What is it?

A LASER is...

LASER is more than a program, it is a way of living!

LASER is a process for all situations. Routine or non-routine. Therefore prior to beginning any task we encourage everyone to Stop, Pause, and take two minutes to review, identify, and document all potential hazards within a task before starting.

Side Note: When submitting a LASER you can submit it as a Safe Teams Entry.

Identify potential risky situations such as upset conditions, including breakdowns, confined space entries, performing non-routine activities, including the use of non-routine tools, and maintenance down days.

Consider the risks to yourself and others, check your surroundings, working position, what tools are needed, and if you are working near live equipment. If the equipment has started or if energy is being released, and always be aware of body parts that may be in the line of fire.

Ensure you have the right tools, PPE, and controls in place.Do hazards need to be addressed through Lock Out Tag Out procedures? Is there an SOP for the task? Are there permits that are required to complete the job? Do you need assistance?

Keep your coworkers informed of where you are working and what you are doing. If you are unsure about what is needed do not start the task. Get help with the task if you are unfamiliar with it.

Implement the plan. Always remain focused on the task at hand.

Document any hazards or issues that occurred during the job. Ensure you capture all follow up responsibilities. This helps to prevent future issues.

When should the "LASER" process be used?
  • When dealing with a non-routine condition
  • When dealing with a jam or upset condition
  • Working inside a process
  • When a task requires manual lifting or activities that require the use of non-routine tools
  • For unplanned work, or new work/processes
  • For any behaviors that may lead to upset conditions or an increase of risk
  • On Maintenance Down Days or major breakdowns
  • Whenever an individual deems it is warranted due to unfamiliar work.
When Working Near Live Equipment
  • There are times when we must work inside a process or near live equipment for troubleshooting purposes. Before this happens, all employees MUST first identify risks in the area and access hazards using our LASER program. All employees working in or near the area must also be notified and made aware of the situation before entering.
  • Employees are NEVER to stand on top of conveyers, rollers, or belts unless complete LOCK-OUT has been confirmed.
  • LASERs are to be completed when we are involved in an upset condition or working in proximity of live equipment.
Who Initiates the LASER?
  • ANYONE involved in the specific work can initiate the LASER.
Why Document a LASER?
  • We want everyone to develop the discipline to STOP before work is started and use the steps of the LASER process to identify and address potential hazards.
  • We need to have a constant reminder to develop the safety behavior of reviewing our work environment.
  • It helps to establish the discipline that is critical to ensure we improve on our consistency of performing a LASER for all our work.
MANAGING UPSET CONDITIONS
UPSET CONDITIONS (Definition)
    • Interruptions in the normal operating process.
From a safety perspective, upset conditions have a greater potential for risk due to:
    • Higher level of urgency, changing work area, unplanned or unfamiliar work, improper tools, etc are all factors that need to be taken into consideration to minimize potential risk.
Minimize the Risk:
    • All hazards can be addressed or managed if we take the time to recognize them in each specific situation.
    • Good communication is key to ensure that all involved are on the same page.
    • Ensure that you have proper level of support (resources/skill level)
Right to Refuse Unsafe Work
Every employee has the responsibility, as an expectation of employment, to refuse to perform work they deem to be unsafe due to imminent danger!
Employees who use this option will NOT be disciplined in any way, but are expected to participate in the resolution of the issue
