          What is a Designated School Official

          DSO?

          • Work Authorization: They provide the necessary signatures and recommendations if you want to work off-campus via CPT (Curricular Practical Training) or OPT (Optional Practical Training).
          • Travel Endorsement: Before you leave the U.S. for a holiday, a DSO must sign the second page of your I-20 to confirm you are in good standing and allowed to re-enter.
          • Advising: They help you understand the complex "dos and don'ts" of your visa status so you don't accidentally violate the law.

          You should reach out to your school's International Student Office and speak with a DSO if you plan to:

          • Change your major, program level, or school.
          • Extend your program because you need more time to graduate.
          • Take a break from school or drop below a full-time course load.
          • Travel outside the U.S.
          • Apply for a job or internship.

          Their job is a mix of being a school administrator and a liaison to the U.S. government. Their primary responsibilities include:

          • Issuing Documents: They are the only people authorized to sign and issue your Form I-20.
          • SEVIS Management: They update your electronic record in the SEVIS database. If you change your major, move to a new apartment, or need a vacation, the DSO must update the system.

          They are employees at Dallas College who are authorized by the Department of Homeland Security (DHS) to manage the records of international students. If the I-20 is your most important document, the DSO is your most important contact.

          To maintain legal F-1 status, students must adhere to the following credit hour requirements:

          • Fall and Spring Semesters: You must register for at least 12 credit hours of lecture classes per semester.
          • Course Delivery of Instruction: All classes must be taken following an in-person methodology. No online courses are allowed.
          • Summer Semester: While usually optional, if you are a new student beginning your studies in the summer, you are still required to enroll in 12 credit hours.

          • Completion Timeline: You must stay aware of your I-20 length and ensure you have enough time to complete all necessary ESL Pathway courses.
          • Transitioning to College Level: Once you become eligible for college-level courses, you must officially change your education level to be placed on a new I-20 program.
          • Financial Documentation: When changing your level from ESL Pathway to College Level, you must provide new proof of financial support, such as updated bank statements from your sponsor.

          Next Steps for Initial Students

          • Visit https://ceac.state.gov/genniv/ to start your visa application.
          • Schedule a visa interview appointment at the nearest US embassy or consulate.
          • Once your visa is approved, arrange travel to the United States to arrive and report to Dallas College no earlier than 30 days before your program start date. You must arrive and report no later than the program start date. Notify your DSO of your travel plans.

          Upon arrival to Texas, report to a Dallas College campus location as soon as possible to complete your enrollment and the following reporting requirements. You will not be eligible for testing and class registration until you have completed this reporting procedure.

          • Review your I-20 to ensure that your personal information, especially your name and date of birth, is correct. If any of the information is not correct, notify your DSO immediately. If no changes need to be made, sign your I-20 via Adobe Sign and print your I-20 on standard 8"x11" printer paper.
          • Visit https://www.fmjfee.com/i901fee/index.html to pay your $350 SEVIS fee. Print out your receipt to take to your visa interview
          • Complete this Information Session course, and upload into your Workday account a screenshot of the Certificate of Completion provided at the end of this course.
          • Submit a copy of your I-94. (Visit i94.cbp.dhs.gov to get a copy)
          • Submit a copy of your new F-1 Visa.
          • Submit a negative Tuberculosis skin test taken in the US. (Our health center offers limited tests)
          • Submit your proof of meningitis vaccine to an admissions team member. (If still required)
          • Update your Texas address and Program of Study in your student workday account.
          NOTE: You may be prevented from entering the United States if you attempt to arrive after the program start date indicated on your I-20 document. Once inside the US, failing to report to Dallas College by the program start date will cause your I-20 and F-1 status to be terminated.

          A DSO cannot extend an I‑20 for:
          • Disciplinary Actions: This includes being placed on academic probation or suspension.
          • Status Issues: If you failed to stay enrolled or fell out of legal status.
          • Last-Minute Changes: Deciding to change your major only as your program is ending.

          You need to request an extension of your I-20 when you realize you will not finish your program of study by the I-20 end date. This request must be made before the program end date listed on page 1 of the I-20. Please plan to collect an updated bank document from your sponsor and affidavit of support when you need an I-20 extension If you do not finish your program by the date on your I‑20, you must request an extension before that date—ideally 30–60 days in advance.

          ESOL at Dallas College

          To maintain legal F-1 status, ESOL students must adhere to the following credit hour requirements:

          What is an F-1 International Student?

          An F-1 international student is a non-immigrant who has been granted a visa to study full-time at an SEVP accredited U.S. college, university, or English language program.           Treatment of Summer, Maymester, and Wintermester Terms The Summer term, including Maymester and Wintermester, is treated as a non-standard enrollment period. When final coursework is completed during these terms: The Program End Date may align with the actual session end date, and enrollment reporting may reflect the specific instructional period.

          • Awareness of Length: You must be constantly aware of the "program end date" listed on your Form I-20.
          • Completion Time: Ensure that the time remaining on your I-20 is sufficient to complete all necessary levels of your program, especially if you are starting in the ESOL (English Language) program.

          Report to your Dallas College DSO as soon as possible to complete your enrollment and the following reporting requirements. You will not be eligible for testing and class registration until you have completed this reporting procedure.

          After your final grades from any in-progress coursework are posted, provide an official transcript (sealed) to either an admissions team member or have them sent electronically to studenttranscripts@dallascollege.edu. Electronic transcripts must be sent directly from your previous institution. Transcripts sent from a student’s email are not considered official.

          Travel Endorsement

          If you are going to travel outside of the United States, you must receive a travel endorsement on your form I-20 from a DSO at least two weeks before your trip. I-20 travel endorsements are valid for 1 year (6 months if you are on OPT). Upon re-entry to the United States, you must provide a copy of your I-94 to a Dallas College DSO. If your F-1 visa has expired, you will need to have time to renew your visa while traveling.

          Form I-20

          The Form I-20, or "Certificate of Eligibility for Nonimmigrant Student Status," is an official document issued by SEVP-certified U.S. educational institutions to international students. It certifies that you have been admitted to a full-time program and have demonstrated sufficient financial resources, which is essential for obtaining your F-1 visa and entering the United States.

          It is important to consider the following regarding your I-20

          • Major and Degree Plan: The I-20 states your specific major and program of study; you are required to take courses following that specific degree plan.
          • Length of Study: You must be aware of the "I-20 length" to ensure you have enough time to complete all necessary levels of your program.
          • Education Level Changes: If you change your education level (e.g., from ESOL to an Associate degree), you must provide new proof of financial support so your I-20 can be updated.

          Your I-20 (and thus your F-1 legal status) can be terminated for several reasons:

          • Failing to maintain a 2.0 GPA (Academic Suspension).
          • Dropping below a full course of study without DSO authorization.
          • Attempting to enter the U.S. after the program start date or failing to report to Dallas College by that date.
          • Working in the U.S without legal authorization.

          • Travel Endorsement: If you plan to travel outside the United States, you must receive a travel endorsement signature on your I-20 from a DSO at least two weeks before your trip.

          • Curricular Practical Training (CPT) is a form of alternative work/study, internship, or cooperative education offered through sponsoring employers as part of a structured agreement with the school.
          • You may be authorized for CPT only if the training is an integral part of the established curriculum for your program of study.
