Community Agreements
Fostering community resilience through community collaboration
- Respect confidentiality
- Be present and engaged
- Respect the wisdom in the group
- One person speaks at a time
- Take space and make space
- Be patient with the technology and mindful of participants joining by Zoom
- Expect and accept non-closure
- Respect one another
- Recognize that conflict may arise, just respond respectfully
Report BAck on Measuring our success
What are the most important measures of success?
Housing Stability and Engagement
System Efficiency
- Sustaining housing
- Minimizing returns to homelessness
- Maintaining engagement with support services
- Quick service connections
- Cost-effectiveness
- Efficient use of resources (e.g., vouchers)
- Monitor key indicators to identify patterns and trends in homelessness.
- Evaluate the effectiveness of different programs and interventions.
- Use data to understand the underlying factors that contribute to homelessness.
What's working, what's not, and why
Human Impact
- Share participant stories
- Demonstrate positive changes in individuals' lives
Annual/quarterly report
How do we balance being data-driven with partnering with smaller organizations that do not have the same capacity to collect data?
What are we going to do now?
What's Missing from the Org chart
Data Collection Support
Collaboration and Intermediaries
- Use administrative intermediaries
- Create data-sharing agreements
- Build collaborative networks
- Provide resources
- Technical assistance
- Simplify reporting requirements
- Budgeting Impacts
Streamlining Data Systems
Valuing Qualitative Data
- User-friendly interfaces
- Accessibility
- Integration
- Collect anecdotal stories
- Conduct interviews and focus groups
- Use qualitative data to inform
Annual/quarterly report
How do we ensure that our focus on being data-driven is helping us reduce racial and ethnic disparities and not furthering disparities?
What are we going to do now?
What's Missing from the Org chart
Disparity Analysis
Equity and Inclusion
- Are certain racial or ethnic groups waiting longer for housing, being denied services more often, or experiencing worse outcomes (e.g., returns to homelessness)?
- Examine disaggregated data (data broken down by race, ethnicity, etc.) to identify specific inequities that may be hidden in overall numbers.
- Ask "why?" and investigate the reasons behind disparities.
- Ensure data collection is free of biases
- Include diverse populations in the process
- Recognize the limitations of data
System Evaluation
- Evaluate programs for their impact on different racial and ethnic groups
- Identify unintended consequences
- Be willing to make changes
Resource Allocation
- Target resources to communities with the greatest needs
- Invest in culturally specific services
- Address systemic barriers
Annual/quarterly report
Are there models of how to incorporate qualitative data into performance measurement that we can learn from?
What are we going to do now?
What's Missing from the Org chart
Storytelling
Conduct focus groups and interviews
- Use success stories
- Highlight challenges
- Incorporate insights from community-based organizations (CBOs)
- Talk directly to people who are experiencing homelessness. This can provide valuable insights into their experiences and needs.
Gather testimonials and feedback
- Soliciting feedback from clients, staff, and volunteers can help to identify areas where services can be improved.
Annual/quarterly report
If you could design one study or evaluation question that would move the system forward, what would it be?
What are we going to do now?
What's Missing from the Org chart
Effectiveness of shared housing: Benchmarking Outcomes (looking into outcomes from Canada, Europe)
System Efficiency (comparing lease-up timelines and construction costs):
- Comparing lease-up timelines by race/ethnicity
- Comparing per-unit construction/subsidy costs
Data on mortality and earlier interventions (research into mortality rates):
- Research into mortality rates and health outcomes
Breakout Groups
Discussion Questions
- Do the reductions outlined in the Rubric results reflect the priorities of the community?
- How can the County reduce spending without exacerbating racial/ethnic/gender disparities and balance the needs of subpopulations experiencing homelessness?
- The Rubric reflects the first phase of reductions, but significantly more reductions must be made. How can HSH provide maximum transparency as we work through this challenging fiscal environment?
