ABOUT THE COURSE The course introduces students to law- and policymaking methodologies and institutional arrangements in European countries and on the level of EU institutions. It critically assesses the existing problems and highlights best practices that potentially can help to advance the domestic practices. Specific attention is paid to the question of a dialogue between academic communities and decision-makers.

The EuroLaw Jean Monnet Chair is the first Jean Monnet Chair in EU Law in Armenia. It aims to serve as a hub of knowledge and expertise in the field of EU Law and the processes of Europeanization of legal orders beyond the EU’s borders, including the processes of legal approximation. The course critically examines the constitutional reforms implemented in the countries of Eastern Partnership in the light of their compliance with European fundamental principles and standards of the Rule of Law, Democracy and Respect to Human Rights. Specific attention is paid to Judicial Reforms and Public Administration Reforms.

Program objectives

The Jean Monnet Program EuroLaw aims to provide a comprehensive introduction to the Law of the European Union and its Europeanization impact beyond the borders of the EU. The Europeanization effect is explored on the level of both legislation and legal practices, including the methodology of legislating, conducting legal reforms, and interpreting legal provisions. Upon the completion of the Program, students will:

  • gain extensive knowledge on the EU legal order, its principles, values, institutional structures, and decision-making procedures
  • understand the processes of enlargement and the related legal reforms
  • understand the processes of constitutional transformation and the role of external actors in these processes
  • develop skills of legal analysis and working with EU legal materials
  • expand professional networks and establish contacts with peers in EU countries.

ABOUT THE COURSE The course provides detailed overview of the EU-Armenia Comprehensive and Enhanced Partnership Agreement (CEPA) and the in-depth introduction to EU Law and Policies in a variety of sectors of bilateral cooperation (energy, environment, consumer protection, employment and social standards, information society, etc.). It further discusses the institutional and methodological frameworks of legal approximation to EU acquis, as well as particularities of implementation and enforcement of approximated legislation.

ABOUT THE COURSE This course provides an advanced introduction to the law of the European Union. It focuses on the fundamental principles and values of the European legal order, its institutional structure, decision-making procedures, and selected internal and external policies of the EU. It further delves into the issues of potential constitutional reforms and the legal issues of enlargement process.

About the lecturer

Dr. Anna Khvorostiankina is the Head of the Law Department at EIU. She holds a PhD in Legal Theory (Legislation Institute of the Verkhovna Rada of Ukraine, 2012); a Master’s in “Advanced Studies in European and Transnational Law” (University of Trento, Italy, 2006); and an LL.M. degree with a focus on law-making theory (National University of Kyiv-Mohyla Academy”, Ukraine, 2005). She worked for the National University of “Kyiv-Mohyla Academy” as an Associate Professor at the Department of General Jurisprudence and Public Law (2008-2019). In 2017, she was a Visiting Associate Professor at Stanford University, USA, teaching a course “Constitutional Cultures in Transition: Constitutional Values and Identities in Post-Soviet Space”. Dr. Khvorostiankina’s research interests include the Europeanisation of legal systems of EaP countries, EU-Armenia relations, recent developments in the theory and practice of judicial argumentation, external implications of European Green Deal, and particularities of the Rule of Law in societies in transition.
