You will not have access to every temple and never to all parts of a temple: it very much depends on the time of year and the time of day. After all, it is the gods’ house: they also have a right to some privacy.
Visiting the main temple of the city
While the main temple of the city (within the religious precinct) is almost always close to public (but not the precinct itself), you can enter other temples all around the city.
You should not shout or run around!

Visiting the main temple of the city
In the huge main precinct of the main city-god / goddess, you can go around the main courtyard and stay there as long as you want, to enjoy the atmosphere, visit the chapels, see the monuments, statues and altars.
Access to inner courtyards is more regulated and often forbidden. Access to the main temple of the precinct, the kitchen, the dining-hall and the bedroom of the god, is forbidden most of the time, as are the administrative buildings and workshops.
