Dr. Maureen Reusche assumed the role of Superintendent for the School District of Haverford Township on July 1, 2015, bringing with her a wealth of experience spanning more than 25 years in the realm of public education. With a profound familiarity with the district and its educational institutions, her insights are as comprehensive as they are distinctive. Dr. Reusche's connection to Haverford Township runs deep, having once been a resident herself and a devoted parent to children who graced the halls of both Oakmont Elementary School and Haverford Middle School. Her personal experience has afforded her an intimate understanding of the exceptional educational standards upheld within Haverford's schools, a perspective that greatly enriches her leadership. In addition to her local insights, Dr. Reusche's grasp of the educational landscape extends to the broader context of Delaware County, offering a strategic advantage to the district. Prior to her tenure in Haverford, she held the esteemed position of Superintendent for the Cherry Hill Public Schools for a period of four years, preceded by a pivotal role as Assistant Superintendent from 2007 to 2011. Her tenure in the Radnor Township School District was equally impactful, serving in diverse capacities including Principal, Director of Curriculum and Technology, and Assistant Superintendent. The breadth of Dr. Reusche's experience, combined with her personal connection to Haverford Township and her broader county-wide perspective, paints a portrait of an accomplished and dedicated educator who is uniquely positioned to propel the School District of Haverford Township toward continued excellence. Dr. Reusche holds a Bachelor of Science in Education from Villanova University, a Masters of Technology in Education from Rosemont College, and a Doctorate in Educational Administration from Widener University.

Jesse Leisawitz serves as Chief Legal Officer for the Reading School District (the “RSD”). Jesse joined the RSD in 2018. He provides legal counsel to district leadership on constitutional, education, and employment law matters. He also leads contract negotiations on behalf of the RSD with its six (6) labor unions. Previously, Jesse worked in private practice where he focused on civil litigation and employment law. He spent five and a half years as an Assistant District Attorney in Berks County, prosecuting over 1,000 cases ranging from DUI to homicide. During that time, he also served as a Special Assistant U.S. Attorney in the Unted States District Court for the Eastern District of Pennsylvania. Jesse earned his J.D., magna cum laude, from Duquesne University School of Law and his B.A., magna cum laude, from The George Washington University. He began his legal career as a judicial law clerk in both state and federal court. Jesse is a life-long Berks County resident and a proud graduate of Reading Senior High School.

Dr. George F. Fiore is the Executive Director of the Chester County Intermediate Unit. He was appointed Executive Director in August 2019 and proudly provides leadership as the educational agency's top executive. Prior to his appointment as CCIU's Executive Director, Dr. Fiore served as a superintendent of the Kutztown Area School District. He went to Kutztown in September 2016 from the Wilson School District in West Lawn, Pennsylvania, where he was the high school principal for four years. Prior to Wilson, Dr. Fiore was the founding headmaster of the Downingtown STEM Academy. Dr. Fiore's instructional school district experience also includes nine years as a high school social studies teacher, dean of students, director of instructional technology, high school assistant principal and junior high school principal. Dr. Fiore's notable accomplishments include increasing student achievement on state and national assessments, increasing equity of access for students in Advanced Placement courses while increasing student achievement, earning national recognition for student achievement (US News & World Report Best High Schools, Washington Post Most Challenging High Schools, and Newsweek's Beating the Odds: Top High Schools for Low-Income Students), earning Pennsylvania Department of Education Title I Distinguished Schools designation for student growth, National Blue Ribbon High School designation, implementing the International Baccalaureate curriculum and developing, implementing, and co-creating one of America's best high schools. Dr. Fiore is an AASA nationally certified Superintendent, Pennsylvania Department of Education Superintendents Academy graduate and serves on several statewide committees including the Pennsylvania Career Ready Steering committee. Dr. Fiore also serves as a professor in graduate and doctoral programs teaching educational leadership, curriculum development, school law, finance, and instructional practices. Dr. Fiore was recently elected as president-elect of the Pennsylvania Association of School Administrators (PASA) by his Superintendent colleagues across the Commonwealth. Dr. Fiore was also selected to serve on the PA Needs Teachers Committee to address the statewide staffing issues. Lastly, Dr. Fiore was appointed by the U.S. Eastern District Court of Pennsylvania’s U.S. Magistrate Judge Merit Panel for selecting candidates for U.S. Magistrate Judge appointment.

