Courses in grades 3-5 utilize different instructional materials for classroom science & the STEM special area course. Both instructional resources are aligned to NGSS & STEELS. Overall, there are high levels of standard integration in grades 3-5. However, when disaggregated by both grade and course, there is disparity in the distribution of STEELS standards across different courses taught in grades 3-5. For instance, 48% of present standards are addressed only in the STEM courses.

Overview

Our multi-step process evaluates how well a district’s written curriculum aligns to Pennsylvania standards, is instructionally rigorous and instructionally coherent across grades and subjects.

Scoring

Within our process, we streamline our grading and evaluation to utilize a simple, yet effective 0-4 rating scale for all three categories of our review. While the evaluative criteria differs, our language around our rating stays consistent through our reporting.

We analyzed the vertical alignment of the curriculum in terms of content. Within each subject area, standard strands were evaluated for presence and gaps for each grade band. Our scoring found an overall rate of vertical alignment of 77%. Upon closer examination at each discipline within Mathematics, there were high levels of vertical alignment for every standard area.

Similarly to instructional coherence, we analyzed district documents for their coherence of skills across grade levels. We utilized the PSSA and Keystone Assessment Anchors and Eligible Content as a way to evaluate how mathematical skills that are assessed on state tests included within curriculum maps. In our review and scoring, we found that there is mostly skill coherence across the educational program. When aggregated, 195 of the 299 eligible content areas were present (65%). While some areas had high levels of incorporating eligible content and assessment anchors, Eligible content for subjects such as Algebra 2 did not include eligible content within the curriculum.

Percentage of Rigor in Assessments Compared to PA Benchmark

We evaluated common assessment tasks against released PSSA and Keystone Questions to form a benchmark for rigor of questions students would see on state assessments. Based on this benchmark, K-12 assessment questions and performance tasks provided in this review were all above the target benchmark.

We evaluated the extent to which the PA standards are integrated into mathematics curriculum maps and other planning documents. 77% of math standards were present K-12. Standards by Grade Band Elem. curriculum maps are 68% aligned to the standards. MS curriculum maps are 94% aligned to the standards. HS curriculum maps are 83% aligned to the standards. Note: Some standards in grades 5, 8 and in some High School classes are noted incorrectly on maps despite their text being accurate.
