What is municipal registration and why does it matter?

All people living in Spain are required to register with the municipal council, whether they are Spanish or foreign (and whether they are legally resident or not).

• Being registered is essential to use the public health system and to be issued with a health card. • Local councils must register you on the census if you live in their municipality.

What benefits does municipal registration offer?

Assignment of a family doctor at the nearest health centre.

Healthcare, even without a residence permit, if you have been in Spain for over 90 days and have been registered for at least three months.

Being able to apply for asylum and receive medical care if you are registered.

Access to emergency services, treatments, specialists and subsidised medication.

Guaranteed medical care for pregnant women and for children (vaccinations, paediatric, etc.).

A health card, which is necessary to receive free medical care.

What else is municipal registration for?

In addition to providing access to healthcare, municipal registration is also necessary to:

Renew your residence or work permit.

Obtain a driver’s licence or register a vehicle.

Obtain or renew your Spanish ID or foreigner’s ID card.

Apply for a place at school for your children.

Vote in local council elections (in some cases).

How do I register?

Go to the offices of the council where you live. You will need:

- a lease agreement- authorisation from the landlord- electricity, gas and internet bills- police or social services report (in some cases)

A municipal registration form.

If you have children, their passport or family book.

An identity document (ID card, foreigner’s identification document or passport).

A document proving where you live, such as:

What if I am not registered?

If you are not registered, you will only have very limited access to the public health system. This could seriously affect your health and well-being.

Registering with the council should therefore be one of the first things you do when you arrive in Spain.