Christopher Jaramillo

Chris Jaramillo is a seasoned equity advocate with over 13 years of experience in the education, non-profit, and public sectors. Born in the Bronx, New York, to a family with roots in Ecuador and Puerto Rico, Chris has firsthand experience navigating the challenges faced by individuals from diverse backgrounds in predominantly white institutions.Throughout his career, Chris has served with various progressive and social justice organizations. As an Executive Committee Person within the NAACP, he designed creative recruitment strategies that brought in large numbers of young, diverse activists to make an impact on their local communities. In his role as a Teach For America Corp member, Chris advocated for educational equity and sharpened his educational leadership skills in Philadelphia schools. With a strong commitment to uprooting white supremacy and promoting racial justice, Chris has demonstrated his ability to hold safe spaces and facilitate difficult conversations. As the first Latino President of the Norristown Area School District, he has introduced over a dozen policies and resolutions centered on equity and the promotion of diversity. Chris is also a member of Leadership for Educational Equity, School Board Partners, and Local Progress, organizations that support diverse leaders in making transformative and structural changes in their communities.

Chris holds a Master of Science in Education from the University of Pennsylvania Graduate School of Education, with concentrations in Special Education and Math. He has also completed certificates in organizing, policy and advocacy, education finance, and empowered school board governance from various institutions. Driven by his personal experiences and the desire to create a better educational environment for his children and all students, Chris brings a wealth of knowledge, skills, and passion to his work in education and public policy. He is currently working with the State of Maryland to support initiatives like the Blueprint for Maryland's Future, housing, taxes and revenue generation, public transportation, and criminal justice reforms to inform implementation into state policy.

Rosemary Fiumara

Rosemary Fiumara is a dedicated member of the Garnet Valley School Board, currently serving in her fourth term. Over her 15-year tenure, she has provided stable leadership, including serving as Board President for the majority of this time. She has also played a pivotal role in labor negotiations for several key contracts. In addition to her board responsibilities, she chairs the Personnel Committee and serves as Deputy Chair of Finance. She is also an active member of the Garnet Valley Education Foundation Board.Throughout her tenure, Fiumara has been privileged to work alongside a highly skilled and dedicated group of board members. She values their collective leadership, particularly during periods of significant change and uncertainty. She credits the board’s experience, combined with the exemplary efforts of the district’s administrative team, for enabling a swift and effective response to the challenges posed by the COVID-19 pandemic. Looking ahead, she remains committed to fostering continued growth and excellence within the district. A long-time resident of Garnet Valley since 1998, Fiumara grew up in Delaware County. She and her husband, Jim, are proud parents of two daughters, both graduates of Garnet Valley High School. Professionally, she has held senior leadership positions in Human Resources for large multinational

organizations across both public and private sectors. Currently, she provides Human Resources consulting services to similar organizations.Rosemary holds a Bachelor’s degree in Business and a Master’s degree in Organizational Leadership from Widener University. She also served as an adjunct faculty member in Widener's Graduate School of Business, sharing her expertise with future leaders.

