2. Participatory approach: residents have been actively involved in various phases of the project as a fundamental element of the redevelopment approach and a commitment to generating awareness on energy issues among them. 3. Development of contractual schemes: the project created contractual frameworks for the collective procurement of industrialised restructuring solutions. These schemes bring together public bodies, private owners, and social housing organisations to facilitate collective purchases, reduce implementation costs, and propose potential financing methods.
In the European context, increasingly more attention is being paid to energy poverty, recognised as a crucial and urgent social problem. In this scenario, the LIFE Energy Poverty 0 project aims to develop technical, economic, social, and contractual tools to promote widespread energy efficiency improvements in social and private buildings across Europe, using the EnergieSprong model. This initiative primarily targeted social housing operators, local communities, and public entities, with the final goal of fighting energy poverty by encouraging (industrialised) energy retrofits in the most vulnerable neighbourhoods. The project focused on the following main impacts: 1. Identification of target areas: the project identified the most suitable areas for renovation and increased efficiency by developing a digital tool to assess the potential for energy-efficient interventions in residential buildings.

Living the change
Ressorts is a purpose driven social enterprise. It incubates collective innovative projects supporting ecological and social transitions in buildings and territories. Its mission is to foster and scale ecological performance markets through public-interest intermediation. Ressorts acts as a trusted third party in multi-stakeholder collective dynamics, developing shared resources and publishing its work as open source. It notably coordinates the Energiesprong France movement, which aims to democratize access to high-performance renovations aligned with climate neutrality goals. This approach, originally developed in the Netherlands, is based on fast, high-quality renovations financed through the energy savings they generate. In doing so, Ressorts contributes to structuring the energy renovation sector in France by aligning the interests of all stakeholders.
The City of Milan, through the Urban Resilience Project Directorate, promotes innovative strategies to address climate and social challenges by integrating resilience, climate justice, and inclusion. Milan is one of the 100 European cities selected under the EU Mission “Climate-Neutral and Smart Cities” and is currently developing an integrated plan to combat energy poverty and insecurity. This includes a strong focus on improving the energy efficiency of both public and private buildings and addressing heat-related risks that affect the most vulnerable groups. The DPRU coordinates cross-sectoral actions involving municipal departments, research institutions, and international partners, fostering solutions based on data, innovation, and civic participation. Since 2021, Milan has been a Resilience Hub within the UN initiative “Making Cities Resilient 2030,” reinforcing its role as an urban laboratory for sustainability, adaptation, and risk management.
Bordeaux Métropole is an intercommunality with a special status, bringing together 28 municipalities in Gironde. It constitutes a full-fledged local authority with extended powers in terms of urban planning, mobility, housing, and sustainable development. With over 800,000 inhabitants, the metropolis places citizens at the heart of its urban policies, developing projects that promote quality of life, social diversity, and ecological transition. As part of the Energy Poverty 0 project, Bordeaux Métropole was involved in the development of renovation projects for co-ownerships in the pilot sites of La Benauge and La Chataigneraie.

Living the change
Néomix is a company specializing in energy-efficient renovation and is a subsidiary of Bordeaux Métropole Énergies. It offers an innovative service called Facirénov, designed to support renovation projects, particularly in condominiums. Facirénov manages the entire process: diagnostics, stakeholder engagement, technical and financial planning, project supervision, and securing funding. The goal is to simplify procedures and remove common barriers to renovation. A key feature is the third-party financing model, allowing homeowners to repay renovation costs through the energy savings achieved. Néomix is thus actively contributing to an ambitious energy transition at the local level.
DMM&I, part of Ekiep.nl, is a Dutch consultancy that develops sustainable solutions that people actually use and embrace. We believe that the energy transition only succeeds when it starts from the daily lives of residents. That’s why we put homeowners, tenants, and other end users at the center of every project. With over 15 years of experience in the energy transition, we specialize in approaches that activate people to take action in making their homes more sustainable.
SlimRenoveren (in English: SmartRenovation) specialises in energy-friendly and sustainable renovation of the social housing stock. We are a 2-person consultancy firm that is familiar with social housing organisations and building contractors. We are experts in building technology and product development with the interests of the residents as a starting point. We are difficult to pinpoint because we aim to combine different disciplines to the most successful resolution in our projects. This involves real estate development and strategic planning, building technology, process and product design, communication and (tenant) engagement. SlimRenoveren works for housing organisations on innovative tender processes, tenant engagement, sustainable maintenance and energy-efficient retrofits. SlimRenoveren also works for building contractors and suppliers on market development & strategy, product development, process innovation, communication, collaboration, (tenant) engagement and formulating bids for innovative tenders. Occasionally we work for (local) governments or tenant committees and we also contribute to new zero-energy buildings for building contractors or housing associations.

La Strada is a Type A Social Cooperative, officially registered in the regional register of social cooperatives since 1995 and in the Italian national third sector register (RUNTS) since 2022. It was founded in 1993, taking over the activities previously managed by the association of the same name (active since the early 1980s). The cooperative's mission is to promote human development and social inclusion by providing social, health, care and educational services for the community.
Sportello Energia (Energy Helpdesk in English) is a free service provided by the Municipality of Milan and managed by AMAT srl, aimed at citizens, condominium administrators and businesses. It provides information and services on energy saving and renewable energy. In addition to a phone and online consultancy service, it also offers an on-site mobile service offering training and support specifically for vulnerable users. Topics include good practices for energy saving, bill analysis, energy supply contracts, and switching to more efficient technologies.

The Calvairate-Molise-Ponti Committee has been active for over 30 years in the public housing neighborhoods of Calvairate, Molise, and Ponti in Milan. It serves as a daily point of reference for residents, promotes the enhancement of local resources, and supports paths toward autonomy and integration, particularly for people of foreign background. It encourages resident involvement in improving the living environment and caring for the neighborhood.
DAR=CASA is a non-profit housing cooperative based in Milan since 1991. It offers rental-only housing accompanied by social management services. It works with public and private institutions to design policies and tools addressing the increasing demand for social housing, promoting an integrated management model that combines property management and a social approach centered on relationships with residents. The cooperative currently manages about 1,000 homes.
MM SpA, a company owned by the City of Milan, provides tailor-made solutions for the planning and redevelopment of urban ecosystems, reorganizing services, networks, infrastructures, and public real estate assets. Since 2014, it has managed the City’s Public Residential Housing, taking care of administration, maintenance, asset protection, and housing assignments. In 2022, MM’s Housing Division created the Social Management Office (GSD) to test an innovative model that integrates property and facility management with social support functions. The GSD assists tenants in situations of social and economic vulnerability, enhances common spaces and human resources in neighborhoods, and promotes social engagement in collaboration with Tenants’ Committees, Social Custodians, and the Third Sector, improving quality of life and territorial cohesion.

Solaris Lavoro e Ambiente is a Type B Social Cooperative, founded in 1984 and specialised in a wide range of services for companies and individuals: from green area maintenance to heating system management, from the design of communication campaigns to the creation and maintenance of sports fields, from vehicle decoration to plasterboard works. A large part of the staff is made up of professionally trained workers registered in protected categories. The cooperative provides an employment inclusion system that puts workers at the centre, offering pathways of integration and training designed to ensure a positive and supportive working environment.
EDERA is the innovation hub for the decarbonisation and regeneration of the built environment. It experiments with and disseminates innovative solutions to reduce the time, cost, and environmental impact of new constructions and renovations to meet people’s needs on a large scale. In this context, EDERA coordinates and promotes the international Energiesprong initiative in Italy.
Renovit is an Energy Service Company (ESCo), owned by Snam and CDP Equity, that supports companies, public and private entities in their energy transition journey by offering integrated solutions for efficiency and sustainability. Through technological retrofitting, advanced energy services and targeted investments, Renovit actively contributes to the decarbonisation of Italy’s building and industrial heritage. As a certified B Corp, it applies its technical expertise with the goal of generating long-term value for both the environment and society.

Aquitanis is the Public Housing Office of Bordeaux Métropole, active since 1920. It works for the development, construction, management, and rehabilitation of social housing in the Nouvelle-Aquitaine region. Committed to a Corporate Social Responsibility (CSR) approach, Aquitanis develops accessible housing offers, promotes social diversity, and supports residents' housing pathways, especially the most vulnerable. As part of the Energy Poverty 0 project, Aquitanis is the coordinator of the La Benauge pilot site.
Haute Corrèze Communauté is a Public Intercommunal Cooperation Establishment (EPCI). It is a local public institution responsible for implementing development and spatial planning policies across 70 municipalities. As part of the Energy Poverty 0 project, Haute Corrèze Communauté is the coordinator of the Bort-les-Orgues pilot site.
LPA Law is a French business law firm. It assists stakeholders in carrying out innovative projects to anticipate environmental changes and to develop and secure their activities. As part of the Energy Poverty 0 project, the LPA Law firm was consulted for the design of collective renovation purchasing models.

SOLIHA is a key player in the social and solidarity economy. SOLIHA, an acronym for "SOLIdaire pour l'HAbitat" (Housing Solidarity), is a federation comprising 124 associations and organizations across France. It works to support individuals' and territories' housing projects in their environmental and social dimensions. SOLIHA's main objective is to promote access to housing and help disadvantaged, fragile and vulnerable people maintain their homes. As part of the Energy Poverty 0 project, the local SOLIHA association provides free assistance to residents of pilot sites with their grant applications to the State, conducts energy audits, and designs work programs.
Coo.Pair is a coordination company created by Aquitanis and Mésolia to pool services for the benefit of social housing. Based in Bordeaux, it brings together several activities: a digital customer relationship agency, a land prospecting service, and a property management company. Coo.Pair offers responsible and efficient solutions, rooted in the general interest and social utility. As part of the Energy Poverty 0 project, Coo.Pair is the coordinator of the La Benauge pilot site.

