Where should we build the landfill?

The town of Anytown, PA is facing a garbage crisis. Over the past 20 years, the town of Anytown has seen a lot of new growth; three new housing developments, two new shopping centers, a new medical center, and lots of other small businesses have located within Anytown's city limits. Anytown's waste removal contract is up at the end of the year. The city's leaders are trying to determine if it would be more cost effective to build a municipal landfill or to continue to pay to have the waste taken out of the city.

The city’s leaders have asked you to be the project manager for this project. This means you will have to do some research and some calculations to put together a proposal for this project. You will need to include cost estimates for both as well as arguments for and against each option so that the city leaders can make an informed decision.

How Much Trash Is There?

Anytown now has 88,000 residents. Each resident produces approx 4.9 lbs of trash/day (source: EPA).To calculate the total amount of trash per year: Number of residents x #lbs of trash/person/day x 1 year (365 days) = 88,000 people x 4.9lbs/person/day x 365 days = 157,388,000 lbs/yr To find the total tonnage of trash: 157,388,000 lbs ÷ 2000 lbs/T = 78,694 T per year

How much does trash removal currently cost?

(Trash in tons/yr x rate/mi x # of miles) + (Trash in tons/yr x tipping fees/T) + (Trash in tons/yr x state taxes and fees/T) + (Trash in tons/yr x municipal fee/T) (78,694 T x $2.75/T x 37mi) + (78,694 T x $72/T) + (78,694 T x $6.25/T) + (78,694 T x $1.25) = $8,007,114.50 + $5,665,968.00 + $491,837.50 + $98,367.50 = $14,300,000 per year! Assuming a modest 3% rate increase each year for the next 20 years, Anytown will end up paying around $384,246,355 total for waste collection for the next 20 years.

Options for the landfill

Anytown needs a site with 65 acres. The city leaders have selected three potential sites.

Rural: Weller Farm

Suburban: Westfield

Urban: Soggybottom Neighborhood

Weller Farm

There is lots of room to expand and not many people living nearby, but a river runs right next to the property. It is also difficult to get to because there are no major roads. Cost: $6,800.00/acre

Soggybottom neighborhood

This used to be a residential area but has fallen into disrepair. 30% of the properties are currently occupied; the rest are either abandoned or condemned. The location is in town so it would be convenient for the trash trucks to drive to. This could be a minimal cost for the city of Anytown because they can condemn the neighborhood using eminent domain. This is where cities can take over blighted areas and pay fair market value to home/land owners. Cost: 125 properties at $10,000.00 each

Westfield

This a new and rapidly developing area of Anytown. There is a lot of land between new housing developments being built and it is very easy to get to with a new highway that was recently completed. The property values are high in the area and homes nearby are very expensive. Cost: $50,000/acre