Dr. Allyn Roche

Dr. Roche is the current Superintendent of Schools for the Upper Perkiomen School District located in Montgomery County, PA. He is currently in his fifth year as the Superintendent at Upper Perkiomen. M. Christopher Marchese, Ed.D., was appointed as Executive Director of the Lincoln Intermediate Unit in 2024. An accomplished school leader, Dr. Marchese has extensive experience and a demonstrated history of effective educational leadership within the Commonwealth. Dr. Marchese served as Superintendent of the Avon Grove School District in West Grove, PA, for 11 years. During that time, Dr. Marchese demonstrated transformative leadership in overseeing a rural-suburban school district serving approximately 5,000 students. He led implementation of Full-Day Kindergarten, progressive student scheduling at the high school and intermediate school, dynamic learning environments for staff and students, and a full-scale facilities master plan, culminating in the construction of a state-of-the-art high school that opened in fall 2022. At the same time, Dr. Marchese expanded athletic and co-curricular offerings, special education, ELL programs, and mental health options, all while increasing student achievement and maintaining the lowest Per-Pupil spending in Chester County. Dr. Marchese has held several leadership positions throughout his career, including Assistant Superintendent, Principal, and Assistant Principal. Dr. Marchese taught high school science for the Archdiocese of Philadelphia before moving into educational leadership. Additionally, his commitment to fostering a child centered approach to all aspects of the school community has led to serving as a member of the Board of Governors with the Pennsylvania Association of School Administrators (PASA), a Superintendent mentor for the American Association of School Administrators/Pennsylvania Association of School Administrators (AASA/PASA) National Superintendent Certification program, and President of the Suburban Schools Study Council (SSSC) that provides professional learning opportunities for Superintendents in Lancaster, Berks, Chester, Delaware, Montgomery and Bucks Counties.

Dr. Sue Elliott has served as Superintendent for the Upper Moreland Township School District for three years. During her career as an educator, she has served students and families as a teacher, coach, and administrator. This includes working as a kindergarten and first-grade teacher, a reading specialist, an instructional coach, a curriculum supervisor, a field hockey coach, an Assistant Superintendent, and Superintendent. She has worked in school districts in Lancaster, Chester, Bucks and now Montgomery counties during her career.Dr. Elliott earned an undergraduate degree from Millersville University in Elementary and Early Childhood Education. She earned her Master’s Degree in Teaching and Curriculum from Penn State University and her Superintendent Letter of Eligibility from Edinboro University. Dr. Elliott earned her Doctorate in Reading, Writing, and Literacy from the University of Pennsylvania.In her free time, Dr. Elliott plays field hockey at both the club and international levels. She has represented the United States as a member of the U.S. Masters Women’s Field Hockey Team in both the indoor and outdoor Masters World Cup tournaments in the Netherlands, Germany, Spain, Australia, Hong Kong, Argentina, South Africa, Canada, and England.

For over 27 years, Dr. Khalid N. Mumin has served in various capacities as a teacher, administrator, and Pennsylvania Secretary of Education. Dr. Mumin earned a Doctor of Education in Educational Leadership from the University of Pennsylvania, a Master of Education in Teaching & Curriculum from Pennsylvania State University, a Bachelor of Arts in Secondary English Education from Shippensburg University, and an Associate of Arts in English from Northeastern Christian Junior College. He also graduated from the Leadership Maryland Program, as a member of the Class of 2012, and he is a member of several national and local organizations. The strength in his leadership revolves around being a student-centered educator who has a vision of success for all students. Dr. Mumin is committed to promoting and sustaining student achievement, equity and access to educational programming for all students, as well as creating plans that are fiscally responsible. Dr. Mumin maintains a keen focus on fostering collaboration with stakeholders, including students, parents, teachers, administrators, community, public officials, business partners, and higher education institutions.

Dr. Daniel P. McGarry has been in education for over 20 years, serving as a teacher, an Assistant Principal, Principal, Assistant Superintendent and in his current role as Superintendent of Schools. Dr. McGarry is an alumnus of Upper Darby School District (class of 1996) and has committed his professional life to serving the students and families of the city he grew up in and loves.Dr. McGarry earned his undergraduate degree in English and Secondary Education with a minor in History from the University of North Carolina at Wilmington, North Carolina his Masters in Educational Leadership and Supervisory of Curriculum and Instruction from St. Joseph’s University, and his Doctorate of Education from Neumann University. He completed the Pennsylvania Association of School Administrators Superintendents’ Academy in 2015. Dr. McGarry’s career path has provided him with the opportunity to experience the full educational process from elementary school through central administration. He has served as a High School English Teacher, Assistant Principal at Drexel Hill Middle School, Principal at Bywood Elementary School, and as an Assistant Superintendent of Curriculum and Instruction. Dr. Jennifer Murray

