Preheat the oven to 400 F. Line a baking sheet with parchment paper.
On a second baking sheet, place the asparagus, Brussels sprouts, and bell pepper. Drizzle with the vinegar and 1 tablespoon of the oil, then toss to coat. Season with salt and pepper.
Roast the vegetables for about 20 minutes, or until tender and slightly caramelized.
Meanwhile, prepare the cod: Place the cod on the prepared baking sheet and drizzle with the remaining 1 tablespoon oil. Sprinkle with the garlic, thyme, and salt and pepper.
Place the cod in the oven alongside the vegetables. Bake for 12 to 15 minutes, or until the cod is opaque and flakes easily with a fork.
