Paul is speaking here to the Jewish people in the Temple at Jerusalem.
The Jewish people believed that Paul had brought Gentiles into the courts (a forbidden act), that he teaches against the Law and the temple, and were now in an uproar. The Romans stepped in to stop the uproar. Paul is now addressing the Jews.
Paul's main point is to break the belief that Paul is against God and the Law, establish his authority in his academic and Jewish background, and that his grounds for preaching the Gospel to Gentiles is God-ordained.