Dr. Murray, a highly respected educational leader with over 20 years of experience, currently serves as Superintendent of the Reading School District, Pennsylvania’s fourth-largest district, where she oversees more than 17,000 students and 2,400 staff members. Her leadership has been instrumental in driving academic excellence, managing large-scale operations, and fostering innovation in public education. Throughout her career, Murray has championed transformative educational initiatives, including the creation of the RSD Early College Academy and the RSD Early Career Academy, which provide students with direct pathways to higher education and workforce readiness. She also played a pivotal role in developing Reading School District’s Virtual Academy, expanding access to high-quality, flexible learning options. Additionally, Murray served as superintendent of record for the Reading Muhlenberg Career and Technical Center along with the superintendent of the Muhlenberg School District, collaborating on the development of Career and Technical Education (CTE) programming for their students.

Dr. Sarah Yoder transitioned to the role of Director of Innovative Educational Services within the Chester County Intermediate Unit in July 2025 and is grateful for the opportunity to work with this extraordinary team. With a strong background in educational leadership and a passion for student-centered learning, Dr. Yoder is poised to lead the division into its next chapter of excellence and innovation. Most recently, Dr. Yoder served as superintendent for the Pottsville Area School District for four years and Saint Clair Area School District for three. In addition to her superintendent roles, Dr. Yoder gained extensive leadership experience as an elementary principal, curriculum director, and high school principal. Dr. Yoder's instructional experience includes serving as a high school math and computer science educator, district math coach, and adjunct instructor for the doctoral program at Gratz College. Notable team accomplishments under Dr. Yoder's leadership throughout her career include an on-time high school graduation rate of 99%, upgrading facilities (Martz Hall, HVAC, Planetarium, and Wellness Center), achieving a $26+ million fund balance through a dramatic financial turnaround, and implementing innovative programs such as student-led civic engagement via StoryMaker, Wave of Wellness health initiative, Dual Enrollment coursework at no cost to students, and a drone certification course. Dr. Yoder earned her doctorate from Temple University and graduated from the PDE's Superintendents Academy. In December 2020 Dr. Yannacone began her tenure as Superintendent of Schools for The School District of Springfield Township. A strong proponent of personalized learning and the importance of student, staff and community voice, Dr. Yannacone’s vision is to build a school community of growth and caring rooted in equitable practices.

Dr. John Sanville

John Sanville is a Doylestown, PA native who left for college and started his career as a seventh-grade history teacher in Fairfax County, Virginia in the late 1980s. Shortly after that he met Debbie, his wife. With her encouragement he enrolled in graduate school at Virginia Tech and became a middle school counselor. Within a few years he was back in the classroom - at the University of Virginia – working on his doctorate in school leadership. After considering numerous factors (including that Debbie is a New Yorker) they decided to cross the Mason- Dixon line once and for all. His first position in Pennsylvania was as assistant principal at Marple Newtown High School in Delaware County. Then he went on to become the principal at the same school. They were invaluable learning experiences for him and he carried them forward. In 2007 he came to Unionville Chadds Ford as the Director of Secondary Curriculum. It was an opportunity to work behind the scenes on the core mission of schools - teaching and learning. This time also gave him central office experience and he learned that many people and skillsets are needed to successfully lead a district. As Superintendent (since 2011) he is intimately involved in the entire scope of how UCFSD teaches, supports, and encourages students in academics, sports, the arts, and the many programs and activities that meet their interests. UCF encompasses more than the students, staff and schools - under Dr. Sanville’s direction they are part of the larger community that stretches across fields, in neighborhoods, on quiet lanes, and in two counties.