2. Approccio partecipativo: le abitanti e gli abitanti sono stati coinvolti attivamente in diverse fasi del progetto, come elemento fondamentale dell’approccio alla riqualificazione e per accrescere la consape- volezza sui temi energetici. 3. Sviluppo di schemi contrattuali: il progetto ha elaborato modelli contrattuali per l’acquisto collettivo di soluzioni industrializzatedi ristrutturazione. Questi schemi coinvolgono enti pubblici, proprietari privati e organizzazioni dell’edilizia sociale per facilitare gli acquisti collettivi, ridurre i costi di attuazione e proporre modalità di finanziamento.
Nel contesto europeo si presta sempre maggiore attenzione alla povertà energetica, riconosciuta come un problema sociale cruciale e urgente. In questo scenario, il progetto LIFE Energy Poverty 0, finanziato dall’Unione Europea, ha sviluppato strumenti tecnici, economici, sociali e contrattuali per promuovere interventi diffusi di efficienza energetica negli edifici sociali e privati in tutta Europa, ispirandosi al modello EnergieSprong. L’iniziativa si è rivolta principalmente a operatori dell’edilizia sociale, comunità locali ed enti pubblici, con l’obiettivo finale di contrastare la povertà energetica incentivando la riqualificazione energetica (anche in forma industrializzata) dei quartieri più vulnerabili. Il progetto si è concentrato sulle seguenti direttive: 1. Individuazione delle aree target: il progetto ha identificato le zone più adatte alla riqualificazione sviluppando uno strumento digitale per valutare il potenziale di interventi di efficientamento energetico sugli edifici residenziali.

Fondazione Snam è una fondazione d’impresa che dal 2017 agisce a supporto di Snam per contribuire alla Transizione Giusta e si attiva sul territorio nazionale per contrastare la Povertà Energetica, Educativa e Alimentare. Lo fa attraverso il sostegno a progetti concreti - aperti a cittadini, istituzioni pubbliche, organizzazioni del Terzo Settore e imprese for profit – dedicati ad alcuni contesti particolarmente fragili sul territorio nazionale. Fondazione Snam si avvale del supporto di volontari Snam che partecipano con le proprie competenze alle iniziative, contribuendo a moltiplicare l'impatto delle attività e beneficiando dell'opportunità di incidere positivamente in prima persona.
GreenFlex è un partner chiave per tutti i tipi di organizzazioni nel loro percorso di trasformazione energetica, ambientale e sociale. La sua missione è costruire un'economia che crei e preservi più di quanto distrugga.GreenFlex supporta imprese e autorità locali nelle sfide legate allo sviluppo sostenibile, alla decarbonizzazione e all'efficienza energetica. Per raggiungere questi obiettivi, GreenFlex è strutturata attorno a tre aree di servizio: consulenza ambientale e sociale, realizzazione di progetti a basse emissioni di carbonio e ad alte prestazioni energetiche, e finanziamento della transizione energetica. Grazie a questo modello, GreenFlex accelera la trasformazione dei propri clienti verso una traiettoria più sostenibile.
Il progetto Energy Poverty 0

Ressorts è un'impresa solidale di utilità sociale (ESUS). Incuba progetti collettivi innovativi per la transizione ecologica e solidale degli edifici e dei territori. La sua missione è far emergere e diffondere mercati orientati alla performance ecologica attraverso azioni di intermediazione di interesse generale. Ressorts agisce come terza parte fidata all’interno di dinamiche collettive multi-attore, sviluppando beni comuni e condividendo i propri lavori in open source. Coordina in particolare il movimento Energiesprong France, che mira a rendere accessibili a tutti ristrutturazioni ad alte prestazioni, in linea con gli obiettivi di neutralità climatica. Questo approccio, nato nei Paesi Bassi, si basa su ristrutturazioni rapide, performanti e finanziate grazie ai risparmi energetici ottenuti. In questo modo, Ressorts contribuisce a strutturare la filiera della riqualificazione energetica in Francia, allineando gli interessi dei diversi attori coinvolti.
Il Comune di Milano, attraverso la Direzione di Progetto Resilienza Urbana, promuove strategie innovative per affrontare le sfide climatiche e sociali, integrando resilienza, giustizia climatica e inclusione. Milano è tra le 100 città europee della Mission “Climate-Neutral and Smart Cities” e sta elaborando un piano integrato contro la povertà e precarietà energetica, con particolare attenzione all’efficientamento energetico del patrimonio edilizio pubblico e privato e al rischio caldo, che colpisce le fasce più vulnerabili della popolazione. La DPRU coordina azioni trasversali tra uffici comunali, enti di ricerca e partner internazionali, favorendo soluzioni basate su dati, innovazione e partecipazione. Dal 2021 Milano è Resilience Hub dell’iniziativa ONU “Making Cities Resilient 2030”, rafforzando il suo ruolo di laboratorio urbano per la sostenibilità, l’adattamento e la gestione del rischio.
Bordeaux Métropole è un’intercomunalità a statuto speciale che riunisce 28 comuni del dipartimento della Gironda. Costituisce un ente locale a pieno titolo, dotato di ampie competenze in materia di urbanistica, mobilità, abitazione e sviluppo sostenibile. Con oltre 800.000 abitanti, la metropoli pone i cittadini al centro delle proprie politiche urbane, sviluppando progetti che promuovono la qualità della vita, la diversità sociale e la transizione ecologica. Nell’ambito del progetto Energy Poverty 0, Bordeaux Métropole ha partecipato allo sviluppo di interventi di riqualificazione per i condomìni situati nei siti pilota di La Benauge e La Châtaigneraie.

Néomix è un'azienda specializzata nella riqualificazione energetica ed è una società controllata da Bordeaux Métropole Énergies. Offre un servizio innovativo chiamato Facirénov, pensato per accompagnare i progetti di ristrutturazione, in particolare nei condomini. Facirénov gestisce l’intero processo: diagnosi, coinvolgimento degli attori, pianificazione tecnica e finanziaria, supervisione del progetto e accesso ai finanziamenti. L’obiettivo è semplificare le procedure ed eliminare gli ostacoli più comuni alla riqualificazione. Una caratteristica chiave è il modello di finanziamento tramite terzi, che consente ai proprietari di rimborsare i costi degli interventi attraverso i risparmi energetici ottenuti. Néomix contribuisce così attivamente a una transizione energetica ambiziosa a livello locale.
DMM&I, parte del network Ekiep.nl, è una società di consulenza olandese che sviluppa soluzioni sostenibili realmente utilizzate e accolte dalle persone. Crediamo che la transizione energetica possa avere successo solo se parte dalla vita quotidiana dei residenti. Per questo motivo, mettiamo al centro di ogni progetto i proprietari di casa, gli inquilini e gli altri utenti finali. Con oltre 15 anni di esperienza nella transizione energetica, siamo specializzati in approcci che stimolano le persone ad agire concretamente per rendere le proprie abitazioni più sostenibili.
SlimRenoveren (in inglese: SmartRenovation) è specializzata nella ristrutturazione energeticamente efficiente e sostenibile del patrimonio di edilizia sociale. Siamo una società di consulenza composta da due persone, con una profonda conoscenza delle organizzazioni di edilizia sociale e delle imprese edili. Siamo esperti in tecnologia delle costruzioni e sviluppo di prodotti, mettendo al centro l’interesse dei residenti. È difficile incasellarci, poiché puntiamo a combinare diverse discipline per ottenere le soluzioni più efficaci nei nostri progetti. Questo include sviluppo immobiliare e pianificazione strategica, tecnologia edilizia, progettazione di processi e prodotti, comunicazione e coinvolgimento (degli inquilini). SlimRenoveren lavora per le organizzazioni abitative su processi innovativi di appalto, coinvolgimento degli inquilini, manutenzione sostenibile e ristrutturazioni energetiche. Collabora inoltre con imprese di costruzione e fornitori per lo sviluppo del mercato e della strategia, sviluppo di prodotti, innovazione dei processi, comunicazione, collaborazione, coinvolgimento (degli inquilini) e preparazione di offerte per appalti innovativi. Occasionalmente lavoriamo anche per amministrazioni locali o comitati di inquilini e contribuiamo alla realizzazione di nuovi edifici a energia zero per imprese edili o enti di edilizia residenziale pubblica.

Si è costituita nel 1993 ereditando le attività sino a quel momento gestite dall'omonima Associazione (attiva fin dai primi anni ’80). La mission della cooperativa è il perseguimento dell'interesse generale della comunità alla promozione umana e all'integrazione sociale dei cittadini attraverso la gestione di servizi socio-sanitari-assistenziali ed educativi.
Sportello Energia è un servizio gratuito fornito dal Comune di Milano e gestito da AMAT srl, rivolto a cittadini, amministratori di condominio e imprese, per offrire informazioni e servizi sul risparmio energetico e la produzione da fonti rinnovabili. Oltre a un servizio telefonico e di consulenza in videoconferenza su prenotazione, Sportello Energia offre un servizio itinerante in presenza di formazione e supporto dedicato alle utenze in condizioni di vulnerabilità relativamente a buone pratiche per il risparmio energetico, analisi bollette e contratti di fornitura energetica, sostituzione tecnologica a favore di tecnologie efficienti.

