We’re an independent charity on a mission to get everyone in Gloucestershire active every day. As a catalyst for change, we unite individuals, communities, and organisations to tackle one of today’s biggest challenges: inactivity. Through we can move, Gloucestershire’s social movement for physical activity, we inspire, connect, and enable people to move more - and help those who support others to do the same. Together, we’re helping Gloucestershire live healthier, more active lives.

How we do it
Our role is to inspire, connect and enable. Real change happens when people feel motivated, connected and supported to take action, and our purpose is to help create those conditions. We spark momentum, bring the right people together and make it easier for good ideas to grow. We work in partnership because we know we cannot do this alone. We inspire a shared vision, connect voices and insights that are often overlooked, and enable partners with the evidence, tools and confidence they need to make movement possible for everyone.

Our theory of change
To maximise impact across Gloucestershire, we created we can move - a social movement bringing together organisations, clubs, community groups and individuals to help people be more active. Supported by Active Gloucestershire, it uses a wholesystems approach, acting at individual, community and system levels and learning as we go. Our theory of change explains how the movement works and how we create the conditions for more people to move more.

Behaviour change

Supporting people to make change to benefit from a more active life through:
- Using theories of behaviour change like the COM-B model.
- Focusing on the individual whilst recognising wider system inequalities that impact their behaviour.
- Working with people’s strengths - ‘focusing on what is strong, not what is wrong’.
Enabling ageing well
Being active supports ageing well, helping people stay strong, connected and independent as they grow older. Whether it’s through everyday movement or new activities, staying active can improve quality of life and boost both physical and mental wellbeing.
Enable
Provide key data, statistics and facts,
identify need and share good practice. Turn ideas into reality by increasing
investment in our sector and county and
providing guidance and resources to
secure funding/income. Provide training, workshops and
consultancy which stimulate debate and
provide skills/ideas on how to get people
active.
Supporting young people
Supporting young people to develop active habits early in life helps set the foundation for lifelong wellbeing. When movement is fun, inclusive and built into daily life, it helps young people feel good now and stay healthier and happier in the future. We work with schools and community organisations to make activity accessible, enjoyable and empowering for every young person. By creating positive experiences and celebrating what young people can do, we aim to build confidence and develop strong, healthy relationships with physical activity that last a lifetime.
Championing disability and health
Everyone deserves the chance to be active in ways that feel right for them. For disabled people and those living with health conditions, movement can be a powerful way to support wellbeing, connect with others and enjoy everyday life. By creating inclusive opportunities, we can help remove barriers and open up more ways to move.
Learning & adapting

We embed learning through the work that we do by:
- Building evaluation in from the beginning.
- Adapting to extraordinary circumstances.
- Being prepared to get it wrong and understand why.
Active Ageing
Active ageing is an important part of our business plan with its key connection to our county’s
local health priorities. Active Gloucestershire has provided support, advice and influence across
locality proactive ageing priorities (sub-groups of the district integrated locality partnerships).
As a result of this work, we have:
- activated a county campaign known as Live Longer
Better Gloucestershire
- enabled inclusive activities through seed funding across
four organisations, delivering six different activities to
51 older people
- built the capacity and capability of the local workforce
by enabling 40 local partners to access online training
around ageing well and welcoming 35 partners to our
Active Ageing Network.

Active Mums - Pelvic Health
We have concluded a women’s health project with a focus on connecting women who
are experiencing pelvic health issues with trusted community activities to improve not just their
physical health, but their social, psychological and emotional health too. The project sought to
explore what activity means to women in their place and better understand their relationship
with activity. And, whilst focusing on professionally guided community provision, the project
also strived to unpack the stubborn inequalities that exist locally and that have an impact on
how enabled women feel to a) prioritise their own health and b) connect with local services and
activities. Over 100 women participated in community activity programmes, delivered across
three localities, in both children and family centres and leisure environments.

Inequalities mean some people still face more barriers to being active than others. We’re committed to working alongside under-represented groups, in the places and communities across our county that face some of the most stark inequalities to remove these barriers and create long-lasting, community-led and owned change.

United behind a common vision, missionand behaviour. Facilitate collective advocacy for county policies that promote physical activity and guide a collective strategy Run and promote campaigns that inspire people to be active.
Learning and adapting
We know the world is changing — and not always in predictable ways. Economic uncertainty, political shifts and environmental pressures all impact how we work. That’s why we stay agile, regularly reviewing our strategy to respond to challenges, adapt quickly and stay focused on what matters most.
Creating active places and communities
Active environments, like well-designed parks, paths, facilities and routes, make it easier for people to move more in everyday life. By working with communities to create inclusive, accessible and environmentally friendly spaces, we can help more people be active in ways that work for them - wherever they live, work and play.
Cinderford: collaborative working sparking positive change
In Cinderford, we led a place-based effort grounded in cross-sector collaboration. This
approach brought together local groups - from healthcare providers and schools to
community organisations and public services, to address inactivity and social disadvantage. Using a participatory tool called Group Model Building, five action groups were
established focusing on services, transport, facilities, communications and
community activity. These groups have turned shared insights into local initiatives, such as
walking programmes and joint communications strategies. New partnerships have emerged
and previously disconnected stakeholders are now working together towards shared goals.
Whilst challenges remain, early signs of long-term systemic change are becoming evident.
