The Postwar consensus Period: Keynesianism

Period that started just after WW2 & ended in the 1970s with Thatcher -- the main aim was to make Britain more efficient economically, fairer and more compassionate -- use of the Welfare State as social policy and Keynesianism as economic policy

The reasons explaining this consensus are mainly the memories of the war and of the interwar periode + TUs becoming more powerful & putting pression on the gov

The Post-war Consensus is an unusual degree of agreement between the two main political parties; between the government, the employers and the Trade Unions; between the government and the population and finally between all classes of the population

The Welfare State

A State in which the gvt tries to provide the best possible services for everybody -- The Beveridge Report (1942) laid down the principles of the WS - The aim was to eliminate want, diseases, ignorance, squalor and idleness - The gvt should set a scheme that would protect anyone from the "cradle to the grave"

The reforms reached wide, dozens of law were votes having a huge impacts as a whole (free education for all, setting NHS, decent housing, social insurance ...) Ex: social insurance meaning in case of hardships benefits covering unemployment, sickness, maternity, retirement or death By 1951, the foundations of the WS had been laid down

Keynesianism - 1

The classical economic theory:

  • importance of maintaining a balanced budget (confidence in trade & industry)
  • aim at keeping taxat° relatively low
  • no or low gvt intervent° (to manipulate demand)
  • laissez-faire policy (economy is self-regulated)
  • cycle of boom and bust

During the inter-war period, Keynes came up with ideas to solve the crisis in the 1930s Publishment of a book "The general theory of employment and interest and money" (1936) It's a theorical framework to explain why recessions which hit periodically

John Maynard Keynes :

  • rejected laissez-faire policies
  • wasn't a socialist but he also rejected socialism -- according to him, it would destroy incentives to achieve
  • in favour of demand management in a mixed economy

The Stop-go cycles :

  • if ↗ unemploymt, gvt ↗ budget deficit by investing new projects & ↘ taxes (go)
  • if eco overheated, gvt tried ↘ demand -- ↘ budget deficit = ↗ taxes (stop)
  • cycles every 2 years, quite frequent
  • cycles started to damage eco (especially stop phase) -- holding back industry expans°, UK fell behind its competitor

Positive effects of Keynesianism (50s & 60s)

  • low unemployment rate (1%-2%)
  • 1950-70 rate of inflation at 4.5%
  • wages grew in real terms by 20% (from 50s to 70s) - populat° wealthier & healthier
  • increased prosperity
  • no criticism at the time

Principles of Keynesianism:

  • Recessions can be overcome by gvt intervent°
  • Gvt should borrow money & invest in new projects
  • Mixed economy as an economic goals
  • Nationalisation of key industries & large private sector
  • Gvt should manage demand

Stagflation:

  • combinat° of high inflat° rate & high unemplymt rate
  • Keynesianism in long term led to high inflat°
  • full emplymt = high wages = higher prices
  • higher wages + higher prices = rise in inflat°
Early 1970s = ↗ unemplymt -- aggravated by oil shockes & world recession

Conclusion of post-war period :

  • important period for Britain/UK
  • Welfare State still exists today
  • Positive effects of K for eco & society in 1950-60s
  • Negative effects on the long run - collapse of K
  • end of 1970s: time for a new economic policy

Impact of oil shocks

  • Fuel shortages
  • Oil prices quadrupled
  • Product°/transport cost ↗
All of this (inflat° rate etc) already there but aggravted by oil shocks --- opponents of K. said it failed