Il Comitato Calvairate-Molise-Ponti è attivo da oltre 30 anni nei quartieri di edilizia popolare Calvairate, Molise e Ponti a Milano. È un punto di riferimento quotidiano per gli abitanti, promuove la valorizzazione delle risorse locali e sostiene percorsi di autonomia e integrazione, in particolare per le persone di origine straniera. Lavora per coinvolgere i residenti nel miglioramento dell’ambiente abitativo e nella cura del quartiere.
DAR=CASA è una cooperativa di abitanti a proprietà indivisa che lavora a Milano dal 1991 offrendo case, esclusivamente in affitto, accompagnate da un servizio di gestione sociale. Collabora con enti pubblici e privati per sviluppare strumenti e politiche che rispondano alla crescente domanda di abitare sociale, proponendo un modello di gestione integrata che unisce gestione immobiliare e accompagnamento sociale. Oggi gestisce circa 1000 alloggi.
MM SpA, società interamente di proprietà del Comune di Milano, fornisce soluzioni su misura per la progettazione e riqualificazione di ecosistemi urbani, riorganizzando servizi, reti, infrastrutture e patrimoni immobiliari pubblici. Dal 2014 gestisce l’Edilizia Residenziale Pubblica del Comune, occupandosi di amministrazione, manutenzione, tutela del patrimonio e assegnazione alloggi. Nel 2022 la Divisione Casa di MM ha creato l’Ufficio Gestione Socialità (GSD) per sperimentare un modello innovativo che integra property e facility management con funzioni di accompagnamento sociale. Il GSD supporta inquilini in condizioni di fragilità sociale ed economica, valorizza spazi collettivi e risorse umane nei quartieri e promuove l’ingaggio sociale in collaborazione con Comitati Inquilini, Custodia Sociale e Terzo Settore, migliorando qualità dell’abitare e coesione territoriale.

Solaris Lavoro e Ambiente è una Cooperativa Sociale di tipo B nata nel 1984 e specializzata in una vasta gamma di servizi per aziende e privati, dalla manutenzione del verde alla gestione degli impianti di calore, dalla progettazione di campagne di comunicazione alla cura e realizzazione di campi sportivi, dalla decorazione di automezzi alla realizzazione di opere in cartongesso.Gran parte dello staff è composto da lavoratori professionalmente formati e iscritti alle categorie protette. La cooperativa offre un sistema di inserimento lavorativo che mette al centro il lavoratore, attraverso percorsi di inclusione e formazione in grado di garantire un ambiente di lavoro positivo.
EDERA è il centro di innovazione per la decarbonizzazione e la rigenerazione dell’ambiente costruito. Sperimenta e diffonde soluzioni innovative capaci di ridurre i tempi, costi e impatto ambientale di nuove costruzioni e riqualificazioni per soddisfare i bisogni delle persone su larga scala. In questo contesto, EDERA coordina e diffonde in Italia l’iniziativa internazionale Energiesprong.
Renovit è una ESCo (Energy Service Company), partecipata da Snam e CDP Equity, che supporta imprese, enti pubblici e privati nel percorso di transizione energetica, offrendo soluzioni integrate per l’efficienza e la sostenibilità. Attraverso interventi di riqualificazione tecnologica, servizi energetici avanzati e investimenti mirati, contribuisce attivamente alla decarbonizzazione del patrimonio edilizio e industriale italiano. In qualità di B Corp certificata, applica le proprie competenze tecniche con l’obiettivo di generare valore a lungo termine, sia per l’ambiente che per la società.

Aquitanis è l'Ufficio Pubblico per l'Abitare di Bordeaux Métropole, attivo dal 1920. Opera per la pianificazione, la costruzione, la gestione e la riabilitazione di alloggi sociali nel territorio della Nuova Aquitania. Orientato a un approccio di responsabilità sociale d'impresa (CSR), Aquitanis sviluppa un'offerta di alloggi accessibili, favorisce la mixité sociale e accompagna i percorsi abitativi degli abitanti, in particolare i più vulnerabili. Nell'ambito del progetto Energy Poverty 0, Aquitanis è coordinatore del sito pilota La Benauge.
Haute Corrèze Communauté è un Ente Pubblico di Cooperazione Intercomunale (EPCI). Si tratta di un'istituzione pubblica locale che assicura l'attuazione delle politiche di sviluppo e pianificazione territoriale su un insieme di 70 comuni. Nell'ambito del progetto Energy Poverty 0, Haute Corrèze Communauté è coordinatore del sito pilota di Bort-les-Orgues.
LPA Law è uno studio legale d'affari francese. Accompagna gli attori nella realizzazione di progetti innovativi per anticipare le evoluzioni dell'ambiente e sviluppare e tutelare le loro attività. Nell'ambito del progetto Energy Poverty 0, lo studio legale LPA Law è stato consultato per la progettazione dei modelli di acquisto collettivo di ristrutturazione.

SOLIHA è un attore dell'economia sociale e solidale. SOLIHA, acronimo di "Solidale per l'abitare", è una federazione composta da 124 associazioni e organismi distribuiti sul territorio francese. Opera al servizio del progetto abitativo delle persone e dei territori nelle sue dimensioni ambientali e sociali. L'obiettivo principale di SOLIHA è favorire l'accesso alla casa e sostenere la permanenza abitativa di persone svantaggiate, fragili e vulnerabili. Nell'ambito del progetto Energy Poverty 0, l'associazione SOLIHA locale accompagna gratuitamente gli abitanti dei siti pilota nelle loro richieste di sovvenzioni allo Stato, realizza gli audit energetici e progetta i programmi di lavori.
Coo.Pair è una società di coordinamento creata da Aquitanis e Mésolia per mutualizzare i servizi a beneficio dell'alloggio sociale. Con sede a Bordeaux, raggruppa diverse attività: un'agenzia digitale per la relazione con il cliente, un servizio di ricerca fondiaria e un amministratore di condominio solidale. Coo.Pair propone soluzioni responsabili e efficienti, ancorate all'interesse generale e all'utilità sociale. 2. Approche participative: les habitant·e·s ont été activement impliqué·e·s dans plusieurs phases du projet, en tant qu’élément fondamental de l’approche de requalification, afin de renforcer la sensibilisation aux enjeux énergétiques. 3. Développement de schémas contractuels: le projet a mis au point des modèles contractuels pour l’achat groupé de solutions de rénovation industrialisées. Ces dispositifs impliquent des acteurs publics, des propriétaires privés et des bailleurs sociaux, afin de faciliter les achats groupés, réduire les coûts de mise en œuvre et proposer des solutions de financement adaptées.
Dans le contexte européen, la précarité énergétique suscite une attention croissante, car elle est désormais reconnue comme un enjeu social prioritaire. Dans ce cadre, le projet LIFE Energy Poverty 0, cofinancé par l’Union européenne, a développé des outils techniques, économiques, sociaux et contractuels visant à promouvoir des interventions à grande échelle en matière d’efficacité énergétique dans les logements sociaux et privés à travers l’Europe, en s’inspirant du modèle EnergieSprong. L’initiative s’adresse principalement aux acteurs de terrain — bailleurs sociaux, collectivités, communautés locales et organismes publics — dans l’objectif de lutter contre la précarité énergétique en favorisant la rénovation énergétique, notamment à travers des solutions industrialisées, pour les logements les plus vulnérables. Le projet s’articule autour des axes suivants: 1. Identification des zones cibles: le projet a identifié les territoires les plus adaptés à la rénovation, en s’appuyant sur un outil cartographique permettant d’évaluer le potentiel d’intervention et les effets de l’efficacité énergétique sur les bâtiments résidentiels.

Avec un engagement fort envers l’engagement des communautés et des parties prenantes, R2M collabore avec les municipalités, les citoyens, les chercheurs et les acteurs privés pour donner vie à la recherche européenne appliquée. Sa mission est de développer des solutions pratiques qui soutiennent la décarbonisation, la numérisation et la durabilité de l’environnement bâti.
La Fondazione Snam est une fondation d’entreprise qui soutient Snam depuis 2017 afin de contribuer à la réalisation d’une transition juste et qui est active en Italie pour lutter contre la pauvreté énergétique, éducative et alimentaire. La Fondation soutient des projets concrets ouverts aux citoyens, aux institutions publiques, aux organisations du secteur tertiaire et aux entreprises à but lucratif, en ciblant les situations particulièrement vulnérables dans toute l’Italie. La Fondazione Snam est soutenue par des bénévoles de Snam qui apportent leur précieuse expertise aux différentes initiatives, contribuant ainsi à amplifier l’impact de ces initiatives et, en échange, à tirer des avantages personnels de leurs contributions.
GreenFlex est un partenaire clé pour tous les types d’organisations dans leur transformation énergétique, environnementale et sociétale. Son objectif : construire une économie qui crée et préserve plus qu’elle ne détruit.GreenFlex accompagne les entreprises et les collectivités dans leurs enjeux de développement durable, de décarbonation et d’efficacité énergétique. Pour y parvenir, GreenFlex s’articule autour de trois pôles de services: le conseil en environnement et sociétal, la mise en œuvre de projets bas carbone et de performance énergétique et le financement de la transition énergétique. Grâce à ce modèle, GreenFlex accélère la transformation de ses clients vers une trajectoire plus durable.

Ressorts est une entreprise solidaire d’utilité sociale (ESUS). Elle incube des projets collectifs innovants de transitions écologiques et solidaires des bâtiments et des territoires. Sa mission est de faire émerger et massifier des marchés de performance écologique via des actions d’intermédiation d’intérêt général. Ressorts agit comme tiers de confiance dans des dynamiques collectives multi-acteurs, en développant des communs et partageant ses travaux en open source. Elle coordonne notamment le mouvement Energiesprong France, qui vise à démocratiser l'accès à des rénovations performantes alignées avec nos ambitions de neutralité climatique. Cette approche, née aux Pays-Bas, repose sur des rénovations rapides, performantes et financées par les économies d’énergie réalisées. Ressorts contribue ainsi à structurer la filière de la rénovation énergétique en France, en alignant les intérêts des différents acteurs.
La Ville de Milan, à travers la Direction de Projet Résilience Urbaine, développe des stratégies innovantes pour faire face aux défis climatiques et sociaux, en intégrant résilience, justice climatique et inclusion. Milan fait partie des 100 villes européennes sélectionnées dans le cadre de la Mission «Climate-Neutral and Smart Cities» et élabore actuellement un plan intégré de lutte contre la précarité et la pauvreté énergétique. Ce plan accorde une attention particulière à l'efficacité énergétique du parc immobilier public et privé, ainsi qu’aux risques liés aux vagues de chaleur, qui touchent les populations les plus vulnérables. La DPRU coordonne des actions transversales entre les services municipaux, les centres de recherche et les partenaires internationaux, en encourageant des solutions fondées sur les données, l’innovation et la participation citoyenne. Depuis 2021, Milan est un «Resilience Hub» de l’initiative de l’ONU «Making Cities Resilient 2030», consolidant son rôle de laboratoire urbain pour la durabilité, l’adaptation et la gestion des risques.
Bordeaux Métropole est une intercommunalité à statut particulier, regroupant 28 communes de la Gironde. Elle constitue une collectivité territoriale à part entière, dotée de compétences élargies en matière d’aménagement, de mobilité, d’habitat et de développement durable. Forte de plus de 800 000 habitants, la métropole place les citoyens au cœur de ses politiques urbaines, en développant des projets qui favorisent la qualité de vie, la mixité sociale et la transition écologique. Dans le cadre du projet Energy Poverty 0, Bordeaux Métropole a été impliquée dans le développement des projets de rénovation des copropriétés des sites pilotes de La Benauge et La Chataigneraie.
Le projet Energy Poverty 0

