Prior to a Foreign Visit

  • Ensure you have been forwarded the approved EEMS request. Currently Wendy Buie will be the primary approver for all EEMS requests
  • Report the foreign visit to your DCSA CISA and ISR
  • Inspect the venue(s) for the visit with the Primary Host, and other knowledgeable personnel as needed, to ensure the visitor(s) will not observe Technical Data outside the scope approved by the ICO.
  • Ensure that each foreign person visitor has a U.S. citizen designated as their primary host and escort for the duration of the visit, unless a TCP is in place for the site.
  • Provide counterintelligence awareness briefings to hosts and escorts. Instruct hosts where the escort(s) should meet the foreign person visitor(s).
  • Send an email notification of the FN visit to all employees
who sit in the facility.
  • Have appropriate badges ready.

During a Foreign Visit

  • Ensure that all FN visitors show proper ID and sign-in on the visitor log (MTF-J201) marking “No” to US citizen block
  • Ensure no devices are being brought into the briefing room by FN, devices should be left out in vehicles and are not the responsibility of the FSO for safeguarding
    • Foreign National devices such as laptops and cell phones
  • Ensure no unapproved materials are being removed from the briefing area by FNs.

After a Foreign Visit

  • Verbally or digitally debrief all escorts and primary host.
  • Report any suspicious behavior or questioning from the foreign national to your ISR and CISA.
  • Record the visit into NISS.
