In Massachusetts and Connecticut, dog owners are strictly liable for injuries caused by their dogs, even if the dog has never bitten anyone before.Liability is based on ownership and control, not negligence. If the bite occurs in public or while the victim is lawfully on the property, the owner is responsible for damages.

RI – One Bite Rule

An owner may avoid liability for the first incident unless prior aggression was known.Liability depends on where the bite happened. If it occurs outside the dog’s enclosure or if the dog has shown aggression before, the owner can be held responsible.