Néomix est une entreprise spécialisée dans la rénovation énergétique et est une filiale de Bordeaux Métropole Énergies. Elle propose un service innovant appelé Facirénov, destiné à accompagner les projets de rénovation, notamment dans les copropriétés. Facirénov gère l’ensemble du processus : diagnostic, engagement des parties prenantes, planification technique et financière, suivi de projet et obtention de financement. L’objectif est de simplifier les procédures et d’éliminer les obstacles courants à la rénovation. Une caractéristique clé est le modèle de financement par tiers, qui permet aux propriétaires de rembourser les coûts de rénovation grâce aux économies d’énergie réalisées. Néomix contribue ainsi activement à une transition énergétique ambitieuse au niveau local.
DMM&I, membre du réseau Ekiep.nl, est un cabinet de conseil néerlandais qui développe des solutions durables réellement adoptées et utilisées par les personnes. Nous sommes convaincus que la transition énergétique ne peut réussir que si elle part de la vie quotidienne des habitants. C’est pourquoi nous plaçons les propriétaires, les locataires et les autres usagers finaux au cœur de chaque projet. Avec plus de 15 ans d’expérience dans le domaine de la transition énergétique, nous sommes spécialisés dans des approches qui incitent les citoyens à agir pour rendre leur logement plus durable.
SlimRenoveren (en anglais: SmartRenovation) est spécialisée dans la rénovation durable et économe en énergie du parc de logements sociaux. Nous sommes un cabinet de conseil composé de deux personnes, connaissant bien les organisations de logement social et les entreprises de construction. Nous sommes experts en technologie du bâtiment et en développement de produits, en plaçant les intérêts des résidents au cœur de notre démarche. Il est difficile de nous catégoriser, car nous cherchons à combiner différentes disciplines pour parvenir aux solutions les plus efficaces dans nos projets. Cela inclut le développement immobilier et la planification stratégique, la technologie du bâtiment, la conception de processus et de produits, la communication et l’implication (des locataires). SlimRenoveren travaille pour les organismes de logement sur des appels d’offres innovants, l’engagement des locataires, l’entretien durable et les rénovations énergétiques. Elle travaille également avec des entreprises de construction et des fournisseurs sur le développement de marché et de stratégies, le développement de produits, l’innovation des processus, la communication, la collaboration, l’implication (des locataires) et la rédaction d’offres pour des marchés innovants. Occasionnellement, nous travaillons aussi pour des collectivités locales ou des comités de locataires, et contribuons à la réalisation de bâtiments neufs à énergie zéro pour des entreprises ou bailleurs sociaux.

La Strada est une coopérative sociale de type A, régulièrement inscrite au registre régional des coopératives sociales depuis 1995 et au RUNTS depuis 2022. Elle a été fondée en 1993, reprenant les activités précédemment menées par l’association du même nom (active depuis le début des années 1980). Sa mission est de poursuivre l’intérêt général de la communauté à travers des services sociaux, de santé et éducatifs, en faveur du développement humain et de l’intégration sociale.
Le Sportello Energia est un service d’assistance gratuit fourni par la Ville de Milan et géré par AMAT srl. Il s'adresse aux citoyens, aux syndics d'immeubles et aux entreprises pour fournir des informations et des services liés aux économies d'énergie et à la production à partir de sources renouvelables. En plus d'un service de conseil téléphonique et par visioconférence sur rendez-vous, le Sportello Energia propose un service itinérant de formation et de soutien, destiné aux utilisateurs en situation de vulnérabilité. Il aborde les bonnes pratiques d'économie d'énergie, l'analyse des factures et des contrats énergétiques, et le remplacement technologique au profit de solutions plus efficaces.

Le Comité Calvairate-Molise-Ponti est actif depuis plus de 30 ans dans les quartiers de logements sociaux Calvairate, Molise et Ponti à Milan. Il constitue un point de référence quotidien pour les habitants, valorise les ressources locales et soutient des parcours d’autonomie et d’intégration, notamment pour les personnes d’origine étrangère. Il œuvre à favoriser l’implication des résidents dans l’amélioration de leur cadre de vie et l’entretien du quartier.
DAR=CASA est une coopérative d’habitants à propriété collective qui travaille à Milan depuis 1991, offrant des logements exclusivement en location, accompagnés d’un service de gestion sociale. Elle collabore avec des organismes publics et privés pour développer des outils et politiques répondant à la demande croissante de logement social, en proposant un modèle de gestion intégrée qui associe gestion immobilière et accompagnement social. Aujourd’hui, la coopérative gère environ 1 000 logements.
MM SpA, société entièrement détenue par la Ville de Milan, propose des solutions sur mesure pour la planification et la réhabilitation des écosystèmes urbains, en réorganisant les services, les réseaux, les infrastructures et le patrimoine immobilier public. Depuis 2014, elle gère le parc de logements sociaux de la ville, en assurant l'administration, l'entretien, la protection du patrimoine et l'attribution des logements. En 2022, la Division Logement de MM a créé le Bureau de la Gestion de la Socialité (GSD) pour expérimenter un modèle innovant qui intègre la gestion immobilière et technique avec des fonctions de soutien social. Le GSD soutient les locataires en situation de fragilité sociale et économique, valorise les espaces collectifs et les ressources humaines dans les quartiers, et promeut l'engagement social en collaboration avec les Comités de locataires, la Custodie Sociale et le Tiers secteur, améliorant ainsi la qualité de vie et la cohésion territoriale.

Solaris Lavoro e Ambiente est une Coopérative Sociale de type B, créée en 1984 et spécialisée dans une large gamme de services destinés aux entreprises et aux particuliers : de l’entretien des espaces verts à la gestion des installations de chauffage, de la conception de campagnes de communication à la réalisation et à l’entretien de terrains de sport, de la décoration de véhicules aux travaux en plaques de plâtre.Une grande partie de l’équipe est composée de travailleurs formés professionnellement et inscrits dans les catégories protégées. La coopérative propose un système d’insertion professionnelle qui place le travailleur au centre, à travers des parcours d’inclusion et de formation capables de garantir un environnement de travail positif et valorisant.
EDERA est le centre d'innovation pour la décarbonation et la régénération de l'environnement bâti. EDERA expérimente et diffuse des solutions innovantes capables de réduire les délais, les coûts et l'impact environnemental des nouvelles constructions et des rénovations, afin de répondre aux besoins des personnes à grande échelle. Dans ce cadre, EDERA coordonne et diffuse en Italie l’initiative internationale Energiesprong.
Renovit est une entreprise de services énergétiques (ESCo), détenue par Snam et CDP Equity, qui accompagne les entreprises, les entités publiques et privées dans leur parcours de transition énergétique, en proposant des solutions intégrées pour l'efficacité et la durabilité. Grâce à des travaux de rénovation technologique, à des services énergétiques avancés et à des investissements ciblés, Renovit contribue activement à la décarbonation du patrimoine immobilier et industriel italien. En tant que B Corp certifiée, elle met ses compétences techniques au service de la création de valeur à long terme pour l’environnement et la société.

Aquitanis est l’Office Public de l’Habitat de Bordeaux Métropole, actif depuis 1920. Il œuvre pour l’aménagement, la construction, la gestion et la réhabilitation de logements sociaux sur le territoire de la Nouvelle-Aquitaine. Engagé dans une démarche de responsabilité sociétale (RSE), Aquitanis développe une offre de logements accessibles, favorise la mixité sociale et accompagne les parcours résidentiels des habitants, notamment les plus vulnérables. Dans le cadre du projet Energy Poverty 0, Aquitanis est coordinateur du site pilote La Benauge.
Haute Corrèze Communauté est un Etablissement Public de Coopération Intercommunale (EPCI). Il s'agit d'une institution publique locale assurant la mise en oeuvre des politiques de développement et d'aménagement du territoire sur un ensemble de 70 communes. Dans le cadre du projet Energy Poverty 0, Haute Corrèze Communauté est coordinateur du site pilote de Bort-les-Orgues.
LPA Law est un cabinet d’avocats d’affaires français. Il accompagne des acteurs dans la réalisation de projets innovants pour anticiper les évolutions de l'environnement et développer et sécuriser leurs activités. SOLIHA est un acteur de l’économie sociale et solidaire. SOLIHA, qui est la contraction de ""SOLIdaire pour l'HAbitat"", est une fédération constituée de 124 associations et organismes répartis sur le territoire en France. Elle oeuvre au service du projet habitat des personnes et des territoires dans ses dimensions environnementales et sociales. L'objectif principal de SOLIHA est de favoriser l’accès et le maintien dans l’habitat des personnes défavorisées, fragiles et vulnérables. Dans le cadre du projet Energy Poverty 0, l'association SOLIHA locale accompagne gratuitement les habitants des sites pilotes dans leurs demandes de subventions auprès de l'Etat, réalise les audits énergétiques et conçoit les programmes de travaux.
Coo.Pair est une société de coordination créée par Aquitanis et Mésolia pour mutualiser des services au bénéfice du logement social. Basée à Bordeaux, elle regroupe plusieurs activités : une agence numérique de la relation client, un service de prospection foncière et un syndic solidaire. Coo.Pair propose des solutions responsables et performantes, ancrées dans l’intérêt général et l’utilité sociale. Dans le cadre du projet Energy Poverty 0, Coo.Pair est coordinateur du site pilote La Benauge.

