What is an Individual Support Plan?
The white paper proposes nurseries, schools and colleges must produce an Individual Support Plan, a standardised, mandatory document which will include a plan, record and monitor of the support the child is receiving. This would mean children with SM could have a clearly-outlined support plan to be shared with staff without parents having to go through the legal battle of obtaining an EHCP.

The government reports teachers and education leaders have told them they needed better access to expert advice and support from speech and language therapists to meet the needs of children and young people with SEND
New SEND and inclusion training
The government has announced a £200m investment fund which will roll out SEND and inclusion training for all teaching staff in early years settings, primary schools, secondary schools and colleges.
Jane Harris, Chief Executive of Speech and Language UK said: We are pleased to see a serious investment in training for early years and school staff- the system cannot support children without the skills and knowledge to do so.
The government are planning on investing over £40 million over three years to grow the educational psychology and speech and language therapy workforce to address shortages and long waiting times.
Inclusion bases
An inclusion base is a dedicated space in a mainstream school that offers targeted support for children with additional needs. These bases will offer children with SM a specialist environment where they can receive 1 to 1 personal care and interventions.

This government white paper published on 23rd February 2026 set out the government's ten year vision for schools and their special educational needs provision.
The government are also holding a public consultation on proposed changes to the SEND system which closes on 18 May 2026.
Government Promises
The government have pledged £1.8 billion over the next three years in support services to improve access to health professionals such as speech and language therapists for children and young people in early years settings, schools and colleges.
