- Now that you know who is going to impliment your law, how are you going to pay them to do so?
- Even if another agency that exists is doing it, you are increasing their responsibilities, so you have to pay them to help address it

Body: Sticks or Carrots to States
- If you want a state to do something, you need to give them something as a reward for doing so, or give them a consequence
- If states do it then they get extra funding for whatever
- If states don't do it then they will have to pay more or lose funding for....

Enactment Clause
- This is where you lay out when exactly this law will become a law after it is signed
- This can either be a specific date or a certain number of days after it is signed
- If you pick days you write "This bill shall go into effect .... days after passage" in the ... you write out the number and then put the numeric number in paranthesis next to it
- Example: This bill shall go into effect ninety (90) days after passage
- If you want it to go into effect on a certain date, you write. " This bill shall go into effect on ....." Then you just insert the date
- Example: This bill shall go into effect on May 2, 1994.
- You can only make the bills go into effect 60 days after passage at the earliest
- The only exception is if there is an emergency