2. Participatory approach: residents have been actively involved in various phases of the project as a fundamental element of the redevelopment approach and a commitment to generating awareness on energy issues among them. 3. Development of contractual schemes: the project created contractual frameworks for the collective procurement of industrialised restructuring solutions. These schemes bring together public bodies, private owners, and social housing organisations to facilitate collective purchases, reduce implementation costs, and propose potential financing methods.
In the European context, increasingly more attention is being paid to energy poverty, recognised as a crucial and urgent social problem. In this scenario, the LIFE Energy Poverty 0 project aims to develop technical, economic, social, and contractual tools to promote widespread energy efficiency improvements in social and private buildings across Europe, using the EnergieSprong model. This initiative primarily targeted social housing operators, local communities, and public entities, with the final goal of fighting energy poverty by encouraging (industrialised) energy retrofits in the most vulnerable neighbourhoods. The project focused on the following main impacts: 1. Identification of target areas: the project identified the most suitable areas for renovation and increased efficiency by developing a digital tool to assess the potential for energy-efficient interventions in residential buildings.

Living the change
Ressorts is a purpose driven social enterprise. It incubates collective innovative projects supporting ecological and social transitions in buildings and territories. Its mission is to foster and scale ecological performance markets through public-interest intermediation. Ressorts acts as a trusted third party in multi-stakeholder collective dynamics, developing shared resources and publishing its work as open source. It notably coordinates the Energiesprong France movement, which aims to democratize access to high-performance renovations aligned with climate neutrality goals. This approach, originally developed in the Netherlands, is based on fast, high-quality renovations financed through the energy savings they generate. In doing so, Ressorts contributes to structuring the energy renovation sector in France by aligning the interests of all stakeholders.
The City of Milan, through the Urban Resilience Project Directorate, promotes innovative strategies to address climate and social challenges by integrating resilience, climate justice, and inclusion. Milan is one of the 100 European cities selected under the EU Mission “Climate-Neutral and Smart Cities” and is currently developing an integrated plan to combat energy poverty and insecurity. This includes a strong focus on improving the energy efficiency of both public and private buildings and addressing heat-related risks that affect the most vulnerable groups. The DPRU coordinates cross-sectoral actions involving municipal departments, research institutions, and international partners, fostering solutions based on data, innovation, and civic participation. Since 2021, Milan has been a Resilience Hub within the UN initiative “Making Cities Resilient 2030,” reinforcing its role as an urban laboratory for sustainability, adaptation, and risk management.
Bordeaux Métropole is an intercommunality with a special status, bringing together 28 municipalities in Gironde. It constitutes a full-fledged local authority with extended powers in terms of urban planning, mobility, housing, and sustainable development. With over 800,000 inhabitants, the metropolis places citizens at the heart of its urban policies, developing projects that promote quality of life, social diversity, and ecological transition. As part of the Energy Poverty 0 project, Bordeaux Métropole was involved in the development of renovation projects for co-ownerships in the pilot sites of La Benauge and La Chataigneraie.

Néomix is a company specializing in energy-efficient renovation and is a subsidiary of Bordeaux Métropole Énergies. It offers an innovative service called Facirénov, designed to support renovation projects, particularly in condominiums. Facirénov manages the entire process: diagnostics, stakeholder engagement, technical and financial planning, project supervision, and securing funding. The goal is to simplify procedures and remove common barriers to renovation. A key feature is the third-party financing model, allowing homeowners to repay renovation costs through the energy savings achieved. Néomix is thus actively contributing to an ambitious energy transition at the local level.
DMM&I, part of Ekiep.nl, is a Dutch consultancy that develops sustainable solutions that people actually use and embrace. We believe that the energy transition only succeeds when it starts from the daily lives of residents. That’s why we put homeowners, tenants, and other end users at the center of every project. With over 15 years of experience in the energy transition, we specialize in approaches that activate people to take action in making their homes more sustainable.
SlimRenoveren (in English: SmartRenovation) specialises in energy-friendly and sustainable renovation of the social housing stock. We are a 2-person consultancy firm that is familiar with social housing organisations and building contractors. We are experts in building technology and product development with the interests of the residents as a starting point. We are difficult to pinpoint because we aim to combine different disciplines to the most successful resolution in our projects. This involves real estate development and strategic planning, building technology, process and product design, communication and (tenant) engagement. SlimRenoveren works for housing organisations on innovative tender processes, tenant engagement, sustainable maintenance and energy-efficient retrofits. SlimRenoveren also works for building contractors and suppliers on market development & strategy, product development, process innovation, communication, collaboration, (tenant) engagement and formulating bids for innovative tenders. Occasionally we work for (local) governments or tenant committees and we also contribute to new zero-energy buildings for building contractors or housing associations.

La Strada is a Type A Social Cooperative, officially registered in the regional register of social cooperatives since 1995 and in the Italian national third sector register (RUNTS) since 2022. It was founded in 1993, taking over the activities previously managed by the association of the same name (active since the early 1980s). The cooperative's mission is to promote human development and social inclusion by providing social, health, care and educational services for the community.
Sportello Energia (Energy Helpdesk in English) is a free service provided by the Municipality of Milan and managed by AMAT srl, aimed at citizens, condominium administrators and businesses. It provides information and services on energy saving and renewable energy. In addition to a phone and online consultancy service, it also offers an on-site mobile service offering training and support specifically for vulnerable users. Topics include good practices for energy saving, bill analysis, energy supply contracts, and switching to more efficient technologies.

The Calvairate-Molise-Ponti Committee has been active for over 30 years in the public housing neighborhoods of Calvairate, Molise, and Ponti in Milan. It serves as a daily point of reference for residents, promotes the enhancement of local resources, and supports paths toward autonomy and integration, particularly for people of foreign background. It encourages resident involvement in improving the living environment and caring for the neighborhood.
DAR=CASA is a non-profit housing cooperative based in Milan since 1991. It offers rental-only housing accompanied by social management services. It works with public and private institutions to design policies and tools addressing the increasing demand for social housing, promoting an integrated management model that combines property management and a social approach centered on relationships with residents. The cooperative currently manages about 1,000 homes.
MM SpA, a company owned by the City of Milan, provides tailor-made solutions for the planning and redevelopment of urban ecosystems, reorganizing services, networks, infrastructures, and public real estate assets. Since 2014, it has managed the City’s Public Residential Housing, taking care of administration, maintenance, asset protection, and housing assignments. In 2022, MM’s Housing Division created the Social Management Office (GSD) to test an innovative model that integrates property and facility management with social support functions. The GSD assists tenants in situations of social and economic vulnerability, enhances common spaces and human resources in neighborhoods, and promotes social engagement in collaboration with Tenants’ Committees, Social Custodians, and the Third Sector, improving quality of life and territorial cohesion.

Solaris Lavoro e Ambiente is a Type B Social Cooperative, founded in 1984 and specialised in a wide range of services for companies and individuals: from green area maintenance to heating system management, from the design of communication campaigns to the creation and maintenance of sports fields, from vehicle decoration to plasterboard works. A large part of the staff is made up of professionally trained workers registered in protected categories. The cooperative provides an employment inclusion system that puts workers at the centre, offering pathways of integration and training designed to ensure a positive and supportive working environment.
EDERA is the innovation hub for the decarbonisation and regeneration of the built environment. It experiments with and disseminates innovative solutions to reduce the time, cost, and environmental impact of new constructions and renovations to meet people’s needs on a large scale. In this context, EDERA coordinates and promotes the international Energiesprong initiative in Italy.
Renovit is an Energy Service Company (ESCo), owned by Snam and CDP Equity, that supports companies, public and private entities in their energy transition journey by offering integrated solutions for efficiency and sustainability. Through technological retrofitting, advanced energy services and targeted investments, Renovit actively contributes to the decarbonisation of Italy’s building and industrial heritage. As a certified B Corp, it applies its technical expertise with the goal of generating long-term value for both the environment and society.

Aquitanis is the Public Housing Office of Bordeaux Métropole, active since 1920. It works for the development, construction, management, and rehabilitation of social housing in the Nouvelle-Aquitaine region. Committed to a Corporate Social Responsibility (CSR) approach, Aquitanis develops accessible housing offers, promotes social diversity, and supports residents' housing pathways, especially the most vulnerable. As part of the Energy Poverty 0 project, Aquitanis is the coordinator of the La Benauge pilot site.
Haute Corrèze Communauté is a Public Intercommunal Cooperation Establishment (EPCI). It is a local public institution responsible for implementing development and spatial planning policies across 70 municipalities. As part of the Energy Poverty 0 project, Haute Corrèze Communauté is the coordinator of the Bort-les-Orgues pilot site.
LPA Law is a French business law firm. It assists stakeholders in carrying out innovative projects to anticipate environmental changes and to develop and secure their activities. As part of the Energy Poverty 0 project, the LPA Law firm was consulted for the design of collective renovation purchasing models.

SOLIHA is a key player in the social and solidarity economy. SOLIHA, an acronym for "SOLIdaire pour l'HAbitat" (Housing Solidarity), is a federation comprising 124 associations and organizations across France. It works to support individuals' and territories' housing projects in their environmental and social dimensions. SOLIHA's main objective is to promote access to housing and help disadvantaged, fragile and vulnerable people maintain their homes. As part of the Energy Poverty 0 project, the local SOLIHA association provides free assistance to residents of pilot sites with their grant applications to the State, conducts energy audits, and designs work programs.
Coo.Pair is a coordination company created by Aquitanis and Mésolia to pool services for the benefit of social housing. Based in Bordeaux, it brings together several activities: a digital customer relationship agency, a land prospecting service, and a property management company. Coo.Pair offers responsible and efficient solutions, rooted in the general interest and social utility. As part of the Energy Poverty 0 project, Coo.Pair is the coordinator of the La Benauge pilot site.