My final position in the Cocalico School District was an Assistant to the Superintendent for 3 years. In addition to my professional experience, I hold a Superintendent's Letter of Eligibility from Edinboro University (2014), a Doctorate of Education in Administrative Teaching and Learning from Walden University (2013), a Master's Degree in Administration from Towson University (2005), and a Bachelor's Degree in Elementary Education from Messiah College (1996).

I am the Superintendent of the Phoenixville Area School District, a role I’ve held since 2023. Before that, I served as the Superintendent of the Scranton School District from 2019 to 2023, where I led the district out of financial recovery—making it one of only three districts in Pennsylvania to successfully exit financial recovery status after being placed in it. This achievement required navigating significant challenges, including budget deficits, staffing shortages, building closures, and the ongoing impact of the pandemic. In addition to stabilizing the district’s financial outlook, I also guided the district through environmental hazards in several school buildings, ensuring the health and safety of students and staff while making critical infrastructure improvements. With over two decades in education, I’ve worked as a Chief Academic Officer, Principal, Assistant Principal, and classroom teacher, which has given me a well-rounded perspective on leadership and student success. I earned my Master’s Degree in Educational Leadership from Wilkes University and both my Master’s and Bachelor’s Degrees in Education from the University of Connecticut. During my time at UConn, I was a member of the Women’s Basketball Team, serving as team captain and contributing to our 1995 National Championship win. This experience was instrumental in shaping me as a leader, teaching me the importance of collaboration, perseverance, and leading by example. The demands of balancing academics with athletics instilled a strong work ethic, time management skills,

These lessons have stayed with me throughout my career in education, where I strive to create environments that encourage teamwork, accountability, and continuous improvement—values I apply to my leadership today. At PASD, I am focused on developing efficient processes and procedures across all departments to ensure accountability. I’m also overseeing the construction of a new school building set to open in the 2025-2026 school year. My leadership is centered on providing both students and staff with the resources and support they need to succeed, while maintaining financial responsibility. I believe in fostering a culture of excellence where high expectations challenge everyone to reach their full potential. By focusing on academic rigor, professional growth, personal development, and mental health and well-being, I strive to help both students and staff recognize their strengths, build resilience, and push past limitations to thrive. I am passionate about fostering innovation, opportunity, and excellence in education, and I believe in the power of collaboration to drive meaningful change. I’m excited to be part of this panel and look forward to our discussion.

Dr. Will Stout is currently in his 30th year as an educator. Dr. Stout grew up in Boyertown and graduated from Boyertown High School. He has a bachelor’s degree in health education from Temple University, a master’s degree in school counseling from Kutztown University, and a doctorate in educational leadership from Penn State University. Dr. Stout began his public school career in the Hempfield School District in Lancaster, PA, as a middle school counselor and then spent 14 years as a building-level administrator, serving as a middle and high school assistant principal, high school associate principal, and the high school principal for his final eight years at Hempfield. Dr. Stout previously worked in the district office leadership positions as the Director of Secondary Education in the Cornwall-Lebanon School District and an assistant superintendent in the State College Area School District.Dr. Stout is currently in his fourth year as the superintendent of the Owen J. Roberts School District. He is proud of the work being done throughout the school district regarding the district goals (Student Success, Student Wellbeing, and Infrastructure Excellence). Most notably OJRSD has developed a robust K-12 Multi-Tiered Systems of Support (MTSS) Program, a comprehensive Mental Health Strategic Plan, and is in the process of finalizing a 10-year Master Facilities Plan. Under Dr. Stout’s leadership, the district moved to later school start times for the 2024-25 school year and has approved full-day Kindergarten for the 2025-26 school year. In his free time, Dr. Stout enjoys spending time with his family, exercising (hiking and mountain bike riding), watching sporting events (Philadelphia and Penn State teams), reading the daily news, and traveling. Dr. Stout’s wife, Brenda, is reading specialist at the CCIU, and his son, Owen, is a junior at Penn State University

