information as shown in the state sample form. Language Use Inventories: Two inventories must be completed. • One must be completed by an ESL teacher and the other by a content teacher or team. Timing of Inventories:
Inventories should be completed before ACCESS scores are released for students likely to reach the reclassification threshold. • Once ACCESS scores are available, they are combined with inventory scores to determine reclassification eligibility.

High Priority Evidence to consider:
- Standardized or curriculum-based assessments, special education teachers, and related service providers use to monitor students' progress towards IEP goals that are relevant to developing English language proficiency
- Classroom observations of students' language use
- Language samples demonstrating listening, speaking, reading, and writing skills
- Student work samples or portfolios
When completing the rubric in Ellevation, engagement factors should NOT be considered as part of the score.