2. Approccio partecipativo: le abitanti e gli abitanti sono stati coinvolti attivamente in diverse fasi del progetto, come elemento fondamentale dell’approccio alla riqualificazione e per accrescere la consape- volezza sui temi energetici. 3. Sviluppo di schemi contrattuali: il progetto ha elaborato modelli contrattuali per l’acquisto collettivo di soluzioni industrializzatedi ristrutturazione. Questi schemi coinvolgono enti pubblici, proprietari privati e organizzazioni dell’edilizia sociale per facilitare gli acquisti collettivi, ridurre i costi di attuazione e proporre modalità di finanziamento.
Nel contesto europeo si presta sempre maggiore attenzione alla povertà energetica, riconosciuta come un problema sociale cruciale e urgente. In questo scenario, il progetto LIFE Energy Poverty 0, finanziato dall’Unione Europea, ha sviluppato strumenti tecnici, economici, sociali e contrattuali per promuovere interventi diffusi di efficienza energetica negli edifici sociali e privati in tutta Europa, ispirandosi al modello EnergieSprong. L’iniziativa si è rivolta principalmente a operatori dell’edilizia sociale, comunità locali ed enti pubblici, con l’obiettivo finale di contrastare la povertà energetica incentivando la riqualificazione energetica (anche in forma industrializzata) dei quartieri più vulnerabili. Il progetto si è concentrato sulle seguenti direttive: 1. Individuazione delle aree target: il progetto ha identificato le zone più adatte alla riqualificazione sviluppando uno strumento digitale per valutare il potenziale di interventi di efficientamento energetico sugli edifici residenziali.

GreenFlex è un partner chiave per tutti i tipi di organizzazioni nel loro percorso di trasformazione energetica, ambientale e sociale. La sua missione è costruire un'economia che crei e preservi più di quanto distrugga.GreenFlex supporta imprese e autorità locali nelle sfide legate allo sviluppo sostenibile, alla decarbonizzazione e all'efficienza energetica. Per raggiungere questi obiettivi, GreenFlex è strutturata attorno a tre aree di servizio: consulenza ambientale e sociale, realizzazione di progetti a basse emissioni di carbonio e ad alte prestazioni energetiche, e finanziamento della transizione energetica. Grazie a questo modello, GreenFlex accelera la trasformazione dei propri clienti verso una traiettoria più sostenibile.
Il progetto Energy Poverty 0

Ressorts è un'impresa solidale di utilità sociale (ESUS). Incuba progetti collettivi innovativi per la transizione ecologica e solidale degli edifici e dei territori. La sua missione è far emergere e diffondere mercati orientati alla performance ecologica attraverso azioni di intermediazione di interesse generale. Ressorts agisce come terza parte fidata all’interno di dinamiche collettive multi-attore, sviluppando beni comuni e condividendo i propri lavori in open source. Coordina in particolare il movimento Energiesprong France, che mira a rendere accessibili a tutti ristrutturazioni ad alte prestazioni, in linea con gli obiettivi di neutralità climatica. Questo approccio, nato nei Paesi Bassi, si basa su ristrutturazioni rapide, performanti e finanziate grazie ai risparmi energetici ottenuti. In questo modo, Ressorts contribuisce a strutturare la filiera della riqualificazione energetica in Francia, allineando gli interessi dei diversi attori coinvolti.
Il Comune di Milano, attraverso la Direzione di Progetto Resilienza Urbana, promuove strategie innovative per affrontare le sfide climatiche e sociali, integrando resilienza, giustizia climatica e inclusione. Milano è tra le 100 città europee della Mission “Climate-Neutral and Smart Cities” e sta elaborando un piano integrato contro la povertà e precarietà energetica, con particolare attenzione all’efficientamento energetico del patrimonio edilizio pubblico e privato e al rischio caldo, che colpisce le fasce più vulnerabili della popolazione. La DPRU coordina azioni trasversali tra uffici comunali, enti di ricerca e partner internazionali, favorendo soluzioni basate su dati, innovazione e partecipazione. Dal 2021 Milano è Resilience Hub dell’iniziativa ONU “Making Cities Resilient 2030”, rafforzando il suo ruolo di laboratorio urbano per la sostenibilità, l’adattamento e la gestione del rischio.
Bordeaux Métropole è un’intercomunalità a statuto speciale che riunisce 28 comuni del dipartimento della Gironda. Costituisce un ente locale a pieno titolo, dotato di ampie competenze in materia di urbanistica, mobilità, abitazione e sviluppo sostenibile. Con oltre 800.000 abitanti, la metropoli pone i cittadini al centro delle proprie politiche urbane, sviluppando progetti che promuovono la qualità della vita, la diversità sociale e la transizione ecologica. Nell’ambito del progetto Energy Poverty 0, Bordeaux Métropole ha partecipato allo sviluppo di interventi di riqualificazione per i condomìni situati nei siti pilota di La Benauge e La Châtaigneraie.

Néomix è un'azienda specializzata nella riqualificazione energetica ed è una società controllata da Bordeaux Métropole Énergies. Offre un servizio innovativo chiamato Facirénov, pensato per accompagnare i progetti di ristrutturazione, in particolare nei condomini. Facirénov gestisce l’intero processo: diagnosi, coinvolgimento degli attori, pianificazione tecnica e finanziaria, supervisione del progetto e accesso ai finanziamenti. L’obiettivo è semplificare le procedure ed eliminare gli ostacoli più comuni alla riqualificazione. Una caratteristica chiave è il modello di finanziamento tramite terzi, che consente ai proprietari di rimborsare i costi degli interventi attraverso i risparmi energetici ottenuti. Néomix contribuisce così attivamente a una transizione energetica ambiziosa a livello locale.
DMM&I, parte del network Ekiep.nl, è una società di consulenza olandese che sviluppa soluzioni sostenibili realmente utilizzate e accolte dalle persone. Crediamo che la transizione energetica possa avere successo solo se parte dalla vita quotidiana dei residenti. Per questo motivo, mettiamo al centro di ogni progetto i proprietari di casa, gli inquilini e gli altri utenti finali. Con oltre 15 anni di esperienza nella transizione energetica, siamo specializzati in approcci che stimolano le persone ad agire concretamente per rendere le proprie abitazioni più sostenibili.
SlimRenoveren (in inglese: SmartRenovation) è specializzata nella ristrutturazione energeticamente efficiente e sostenibile del patrimonio di edilizia sociale. Siamo una società di consulenza composta da due persone, con una profonda conoscenza delle organizzazioni di edilizia sociale e delle imprese edili. Siamo esperti in tecnologia delle costruzioni e sviluppo di prodotti, mettendo al centro l’interesse dei residenti. È difficile incasellarci, poiché puntiamo a combinare diverse discipline per ottenere le soluzioni più efficaci nei nostri progetti. Questo include sviluppo immobiliare e pianificazione strategica, tecnologia edilizia, progettazione di processi e prodotti, comunicazione e coinvolgimento (degli inquilini). SlimRenoveren lavora per le organizzazioni abitative su processi innovativi di appalto, coinvolgimento degli inquilini, manutenzione sostenibile e ristrutturazioni energetiche. Collabora inoltre con imprese di costruzione e fornitori per lo sviluppo del mercato e della strategia, sviluppo di prodotti, innovazione dei processi, comunicazione, collaborazione, coinvolgimento (degli inquilini) e preparazione di offerte per appalti innovativi. Occasionalmente lavoriamo anche per amministrazioni locali o comitati di inquilini e contribuiamo alla realizzazione di nuovi edifici a energia zero per imprese edili o enti di edilizia residenziale pubblica.

Si è costituita nel 1993 ereditando le attività sino a quel momento gestite dall'omonima Associazione (attiva fin dai primi anni ’80). La mission della cooperativa è il perseguimento dell'interesse generale della comunità alla promozione umana e all'integrazione sociale dei cittadini attraverso la gestione di servizi socio-sanitari-assistenziali ed educativi.
Sportello Energia è un servizio gratuito fornito dal Comune di Milano e gestito da AMAT srl, rivolto a cittadini, amministratori di condominio e imprese, per offrire informazioni e servizi sul risparmio energetico e la produzione da fonti rinnovabili. Oltre a un servizio telefonico e di consulenza in videoconferenza su prenotazione, Sportello Energia offre un servizio itinerante in presenza di formazione e supporto dedicato alle utenze in condizioni di vulnerabilità relativamente a buone pratiche per il risparmio energetico, analisi bollette e contratti di fornitura energetica, sostituzione tecnologica a favore di tecnologie efficienti.

Il Comitato Calvairate-Molise-Ponti è attivo da oltre 30 anni nei quartieri di edilizia popolare Calvairate, Molise e Ponti a Milano. È un punto di riferimento quotidiano per gli abitanti, promuove la valorizzazione delle risorse locali e sostiene percorsi di autonomia e integrazione, in particolare per le persone di origine straniera. Lavora per coinvolgere i residenti nel miglioramento dell’ambiente abitativo e nella cura del quartiere.
DAR=CASA è una cooperativa di abitanti a proprietà indivisa che lavora a Milano dal 1991 offrendo case, esclusivamente in affitto, accompagnate da un servizio di gestione sociale. Collabora con enti pubblici e privati per sviluppare strumenti e politiche che rispondano alla crescente domanda di abitare sociale, proponendo un modello di gestione integrata che unisce gestione immobiliare e accompagnamento sociale. Oggi gestisce circa 1000 alloggi.
MM SpA, società interamente di proprietà del Comune di Milano, fornisce soluzioni su misura per la progettazione e riqualificazione di ecosistemi urbani, riorganizzando servizi, reti, infrastrutture e patrimoni immobiliari pubblici. Dal 2014 gestisce l’Edilizia Residenziale Pubblica del Comune, occupandosi di amministrazione, manutenzione, tutela del patrimonio e assegnazione alloggi. Nel 2022 la Divisione Casa di MM ha creato l’Ufficio Gestione Socialità (GSD) per sperimentare un modello innovativo che integra property e facility management con funzioni di accompagnamento sociale. Il GSD supporta inquilini in condizioni di fragilità sociale ed economica, valorizza spazi collettivi e risorse umane nei quartieri e promuove l’ingaggio sociale in collaborazione con Comitati Inquilini, Custodia Sociale e Terzo Settore, migliorando qualità dell’abitare e coesione territoriale.