With a distinguished career spanning various fields, Jeff Hellrung has dedicated decades to education, leadership, and community service. Having served on the Chester County Intermediate Unit Board of Directors for ten years, Mr. Hellrung currently serves as Board Vice President. Mr. Hellrung has served on the Unionville-Chadds Ford School Board for 18 years and was Board President from 2017 - 2022. He has been an influential figure in steering the district to excellence. He played a pivotal role in propelling the UCFSD to become a top-tier school district in Pennsylvania, excelling in academics, performing arts, and athletics. Mr. Hellrung is recognized for fostering a collaborative environment among the Superintendent, Administrative Team, Professional Staff, Support Staff, and the parent community. Under his leadership, the district implemented groundbreaking initiatives such as the development of the "Portrait of a Graduate," improvements in student wellness, disciplinary system reforms, and pioneering the adoption of healthier school start times for adolescent students in Southeastern Pennsylvania. Before his impactful role in education governance, Jeff Hellrung had a diverse career journey. From 2002 to 2010, he served as a Math Teacher at Sun Valley High School in Aston, PA. Dr. Chris Trickett has dedicated his career to the Wilson School District since 2003. Beginning as a technology teacher, he has advanced through various leadership roles, including Assistant Principal, Director of Technology, and Principal of Wilson High School. Prior to becoming Superintendent, he served as Assistant Superintendent. Dr. Trickett earned his B.S. in technology education from Millersville University, his Master of Education from Wilkes University, principal certification from Alvernia University, and a doctorate in educational leadership from Immaculata University in 2019. He lives in Wernersville, PA, with his wife, Lisa, and their three children. Dr. Samuel Lee

Dr. Samuel Lee joined Bensalem Township School District as Superintendent on July 6, 2015. He came to Bensalem from Bristol Township School District where he served as Superintendent for 5 years. Previously, he held various administrative roles including Principal, Director of Curriculum and Instruction, Director of Special Services and Director of Business/Special Projects in the Gloucester County Special Services School District and Gloucester County Vocational Technical District. Before moving into Educational Leadership, he taught secondary level social studies for special needs students. Dr. Lee earned his Interdisciplinary Doctor of Education for Educational Leaders, a Master’s in Educational Administration, and a Bachelor of Arts Degree in History all from Saint Joseph’s University. Under Dr. Lee’s leadership, Bensalem Township School District has been recognized as an American Association of School Administrators Demonstration District, Best Communities for Music Education, Outstanding Visual Arts Community, A District of Distinction by District Administration Magazine, Marine Corps Junior ROTC Naval Honor School, and PA Department of Education recognition for Multi-Tiered System of Student Supports.

Dr. Lee has numerous affiliations including: Bensalem Education Foundation Board member; Bensalem Rotary; Lower Bucks Hospital Board of Trustees; PA Association of School Administrators Board of Governors; Vice President, PA Local Government Investment Trust; Bucks County Technical HS Superintendent of Record (2011-13 and 2019-21). He is a member of the Suburban Superintendent's Study Council; University of Pennsylvania Superintendent's Study Council; American Association of School Administrators; and Bucks County Superintendent’s Advisory Council. He is an Adjunct Professor at Gwynedd Mercy University and a graduate school program mentor and advisor at Holy Family University, High Point University, Penn West University, and Delaware Valley University. Dr. Lee serves as President and coach at Lighthouse Soccer Club. He was inducted into the Southeastern PA Soccer Hall of Fame; Saint Joseph’s University Soccer Hall of Fame; and was named the 2007 Liberty Mutual PA Youth Soccer Coach of the year. Dr. Lee and his wife Anne are the proud parents of 7 children, 5 daughters, 2 sons, and 3 granddaughters. They enjoy spending time with each other and participating in and watching sports.

