The Department of Planning, Housing and Infrastructure has introduced new planning controls called the Low and Mid-Rise Housing Policy Stage 2. We are preparing a long-term plan, called the corridor strategy, for urban renewal in response to these changes and to proactively plan for our future.

The NSW Department of Planning, Housing and Infrastructure has introduced the Low and Mid Rise Housing Policy. It enables more 2-6 storey residential development on some land within an 800 metre walking distance of select town centres and stations.

In Blacktown City, there are 4 areas where the new planning controls apply including the areas around Seven Hills Station, Blacktown Station and town centre, Doonside Station, and Mount Druitt Station and town centre. Find out more about the policy See in detail what land it applies to

Blacktown City's population is increasing, and we need to determine where we can accommodate this growth. The NSW Government's Low and Mid-Rise Housing Policy starts to do this, but it is a one-size-fits-all approach that does not deliver new infrastructure. We need a long term plan including infrastructure to make the most of these changes. The corridor strategy is a place-based approach that drives a forward looking, coordinated plan that determines where and how growth should occur. The corridor strategy investigates the use of land near existing transport corridors, exploring opportunities to provide our community with better access to transport, community services, jobs and open space.

The Low and Mid-Rise Policy stage 2 was introduced with the goal of providing more housing. However, it is a 'one-size fits-all approach' with generic controls that could result in multiple unintended consequences.

A corridor strategy considers local factors to create tailored solutions through a 'place-based approach' that responds to an areas identity, strengths and challenges instead of applying generic controls.

A place-based approach creates opportunities to: - Connect people and places so that work, school, retail and recreation are within reach of home. - Promote walking, cycling and public transport as convenient forms of transport. - Support both local and regional connectivity.

The one-side-fits-all policy approach delivers more homes without the local transport infrastructure we will need to create connected communities. This will increase the number of residents in the corridor without improving walking, cycling, or public transport, leading to greater car reliance.

The one-size-fits-all policy aproach does not proactively plan for more high-quality parks, improved creek corridors and natural areas. This impacts our ability deliver the well-connected green spaces we need to for our health and wellbeing and to protect our biodiversity.

A place-based approach creates opportunities to: - Increase housing diversity. - Target density in suitable locations. - Increase affordable and essential worker rental housing in perpetuity. - Integrate family-friendly design principles. - Enable high-quality housing that responds to place. - Retain local character.

The one-side-fits-all policy approach allows high-rise buildings within 800 metres of some stations and town centres, except on land that has been identified as excluded under the policy, for example land affected by flooding or bushfire. This creates uneven building heights and limits development on some properties.
