1. What is MTSS?
All teachers K-12 are part of MTSS because..
- We want our learners to understand the skills we teach
- We want our learners to be ready for the next grade or course
- We know all learners have different background knowledge and experiences
- We want all learners to be successful
- We know all learners have strengths and needs.
What is MTSS? The Multi-Tiered System of Supports (MTSS) is a framework that helps educators identify students’ academic, behavioral, and social-emotional strengths and challenges and provide differentiated support for students based on their needs. (Branching Minds) Choose your path.

At the elementary level, learners will fit into tiered needs for math skills and reading skills.
The MTSS umbrella explains the levels of need for a learner
Tier 1: The learner is reading and comprehending at grade level. The learner has a firm understanding of foundational math concepts to build upon. They can easily attend live/guided lessons or be asynchronous to complete work with a visible understanding and ask questions to gain understanding; they could benefit from enrichment around current topics. Learning Coaches are supportive. They are making steady growth as skills are presented at grade level for reading and math.
Tier 2: They can mostly complete work, but need some extra explanation, maybe some scaffolding & extra examples. The learner may need some extra practice with reading, comprehension, and/or foundational math skills. Some variants may be needed for assessments & projects to scaffold understanding and support completion.
Tier 3: They need a great deal of support to understand and complete all assignments. They need intense intervention for foundational reading and/or math skills. Variants, adjustments, and modifications are needed for understanding and completion. Significant amounts of scaffolding is needed.

What if intervention is not supporting growth and significant change in their understanding?
- Discuss your concerns with the learning coach
- Ask some background questions to gain a full understanding of your learner.
- Steps to Success would be beneficial to support the team with intervention ideas and the possibility for evaluation.
Barriers to their understanding
- Lack of engagement – not logging in, joining a guided with no camera on, not actively participating in class time or with content,
- Lack of support - family is hard to reach, no Learning Coach support
- Over-support – Learning Coach completing the work for their learner
- Lack of processing the information – logging in, putting effort into understanding, joining with interventionists, but no growth or positive change is happening

Every learner has a different level of need for every individual course. Barriers to their understanding
- Lack of engagement – not logging in, joining a guided with no camera on, not actively participating in class time or with content
- Lack of processing the information – logging in, putting effort into understanding, but the information is too confusing or hard to understand
- Low reading level -64% of 8th graders and 60% of 12th graders are reading below grade level (NCBLA). A learner must be able to read the course materials in order to have full access to the contents.

What is STS?
What does adequate growth look like?
- When a learner is multiple years behind, any growth is promising.
- If you are providing intervention on a particular skill, look for growth in that area.
- mClass shows goal scores for k-5 learners
- meet with your instructional supervisor, instructional coach or data coach for guidance on how to support struggling learners.
Steps to Success satisfies the legal requirements under Child F ind, a federal law that requires public schools in Pennsylvania to identify, evaluate, and locate children who may need special education services.
The Steps to Success process walks you through the necessary steps to support struggling learners and identify those who may need to be referred for an evaluation.
STS is for....
- learners who have had 8 weeks of interventions &/or supports
- learners who are using interventions but aren't finding growth or understanding
STS is not for....
- learners with IEPs - reach out to the special education teacher with concerns
- attendance or truancy concerns - follow directives from your instructional supervisor
- a learner you have no data on yet
Steps for success
Create an STS referrel
To submit a referral
- Have the details of your interventions that were put into place and their results
- Ensure you have data showing the learner is not making growth, including benchamrk scores, progress monitoring, &/or other dat that is evidence of lack of progress.
- Use the STS refeerral form approriate to your level.

- Making modifications to assessments/projects to prioritize skills
- Prioritizing lesson content
- Consistent calls to the family
- K-8 utilizing independent study for Specials (art, music, HPE)
- Independent study/Internship
- SAP referral
- Guidance Counselor recommendations
