Summary
An NVF/STF project (CSME and CSME Action) send along the attached contractor proposal form for a new contract they’d like to do out of their c3 arm. Here is the scope of work:

1. Why can't this be done out of the C3? 2. Identitfy other flags that need to be refined/thought-through. 3. As a L1, what should I elevate for the account manager? How should I communicate this to the project? What are the next steps?
1a. Issue: Political Activity out of a C3
Targeting Elected officials and the tricky nature of oppositional research.
2. Rule: 501c(3) are strictly prohibited from engaging in Political Activity. If the IRS find out, tax-exempt status can be revoked.
1b. Issue:Other Considerations

Lobbying vs. PA (refresher)
Political Activity:- also sometimes referred to as "exempt function" activity or partisan electoral work – is directly or indirectly participating in, or intervening in, any political campaign on behalf of or in opposition to any candidate for elective public office.
Lobbying: State and Local lobbying definitions, activities, and registrations are specific to an individual jurisdiction’s laws and regulations. Any attempt to influence policy, or generally to engage in advocacy work, at the state or local level may be considered state or local lobbying. IRS Lobbying - Generally any communication intended to influence a specific piece of legislation. The IRS defines legislation as action by a legislative body, including the "introduction, amendment, enactment, defeat or repeal of Acts, bills, resolutions, or similar items."

Questions to Project: 1. Who is the ultimate subject of the work? 2. What is the primary goal of the work? 3. Why these specific officials/states? 4. What does opposition research entail? 5. What specific "accountability tactics" are you considering?
Questions/Flags for Compliance 1. Note Political Activity Concerns (targetting elected officials, oppositional research) 2. Flag Texas as a specified state since it is orange on the PA heat map 3. Ask about moving the work to the C4