Solaris Lavoro e Ambiente è una Cooperativa Sociale di tipo B nata nel 1984 e specializzata in una vasta gamma di servizi per aziende e privati, dalla manutenzione del verde alla gestione degli impianti di calore, dalla progettazione di campagne di comunicazione alla cura e realizzazione di campi sportivi, dalla decorazione di automezzi alla realizzazione di opere in cartongesso.Gran parte dello staff è composto da lavoratori professionalmente formati e iscritti alle categorie protette. La cooperativa offre un sistema di inserimento lavorativo che mette al centro il lavoratore, attraverso percorsi di inclusione e formazione in grado di garantire un ambiente di lavoro positivo.
EDERA è il centro di innovazione per la decarbonizzazione e la rigenerazione dell’ambiente costruito. Sperimenta e diffonde soluzioni innovative capaci di ridurre i tempi, costi e impatto ambientale di nuove costruzioni e riqualificazioni per soddisfare i bisogni delle persone su larga scala. In questo contesto, EDERA coordina e diffonde in Italia l’iniziativa internazionale Energiesprong.
Renovit è una ESCo (Energy Service Company), partecipata da Snam e CDP Equity, che supporta imprese, enti pubblici e privati nel percorso di transizione energetica, offrendo soluzioni integrate per l’efficienza e la sostenibilità. Attraverso interventi di riqualificazione tecnologica, servizi energetici avanzati e investimenti mirati, contribuisce attivamente alla decarbonizzazione del patrimonio edilizio e industriale italiano. In qualità di B Corp certificata, applica le proprie competenze tecniche con l’obiettivo di generare valore a lungo termine, sia per l’ambiente che per la società.

Aquitanis è l'Ufficio Pubblico per l'Abitare di Bordeaux Métropole, attivo dal 1920. Opera per la pianificazione, la costruzione, la gestione e la riabilitazione di alloggi sociali nel territorio della Nuova Aquitania. Orientato a un approccio di responsabilità sociale d'impresa (CSR), Aquitanis sviluppa un'offerta di alloggi accessibili, favorisce la mixité sociale e accompagna i percorsi abitativi degli abitanti, in particolare i più vulnerabili. Nell'ambito del progetto Energy Poverty 0, Aquitanis è coordinatore del sito pilota La Benauge.
Haute Corrèze Communauté è un Ente Pubblico di Cooperazione Intercomunale (EPCI). Si tratta di un'istituzione pubblica locale che assicura l'attuazione delle politiche di sviluppo e pianificazione territoriale su un insieme di 70 comuni. Nell'ambito del progetto Energy Poverty 0, Haute Corrèze Communauté è coordinatore del sito pilota di Bort-les-Orgues.
LPA Law è uno studio legale d'affari francese. Accompagna gli attori nella realizzazione di progetti innovativi per anticipare le evoluzioni dell'ambiente e sviluppare e tutelare le loro attività. Nell'ambito del progetto Energy Poverty 0, lo studio legale LPA Law è stato consultato per la progettazione dei modelli di acquisto collettivo di ristrutturazione.

SOLIHA è un attore dell'economia sociale e solidale. SOLIHA, acronimo di "Solidale per l'abitare", è una federazione composta da 124 associazioni e organismi distribuiti sul territorio francese. Opera al servizio del progetto abitativo delle persone e dei territori nelle sue dimensioni ambientali e sociali. L'obiettivo principale di SOLIHA è favorire l'accesso alla casa e sostenere la permanenza abitativa di persone svantaggiate, fragili e vulnerabili. Nell'ambito del progetto Energy Poverty 0, l'associazione SOLIHA locale accompagna gratuitamente gli abitanti dei siti pilota nelle loro richieste di sovvenzioni allo Stato, realizza gli audit energetici e progetta i programmi di lavori.
Coo.Pair è una società di coordinamento creata da Aquitanis e Mésolia per mutualizzare i servizi a beneficio dell'alloggio sociale. Con sede a Bordeaux, raggruppa diverse attività: un'agenzia digitale per la relazione con il cliente, un servizio di ricerca fondiaria e un amministratore di condominio solidale. Coo.Pair propone soluzioni responsabili e efficienti, ancorate all'interesse generale e all'utilità sociale. 2. Approche participative: les habitant·e·s ont été activement impliqué·e·s dans plusieurs phases du projet, en tant qu’élément fondamental de l’approche de requalification, afin de renforcer la sensibilisation aux enjeux énergétiques. 3. Développement de schémas contractuels: le projet a mis au point des modèles contractuels pour l’achat groupé de solutions de rénovation industrialisées. Ces dispositifs impliquent des acteurs publics, des propriétaires privés et des bailleurs sociaux, afin de faciliter les achats groupés, réduire les coûts de mise en œuvre et proposer des solutions de financement adaptées.
Dans le contexte européen, la précarité énergétique suscite une attention croissante, car elle est désormais reconnue comme un enjeu social prioritaire. Dans ce cadre, le projet LIFE Energy Poverty 0, cofinancé par l’Union européenne, a développé des outils techniques, économiques, sociaux et contractuels visant à promouvoir des interventions à grande échelle en matière d’efficacité énergétique dans les logements sociaux et privés à travers l’Europe, en s’inspirant du modèle EnergieSprong. L’initiative s’adresse principalement aux acteurs de terrain — bailleurs sociaux, collectivités, communautés locales et organismes publics — dans l’objectif de lutter contre la précarité énergétique en favorisant la rénovation énergétique, notamment à travers des solutions industrialisées, pour les logements les plus vulnérables. Le projet s’articule autour des axes suivants: 1. Identification des zones cibles: le projet a identifié les territoires les plus adaptés à la rénovation, en s’appuyant sur un outil cartographique permettant d’évaluer le potentiel d’intervention et les effets de l’efficacité énergétique sur les bâtiments résidentiels.

Sa mission est de développer des solutions pratiques qui soutiennent la décarbonisation, la numérisation et la durabilité de l’environnement bâti.
La Fondazione Snam est une fondation d’entreprise qui soutient Snam depuis 2017 afin de contribuer à la réalisation d’une transition juste et qui est active en Italie pour lutter contre la pauvreté énergétique, éducative et alimentaire. La Fondation soutient des projets concrets ouverts aux citoyens, aux institutions publiques, aux organisations du secteur tertiaire et aux entreprises à but lucratif, en ciblant les situations particulièrement vulnérables dans toute l’Italie. La Fondazione Snam est soutenue par des bénévoles de Snam qui apportent leur précieuse expertise aux différentes initiatives, contribuant ainsi à amplifier l’impact de ces initiatives et, en échange, à tirer des avantages personnels de leurs contributions.
GreenFlex est un partenaire clé pour tous les types d’organisations dans leur transformation énergétique, environnementale et sociétale. Son objectif : construire une économie qui crée et préserve plus qu’elle ne détruit.GreenFlex accompagne les entreprises et les collectivités dans leurs enjeux de développement durable, de décarbonation et d’efficacité énergétique. Pour y parvenir, GreenFlex s’articule autour de trois pôles de services: le conseil en environnement et sociétal, la mise en œuvre de projets bas carbone et de performance énergétique et le financement de la transition énergétique. Grâce à ce modèle, GreenFlex accélère la transformation de ses clients vers une trajectoire plus durable.
Le projet Energy Poverty 0

Ressorts est une entreprise solidaire d’utilité sociale (ESUS). Elle incube des projets collectifs innovants de transitions écologiques et solidaires des bâtiments et des territoires. Sa mission est de faire émerger et massifier des marchés de performance écologique via des actions d’intermédiation d’intérêt général. Ressorts agit comme tiers de confiance dans des dynamiques collectives multi-acteurs, en développant des communs et partageant ses travaux en open source. Elle coordonne notamment le mouvement Energiesprong France, qui vise à démocratiser l'accès à des rénovations performantes alignées avec nos ambitions de neutralité climatique. Cette approche, née aux Pays-Bas, repose sur des rénovations rapides, performantes et financées par les économies d’énergie réalisées. Ressorts contribue ainsi à structurer la filière de la rénovation énergétique en France, en alignant les intérêts des différents acteurs.
La Ville de Milan, à travers la Direction de Projet Résilience Urbaine, développe des stratégies innovantes pour faire face aux défis climatiques et sociaux, en intégrant résilience, justice climatique et inclusion. Milan fait partie des 100 villes européennes sélectionnées dans le cadre de la Mission «Climate-Neutral and Smart Cities» et élabore actuellement un plan intégré de lutte contre la précarité et la pauvreté énergétique. Ce plan accorde une attention particulière à l'efficacité énergétique du parc immobilier public et privé, ainsi qu’aux risques liés aux vagues de chaleur, qui touchent les populations les plus vulnérables. La DPRU coordonne des actions transversales entre les services municipaux, les centres de recherche et les partenaires internationaux, en encourageant des solutions fondées sur les données, l’innovation et la participation citoyenne. Depuis 2021, Milan est un «Resilience Hub» de l’initiative de l’ONU «Making Cities Resilient 2030», consolidant son rôle de laboratoire urbain pour la durabilité, l’adaptation et la gestion des risques.
Bordeaux Métropole est une intercommunalité à statut particulier, regroupant 28 communes de la Gironde. Elle constitue une collectivité territoriale à part entière, dotée de compétences élargies en matière d’aménagement, de mobilité, d’habitat et de développement durable. Forte de plus de 800 000 habitants, la métropole place les citoyens au cœur de ses politiques urbaines, en développant des projets qui favorisent la qualité de vie, la mixité sociale et la transition écologique. Dans le cadre du projet Energy Poverty 0, Bordeaux Métropole a été impliquée dans le développement des projets de rénovation des copropriétés des sites pilotes de La Benauge et La Chataigneraie.
Le projet Energy Poverty 0

