Objective

After this lesson, students will be able to:

  • Identify incorrect or invalid distribution statements and associated reasons. (Aligns to CLO 3- Identify and select the appropriate distribution statement for their document and enter all applicable distribution reasons into DTIC Submit, ensuring this information adheres to the DoD CUI Program Guidelines.)
  • Students will need approximately 30 minutes to complete this lesson.

This is especially true in access to defense technical information. Assigning the correct distribution statement and valid reasons ensures the information gets to as many people as possible to advance technology but also keeps it out of the hands of those who could use it for harm.

Controlled Unclassified Information & 5230.24

DoDI 5230.24 is a DoD Instruction that establishes policies, assigns responsibilities, and prescribes procedures for marking and managing technical documents. The instruction provides guidance for constructing and using DoD approved distribution statements and their accompanying reasons.

This video talks about marking documents and why certain documents are marked with certain distributions. DoDI 5230.24 is also introduced.

Most Common Mistakes

  • Distribution A on documents containing export-controlled technical information
  • Distribution A, C, or D on documents containing Operations Security
  • Distribution A, C, or D on documents containing Proprietary Information
  • Distribution A, C, or D on documents containing SBIR (Small Business Innovation Research) or STTR (Small Business Technology Transfer)
  • Distribution A, C, or D on documents containing Test and Evaluation

Distribution Statements A, C, and D are unable to be used with many reasons because they allow access to a wider groups of people including the public and contractors. Some information needs to be limited to only U.S. Government agencies and some Department of Defense only because of its sensitive nature.
