Contexte de l'étude
L'étude s'inscrit dans le cadre du projet IMPACT de recherche action, portée par le réseau CIVAM et l'association TRAME, qui vise à mieux comprendre les retombées territoriales des circuits courts et des dispositifs d’accès à l’alimentation. Une des hypothése qui va structurer la mise en place de l'étude dévloppais dans cette présentation c'est:
Il est possible de quantifier l’impact économique territorial de ces projets, tout en l’articulant avec les autres impacts.
Pour répondre à cette hypothése, il a étais décider d'appliqué la méthode LM3 (développée par TRAME dans deux études précédentes) sur 2 épiceries sociales et solidaires, toutes deux sur un modéle mixte et sur un approviosonment choissi, afin d’évaluer leur contribution au maintien et à la circulation des richesses dans le territoire local.

La relation à l'aspect local
- L’ensemble des bénévoles interrogés associe le local à des dimensions très positives : qualité et fraîcheur (notamment pour les fruits et légumes), traçabilité et confiance, soutien à l’économie locale, éthique alimentaire et production naturelle.
- Néanmoins les bénévoles identifient une limite : le choix se fait en en fonction du prix. Les produits locaux ne sont pas rejetés, mais leur reconnaissance est faible dans l'impact sur le choix, sauf pour certains produits frais comme les fruits et les légumes.
- L'épicerie se situe à l'intersection entre une logique militante de transformation du système alimentaire et une logique d'aide alimentaire, centrée sur l’accessibilité, la quantité et le besoin immédiat. Cette tension se retrouve dans la hiérarchisation des critères d’achat et dans les perceptions des bénévoles.
Comment le local est-il perçu ? Est-ce que sa mise en avant impacte les bénévoles et les mangeurs ?

La participation des usagers dans les choix d'approvisionnement
- L’expression des usagers passe principalement par des échanges informels, le plus souvent au moment du passage en caisse. Il n’existe pas de dispositif formalisé permettant aux usagers de s’exprimer sur l’offre de produits. Cette logique d’informalité semble perçue à la fois comme une richesse, et comme une limite, défavorisant les mangeurs aidées. Elle a pour effet de faire apparaitre des figures d'ambasadeurs, ce qui entretient une forme de gouvernance implicite plutôt que réellement partagée.
- Les bénévoles souhaiteraient une plus forte implication des usagers et expriment une frustration, liée au "manque d’initiative” de ces derniers. Cette faible expression résulte de freins sociaux particulièrement marqués chez les publics aidés et renforcés par le contexte institutionnel de l’aide alimentaire.
Comment s’organise la démocratie interne ? Comment les mangeurs et les bénévoles sont écoutés dans la prise de décision ?

"Moi ce qui me dérange un peu, c’est que beaucoup ici ne sont pas dans une démarche de réappropriation. Ils viennent chercher ce qu’on leur donne, mais ne se sentent pas vraiment acteurs. Pourtant, une épicerie solidaire ça devrait aussi être un lieu d’émancipation, pas juste de dépannage."

Conclusion
L’analyse des données recueillies montre que, même si le modèle d’Epi’SOL apparaît solide et bien ancré, la multiplication de ses objectifs peut parfois générer des tensions et fragiliser sa mission première : l’aide alimentaire. » Dans le cas d’Epi’SOL, la dimension locale est centrale et fait partie de l’ADN du projet depuis sa création. Mais cette importance du local souligne aussi les limites d’un tel modèle qui ne peut pas être transposé tel quel ailleurs, sans prendre en compte les spécificités du territoire et les conditions de son développement.
La LM3 est un outil simple et puissant pour mesurer l’impact des choix d’approvisionnement, mais son application montre aussi ses limites, en offrant un chiffre peu détaillé et uniqument régis par la distance, avec une définition du local simplifié, et aussi sans prise en compte réel du type des structures.