Néomix est une entreprise spécialisée dans la rénovation énergétique et est une filiale de Bordeaux Métropole Énergies. Elle propose un service innovant appelé Facirénov, destiné à accompagner les projets de rénovation, notamment dans les copropriétés. Facirénov gère l’ensemble du processus : diagnostic, engagement des parties prenantes, planification technique et financière, suivi de projet et obtention de financement. L’objectif est de simplifier les procédures et d’éliminer les obstacles courants à la rénovation. Une caractéristique clé est le modèle de financement par tiers, qui permet aux propriétaires de rembourser les coûts de rénovation grâce aux économies d’énergie réalisées. Néomix contribue ainsi activement à une transition énergétique ambitieuse au niveau local.
DMM&I, membre du réseau Ekiep.nl, est un cabinet de conseil néerlandais qui développe des solutions durables réellement adoptées et utilisées par les personnes. Nous sommes convaincus que la transition énergétique ne peut réussir que si elle part de la vie quotidienne des habitants. C’est pourquoi nous plaçons les propriétaires, les locataires et les autres usagers finaux au cœur de chaque projet. Avec plus de 15 ans d’expérience dans le domaine de la transition énergétique, nous sommes spécialisés dans des approches qui incitent les citoyens à agir pour rendre leur logement plus durable.
SlimRenoveren (en anglais: SmartRenovation) est spécialisée dans la rénovation durable et économe en énergie du parc de logements sociaux. Nous sommes un cabinet de conseil composé de deux personnes, connaissant bien les organisations de logement social et les entreprises de construction. Nous sommes experts en technologie du bâtiment et en développement de produits, en plaçant les intérêts des résidents au cœur de notre démarche. Il est difficile de nous catégoriser, car nous cherchons à combiner différentes disciplines pour parvenir aux solutions les plus efficaces dans nos projets. Cela inclut le développement immobilier et la planification stratégique, la technologie du bâtiment, la conception de processus et de produits, la communication et l’implication (des locataires). SlimRenoveren travaille pour les organismes de logement sur des appels d’offres innovants, l’engagement des locataires, l’entretien durable et les rénovations énergétiques. Elle travaille également avec des entreprises de construction et des fournisseurs sur le développement de marché et de stratégies, le développement de produits, l’innovation des processus, la communication, la collaboration, l’implication (des locataires) et la rédaction d’offres pour des marchés innovants. Occasionnellement, nous travaillons aussi pour des collectivités locales ou des comités de locataires, et contribuons à la réalisation de bâtiments neufs à énergie zéro pour des entreprises ou bailleurs sociaux.

La Strada est une coopérative sociale de type A, régulièrement inscrite au registre régional des coopératives sociales depuis 1995 et au RUNTS depuis 2022. Elle a été fondée en 1993, reprenant les activités précédemment menées par l’association du même nom (active depuis le début des années 1980). Sa mission est de poursuivre l’intérêt général de la communauté à travers des services sociaux, de santé et éducatifs, en faveur du développement humain et de l’intégration sociale.
Le Sportello Energia est un service d’assistance gratuit fourni par la Ville de Milan et géré par AMAT srl. Il s'adresse aux citoyens, aux syndics d'immeubles et aux entreprises pour fournir des informations et des services liés aux économies d'énergie et à la production à partir de sources renouvelables. En plus d'un service de conseil téléphonique et par visioconférence sur rendez-vous, le Sportello Energia propose un service itinérant de formation et de soutien, destiné aux utilisateurs en situation de vulnérabilité. Il aborde les bonnes pratiques d'économie d'énergie, l'analyse des factures et des contrats énergétiques, et le remplacement technologique au profit de solutions plus efficaces.

Le Comité Calvairate-Molise-Ponti est actif depuis plus de 30 ans dans les quartiers de logements sociaux Calvairate, Molise et Ponti à Milan. Il constitue un point de référence quotidien pour les habitants, valorise les ressources locales et soutient des parcours d’autonomie et d’intégration, notamment pour les personnes d’origine étrangère. Il œuvre à favoriser l’implication des résidents dans l’amélioration de leur cadre de vie et l’entretien du quartier.
DAR=CASA est une coopérative d’habitants à propriété collective qui travaille à Milan depuis 1991, offrant des logements exclusivement en location, accompagnés d’un service de gestion sociale. Elle collabore avec des organismes publics et privés pour développer des outils et politiques répondant à la demande croissante de logement social, en proposant un modèle de gestion intégrée qui associe gestion immobilière et accompagnement social. Aujourd’hui, la coopérative gère environ 1 000 logements.
MM SpA, société entièrement détenue par la Ville de Milan, propose des solutions sur mesure pour la planification et la réhabilitation des écosystèmes urbains, en réorganisant les services, les réseaux, les infrastructures et le patrimoine immobilier public. Depuis 2014, elle gère le parc de logements sociaux de la ville, en assurant l'administration, l'entretien, la protection du patrimoine et l'attribution des logements. En 2022, la Division Logement de MM a créé le Bureau de la Gestion de la Socialité (GSD) pour expérimenter un modèle innovant qui intègre la gestion immobilière et technique avec des fonctions de soutien social. Le GSD soutient les locataires en situation de fragilité sociale et économique, valorise les espaces collectifs et les ressources humaines dans les quartiers, et promeut l'engagement social en collaboration avec les Comités de locataires, la Custodie Sociale et le Tiers secteur, améliorant ainsi la qualité de vie et la cohésion territoriale.

Solaris Lavoro e Ambiente est une Coopérative Sociale de type B, créée en 1984 et spécialisée dans une large gamme de services destinés aux entreprises et aux particuliers : de l’entretien des espaces verts à la gestion des installations de chauffage, de la conception de campagnes de communication à la réalisation et à l’entretien de terrains de sport, de la décoration de véhicules aux travaux en plaques de plâtre.Une grande partie de l’équipe est composée de travailleurs formés professionnellement et inscrits dans les catégories protégées. La coopérative propose un système d’insertion professionnelle qui place le travailleur au centre, à travers des parcours d’inclusion et de formation capables de garantir un environnement de travail positif et valorisant.
EDERA est le centre d'innovation pour la décarbonation et la régénération de l'environnement bâti. EDERA expérimente et diffuse des solutions innovantes capables de réduire les délais, les coûts et l'impact environnemental des nouvelles constructions et des rénovations, afin de répondre aux besoins des personnes à grande échelle. Dans ce cadre, EDERA coordonne et diffuse en Italie l’initiative internationale Energiesprong.
Renovit est une entreprise de services énergétiques (ESCo), détenue par Snam et CDP Equity, qui accompagne les entreprises, les entités publiques et privées dans leur parcours de transition énergétique, en proposant des solutions intégrées pour l'efficacité et la durabilité. Grâce à des travaux de rénovation technologique, à des services énergétiques avancés et à des investissements ciblés, Renovit contribue activement à la décarbonation du patrimoine immobilier et industriel italien. En tant que B Corp certifiée, elle met ses compétences techniques au service de la création de valeur à long terme pour l’environnement et la société.

Aquitanis est l’Office Public de l’Habitat de Bordeaux Métropole, actif depuis 1920. Il œuvre pour l’aménagement, la construction, la gestion et la réhabilitation de logements sociaux sur le territoire de la Nouvelle-Aquitaine. Engagé dans une démarche de responsabilité sociétale (RSE), Aquitanis développe une offre de logements accessibles, favorise la mixité sociale et accompagne les parcours résidentiels des habitants, notamment les plus vulnérables. Dans le cadre du projet Energy Poverty 0, Aquitanis est coordinateur du site pilote La Benauge.
Haute Corrèze Communauté est un Etablissement Public de Coopération Intercommunale (EPCI). Il s'agit d'une institution publique locale assurant la mise en oeuvre des politiques de développement et d'aménagement du territoire sur un ensemble de 70 communes. Dans le cadre du projet Energy Poverty 0, Haute Corrèze Communauté est coordinateur du site pilote de Bort-les-Orgues.
LPA Law est un cabinet d’avocats d’affaires français. Il accompagne des acteurs dans la réalisation de projets innovants pour anticiper les évolutions de l'environnement et développer et sécuriser leurs activités. Dans le cadre du projet Energy Poverty 0, le cabinat d'avocats LPA Law a été consulté pour la conception des modèles d'achat collectif de rénovation.

SOLIHA est un acteur de l’économie sociale et solidaire. SOLIHA, qui est la contraction de ""SOLIdaire pour l'HAbitat"", est une fédération constituée de 124 associations et organismes répartis sur le territoire en France. Elle oeuvre au service du projet habitat des personnes et des territoires dans ses dimensions environnementales et sociales. L'objectif principal de SOLIHA est de favoriser l’accès et le maintien dans l’habitat des personnes défavorisées, fragiles et vulnérables. Dans le cadre du projet Energy Poverty 0, l'association SOLIHA locale accompagne gratuitement les habitants des sites pilotes dans leurs demandes de subventions auprès de l'Etat, réalise les audits énergétiques et conçoit les programmes de travaux.
Coo.Pair est une société de coordination créée par Aquitanis et Mésolia pour mutualiser des services au bénéfice du logement social. Basée à Bordeaux, elle regroupe plusieurs activités : une agence numérique de la relation client, un service de prospection foncière et un syndic solidaire. Coo.Pair propose des solutions responsables et performantes, ancrées dans l’intérêt général et l’utilité sociale. Dans le cadre du projet Energy Poverty 0, Coo.Pair est coordinateur du site pilote La Benauge.
