Background

Somalia remains characterized by a complex humanitarian situation due to protracted conflict, terrorism, civil unrest and recurring climatic shocks (e.g. droughts), causing widespread food insecurity, serious water shortages, limited access to sanitary facilities, poor health services coverage and an increased risk of disease outbreaks. Moreover, these circumstances have prompted serious health concerns and further internal displacement. Needless to say, COVID-19 has made Somalia's humanitarian crises even more acute.

Resource mobilization strategy

With this background, Somali health authorities, together with WHO, framed eleven key priorities that are in line with the SDGs, the Somali National Development Plan 2020-24 and the GPW 13. It is based on these priorities that the WHO Country Office Somalia, together with WHO headquarters and the regional office (EMRO), developed a resource mobilization strategy for 2019-2020, to increase its resource base.

What were the achievements and results ?

From mid-2019 to the end of 2020, WCO Somalia managed to mobilize around 35-40 million USD, including contributions received by global programmes. The implementation of the resource mobilization strategy has also:

Donor visibility template

Plan around 10 communications activities for visibility (e.g. public event with donor and MoH, get national media coverage, have interest story, web stories, ensuring donor’s logo is on material, etc.)

Donor mapping

  • Identify top 5 donors in health sector in the country,
  • What they have supported topic wise,
  • Based on that, prepare talking points for meeting, and
  • Brief WR (if it is an officer doing the work).

Skills in-house

It is helpful to have two officers working on this (e.g. external relations/resource mobilization/communications officers), and one that has experience with programme management, being able to see things at a strategic and political level, knowing how to report, justify budgets, etc.

Resource mobilization roadmap and action plan

Design a table that includes: themes, activities for each theme, expected results from activities, responsible, and timeline. Examples of themes are:

  • donor identification,
  • planning,
  • donor engagement,
  • communications advocacy & visibility,
  • joint programmes,
  • management and report

Channels of communication

  • Outreach meeting
  • Subsequent email communication
  • High-level meeting with WR, Policy dialogue with partners
  • donors and MoH
  • Quarterly updates
  • Photos/videos as database to show work on the ground.

Reporting

Timely submission of reports (narrative, financial, visibility) is crucial and needs to be prioritized.
