The system of conscription by lottery established in 1818 was unfair because members of the wealthy classes often avoided service by paying for a replacement. The replacement negotiated with the conscript for financial compensation in exchange for a 6-year commitment.
The Jourdan-Delbrel Law
This law, adopted in 1798, established the Universal and Compulsory Conscription for all French men aged 20 to 25.It is the founding text of national service in France. Conscripts were required to serve for 5 years.
Article 1 of the law states: “Every Frenchman is a soldier and is bound to defend the fatherland.”

Jacques Chirac - 1996
In 1996, Jacques Chirac decided to abolish the compulsory military service – in order to transform the French army into a professional force better suited to new types of conflict. Since then, it has been replaced by a civic program, which includes a registration at age 16 and a Defense and Citizenship Day (JDC), mandatory for young French citizens.
