School staff back backround checks occur countiniously

With the Code of Virginia § 52-46 implemented in July 2025, all FCPS staff member's backgrounds must be checked constanly. FCPS is the first county in the state to adopt this new system.

School staff background checks only occur when a staff member is first hired

Rap Back was implemented so background checks would be carried out throughout a school staff member's career, instead of just at the initial hire. Rap Back enables FCPS to be aware if a member of their staff is involved with criminal activity.

Crimes commitied after the inital background check could go undetected

If a school staff member's background is not be consistantly monitored, and they are incolved with criminal activity, it would only be on the county's radar if the staff member reports it to FCPS or if it becomes pubic knowledge.

Staff members are able to continue working even after commiting a crime

A school counselor at Glasgow Middle School continued to come to work even after he was arrested the first time, and his criminal activity was only adressed after the second arrest.

FCPS is notified when their staff members engage in criminal activity

The Virginia Department of State Police first gathers information about criminal activity relating to school staff members within FCPS. Then, if they find anything, they will notify the county, allowing FCPS to take proper action.

Staff member arrests are seen as they occur in real time

  • All FCPS employees, independent contractors and Level 3 volunteers (which includes those such as chaperones, tutors and coaches) are required to register with the Rap Back system.
