Une démocratie limitée :

femmes, métèques et esclaves exclus, => représente environ 90 % de la population. Les citoyens constituent une minorité des habitants de la cité, seulement 42 000 pour 380 000 habitants.

Difficultés liées à l'éloignement : paysans éloignés de la Ville qui ne peuvent se permettre de perdre une journée de travail. => les citoyens riches et éduqués, formés à l’art de la parole ; la rhétorique, exerçaient en réalité le pouvoir

De plus, la démocratie pouvait être fragilisée par la démagogie (le fait de flatter les masses ) car les débats sont extrêmement importants

Conclusion :

Institutions nombreuses et complémentaires => permet une certaine séparation des pouvoirs et limite les abus. Participation des citoyens au cœur du système. Les charges sont attribuées soit par le tirage au sort, soit par l’élection. => le pouvoir appartient réellement au peuple, qui débat, vote et contrôle les dirigeants. Ainsi, malgré ses limites la démocratie athénienne pose les bases et les principes essentiels de nos démocraties actuelles : la souveraineté du peuple, l’égalité devant la loi, la participation citoyenne, la séparation des pouvoirs

La Boulè :

la Boulè => organise, surveille et prépare l’Ecclésia. Nommée le conseil des 500 car composée de 500 membres (bouleutes).

Les bouleutes sont tirés au sort parmi des listes dressées par chaque dème de citoyens volontaires >30 ans.

=> Ses membres écrivent les projets de loi et les présentent lors des assemblées de l'Écclésia pour les faire voter.

L’Ecclésia, l’assemblée de tous les citoyens athéniens. Sur les 40 000 citoyens, pas plus de 6000 se présentent habituellement

Rôle :

Elle vote les lois, décide de la guerre et de la paix, élit certains magistrats comme les stratèges et peut même exclure un citoyen jugé dangereux grâce à l’ostracisme.

Critères :

Droits et devoirs :

Pour être citoyen à Athènes au Vème siècle avant J-C, plusieurs conditions sont nécessaires :

  • être un homme
  • être né de parents citoyens=> droit du sang
  • être inscrit dans un dème => c’est le droit du sol
  • avoir 18 ans
  • avoir achevé les 2 ans de service militaire (à 20 ans on possède tous les droits)

Les citoyens athéniens partagent les mêmes droits politiques : participer aux débats, voter, être tirés au sort ou élus. En échange, ils ont des devoirs comme le service militaire et la participation à la vie civique.

Pinakion : plaquettes en bronze d'identification des citoyens (nom, nom du père, dème) utilisées dans le tirage au sort des jurys
