L’Ordre nouveau japonais En janvier 1941, Tôjô a affirmé que l’objectif du Japon est la création d’un « Ordre de coexistence et de coprospérité basé sur les principes éthiques, et dont le Japon est le noyau ». Par la suite la notion d’un empire au sens littéral du terme, composé de la Chine, de la Corée et du Manzhougo, est désormais considérablement étendue : ces régions sont vues comme environnées d’un vaste « empire informel » englobant l’essentiel de l’Asie du Sud-Est. Enfin, l’armée se livra, en vue d’une guerre bactériologique, à des expérimentations in vivo sur les populations et les prisonniers alliés, dans des camps prévus à cet effet en Mandchourie. « J’entendis, relate dans ses mémoires à propos d’une visite à l’Unité 731, le prince Misaka, frère de l’empereur, un jeune officier- et ce fut un choc d’autant plus vif qu’il s’agissait d’un de mes camarades de formation militaire- m’expliquer qu’il n’employait pour l’entraînement des soldats à la baïonnette et pour améliorer leur capacité de frappe, que des prisonniers vivants . On me montra également des films où l’on voyait des prisonniers de guerre chinois, acheminés par wagons de marchandises et par camions, poussés à travers la plaine de Mandchourie pour permettre l’expérimentation de gaz toxique sur les sujets vivants. Voilà ce qui se cachait en fait, derrière le spectacle de la « guerre sacrée ». ».