Dr. Susan Elliot

Dr. Sue Elliott has served as Superintendent for the Upper Moreland Township School District for three years. During her career as an educator, she has served students and families as a teacher, coach, and administrator. This includes working as a kindergarten and first-grade teacher, a reading specialist, an instructional coach, a curriculum supervisor, a field hockey coach, an Assistant Superintendent, and Superintendent. She has worked in school districts in Lancaster, Chester, Bucks and now Montgomery counties during her career.Dr. Elliott earned an undergraduate degree from Millersville University in Elementary and Early Childhood Education. She earned her Master’s Degree in Teaching and Curriculum from Penn State University and her Superintendent Letter of Eligibility from Edinboro University. Dr. Elliott earned her Doctorate in Reading, Writing, and Literacy from the University of Pennsylvania. In her free time, Dr. Elliott plays field hockey at both the club and international levels. She has represented the United States as a member of the U.S. Masters Women’s Field Hockey Team in both the indoor and outdoor Masters World Cup tournaments in the Netherlands, Germany, Spain, Australia, Hong Kong, Argentina, South Africa, Canada, and England.

Dr. Kenneth Batchelor

Dr. Kenneth E. Batchelor joined Radnor Township School District in 2017 and has over 25 years of experience in public education, starting as a student teacher at Overbrook High School in Philadelphia. From there, he taught U.S. History, Economics and Legal and Political Systems at East Forsyth High School in Winston Salem, North Carolina before making his way back to Pennsylvania to teach Cultural Studies and Honors American Studies at Unionville High School. He taught at UHS for six years and also coordinated and supervised the high school gifted program, coached lacrosse, and served as a club advisor to student activities. He was promoted to Assistant Principal in 2002, a position he held until 2005. He left Unionville to serve for two years as the Principal of Penncrest High School in the Rose Tree Media School District before returning to Unionville-Chadds Ford in 2007 to serve as the Assistant to the Superintendent. Prior to entering public education, Dr. Batchelor served as a Legislative Assistant for Congressman Hamilton Fish, Jr., attending hearings on healthcare, trade, defense and education as well as researching legislation and briefing the congressman and senior staff on legislative issues. Dr. Batchelor earned his Doctorate in Educational Leadership at Widener University, his Bachelors Degree in Political Science from Villanova University, and his Masters in Education from the University of Pennsylvania.

Dr. Chris Marchese

M. Christopher Marchese, Ed.D., was appointed as Executive Director of the Lincoln Intermediate Unit in 2024. An accomplished school leader, Dr. Marchese has extensive experience and a demonstrated history of effective educational leadership within the Commonwealth. Dr. Marchese served as Superintendent of the Avon Grove School District in West Grove, PA, for 11 years. During that time, Dr. Marchese demonstrated transformative leadership in overseeing a rural-suburban school district serving approximately 5,000 students. He led implementation of Full-Day Kindergarten, progressive student scheduling at the high school and intermediate school, dynamic learning environments for staff and students, and a full-scale facilities master plan, culminating in the construction of a state-of-the-art high school that opened in fall 2022. At the same time, Dr. Marchese expanded athletic and co-curricular offerings, special education, ELL programs, and mental health options, all while increasing student achievement and maintaining the lowest Per-Pupil spending in Chester County. Dr. Marchese has held several leadership positions throughout his career, including Assistant Superintendent, Principal, and Assistant Principal. Dr. Marchese taught high school science for the Archdiocese of Philadelphia before moving into educational leadership.

Additionally, his commitment to fostering a child centered approach to all aspects of the school community has led to serving as a member of the Board of Governors with the Pennsylvania Association of School Administrators (PASA), a Superintendent mentor for the American Association of School Administrators/Pennsylvania Association of School Administrators (AASA/PASA) National Superintendent Certification program, and President of the Suburban Schools Study Council (SSSC) that provides professional learning opportunities for Superintendents in Lancaster, Berks, Chester, Delaware, Montgomery and Bucks Counties. Dr. Marchese earned a Doctor of Education (Ed.D.) from Immaculata University, a Master of Education from Cabrini College, and a Bachelor of Science from Cabrini College.

Currently in his fourth year as Superintendent of the Great Valley School District (GVSD), Dr. Goffredo has been with GVSD for 16 years, offering a deep understanding of the district's needs and values. Dr. Allyn Roche

Dr. Roche is the current Superintendent of Schools for the Upper Perkiomen School District located in Montgomery County, PA. He is currently in his fifth year as the Superintendent at Upper Perkiomen. He is also the Superintendent of Record for the last three years at the Western Montgomery Career and Technology Center (WMCTC) supporting students from Pottsgrove, Spring-Ford and Upper Perkiomen School Districts. Prior to Upper Perkiomen, Dr. Roche served as the Assistant Superintendent at Spring-Ford Area School District for eight school years. He also serviced as the Director of Secondary Education, Pennbrook Middle School Principal, Assistant Principal and Science Teacher in the North Penn School District. In addition, Dr. Roche began his teaching career at Monsignor Bonner High School teaching Biology, Physical Science and Chemistry.

Dr. Maureen Reusche assumed the role of Superintendent for the School District of Haverford Township on July 1, 2015, bringing with her a wealth of experience spanning more than 25 years in the realm of public education. With a profound familiarity with the district and its educational institutions, her insights are as comprehensive as they are distinctive. Dr. Reusche's connection to Haverford Township runs deep, having once been a resident herself and a devoted parent to children who graced the halls of both Oakmont Elementary School and Haverford Middle School. Her personal experience has afforded her an intimate understanding of the exceptional educational standards upheld within Haverford's schools, a perspective that greatly enriches her leadership. In addition to her local insights, Dr. Reusche's grasp of the educational landscape extends to the broader context of Delaware County, offering a strategic advantage to the district. Prior to her tenure in Haverford, she held the esteemed position of Superintendent for the Cherry Hill Public Schools for a period of four years, preceded by a pivotal role as Assistant Superintendent from 2007 to 2011. Attorney Justin Barbetta

Justin D. Barbetta routinely advises school clients regarding day-to-day issues related to taxation and business, personnel, student services, and civil rights. Mr. Barbetta also frequently represents public school districts in litigation from inception through appeal in a variety of administrative, state, and federal court matters involving civil rights, labor and employment, contract, special education, student services, and tax assessment issues. His litigation experience also includes more than four years at the Defender Association of Philadelphia where he tried more than 100 cases (both jury and non-jury) to verdict.

Attorney Kenneth Roos

Kenneth A. Roos is known throughout the state for his expertise in education law. Having provided legal counsel to multiple school districts for over 25 years and as a veteran of well over 2,000 public school board meetings, there are few education law issues Mr. Rooshas not confronted and handled in his education law career. Currently, he serves as the solicitor for several public school districts in Southeastern Pennsylvania and provides legal advice and representation to numerous other public school districts and other educational and governmental entities. Mr. Roos is regularly asked to create or revise policies and provide advice to school district clients regarding the myriad of legal issues facing public school districts such as board governance, district operations, regulatory compliance, naming rights and advertising, and daily student and staff issues. He is the past President (2006) of the Pennsylvania School Board Solicitors Association and is a frequent speaker at educational law seminars throughout the state. For fifteen straight years, Mr. Roos has been selected to the Pennsylvania Super Lawyers list. This exclusive list recognizes no more than the top five percent of attorneys in Pennsylvania. Bonnie Wolff
Board President - Avon Grove School District President of the Chester County Intermediate Unit Board of Directors

Bonnie earned a Bachelor of Arts from Russell Sage College in psychology, elementary education and special education and earned a Master of Education from Seattle University in Curriculum and Instruction with a concentration in special education. She taught sixth grade in New York, moved to Washington state and taught junior high special education before returning to the East Coast, specifically, the Avon Grove School District. Bonnie has been on the Avon Grove School Board and the CCIU board for 20 years. She has held multiple leadership positions on both boards and is currently serving as president of each board. She is married with two children who are proud Avon Grove graduates.
