All the countries in this partnership face deep and rapid changes in the world of work, driven by the digital and green transformations as well as population ageing, which has been associated with greater job instability, with potential costs for companies, workers, and society.

Chapter 4: Strategy Framework

The Terremplo project developed an inter-regional strategy to improve co-operation between public VET/FET providers and employment services through inter-agency collaboration. We aim to connect and sustain collective innovation networks with a view to preparing social, digital and environmental transitions, targeting young people not in Employment, Education or Training NEET. Our strategy considers the development of entrepreneurial competences and enhanced access to quality employment.

The Terremplo project developed an inter-regional strategy to improve co-operation between public VET/FET providers and employment services through inter-agency collaboration.

Young people NEETS, including young women and people with disabilities. This group faces multiple barriers to entry to the labour market, including low levels of education and lack of information.

The partnership embarked on study trips to each country to learn about the challenges faced in each region, and how the best practices of each organisation act to serve the needs of their community. During each Study Trip, a Launch Event was held to promote Terremplo in the local context.

Our study visit to Pays de la Loire took place from the 17th-19th of June 2024. As part of the visit, Terremplo partners had the opportunity to visit local partners of Le Cube who support vulnerable young people. As a rural region, this study visit gave Terremplo partners an insight into how to integrate young people into sustainability related industries.

Work Experience

The lack of work experience was one of the most common barriers to the labour market mentioned by young NEETS. Young people felt like they were overlooked by employers for a lack of experience, and would like to see more opportunities for internships or work placements, in order to build up their CV, increase skills and develop industry connections.

Ballymun Job Centre

The BJC is Ireland's first community employment service, founded as a community response to chronic unemployment in Ballymun.Guided by the belief that access to employment is the key to reducing poverty and welfare dependency, the BJC works for the economic and social inclusion of local people.The BJC'S holistic, client-centred approach,known as MEEG (Model of Enabling Employment Guidance), provides individual support for jobseekers to overcome multiple barriers: low levels of education, long-term unemployment, addictions, mental health problems, etc.

Entrepreneurship

Young people across Ireland, Belgium and France felt that they would like to develop entrepreneurial skills, and access more supports that will give them advice when setting up their own business. In Ireland, business ideas included setting up a beauty salon, and a holistic service providing yoga workshops and online resources.

Lack of Information

Young people have noted 'complex administrative procedures' as an issue when trying to navigate the job market. Problems such as hard-to-use job sites, unclear advice from public authorities, and a lack of communication between services has meant that searching for a job or career supports has become difficult for young people.

In Picardie Maritime, MLPM met with their associated partners to discuss the issues they face in integrating young people into the labour market. The collaboration resulted in proposals that would develop the skills of young people and ease labour market integration. Some proposals include:

  • Photolanguage and alternative CVs: an alternative to allow young people to express skills creatively
  • Presentation workshops: opportunuties for young people to present their passions and improve their communication skills
  • Personalised assessment: Individual coaching sessions to identify skills and passions

Individual Level

This level focuses on personalised suppport for young people, taking into account their individual situation, their skills, their aspirations and personal obstacles. More specifically support is needed in areas such as:

  • Strengthening transversal skills- for example autonomy, self-confidence and teamwork
  • Improving technical skills
  • Providing health and well being support

Territory

This level takes into account the constraints and limits specific to the local territory, that prevent young people from accessing employment or training. Issues such as mobility and access to local services can be tackled by solutions such as:

  • Improvement of public transport services
  • Promotion and development of local training and employment services networks
  • Accessing housing and accomodation
  • Addressing the digital transition- easy access to relevant information

In Dublin, local partners met to discuss the difficulties of young people navigating the labour market. Some issues identified were: a lack of confidence; and a skills gap, and lack of work experience.

To tackle these issues, collaborative solutions were proposed:

  • Some partners are looking for placements for clients, while other partners offer work experience.
  • Increased collaboration between soft skills training programmes and employment services.
  • Clients with disabilities and learning difficulties should be referred to specialised services tailored to support them.

Networking

The target group felt that knowing people, or having connections within their desired industry was as important as having the right skills for the job, especially in areas like hospitality. Suggestions of organising more industry specific networking events to help young NEETs meet potential employers were popular.

Transport and Housing

For a lot of young people, especially those living in rural areas, the lack of reliable public transport limits job options. Expensive housing also plays a similar role, with NEETS being priced out of urban centres. Flexibilty in terms of working hours is desired from employers, or financial help with transport options.

Centre IFAPME LHV

Centre IFAPME Liège-Huy-Verviers is a vocational training center within the IFAPME network, located in the province of Liège (Wallonia, Belgium). Founded in 1960 as a non-profit organization (ASBL), it is the largest training centre in Wallonia, with nearly 15,000 learners and over 1,000 graduates each year. Its mission is to boost the economic potential of SMEs and self-employed professionals through training. The qualifying and diploma-awarding programs are led by active professionals and follow a work-based model (“alternance”).

Sector/Industry Level

This axes focuses on the role of companies and professional sectors in integrating young people.Support for young people in SMEs for example, therefore it is necessary to develop support networks to strenghten links between young people and the professional environment, such as:

  • Improving the image of VET and trades careers
  • Mentoring and support in industries for young people
  • Work experience/ pre-apprenticeship programmes to counter skills shortages

In Wallonia, our Belgian partners have conducted hubs with their local partners, where group discussion highlighted the need to develop actions to support sustainable employment of NEETs in NorthWest Europe. Some of these ideas include:

  • Strengthening Inter-Agency Collaboration: better communication and outreach between organisations
  • Enhancing Mentorship and Workplace Support: Exploration of ways to ease the transition from training to employment, creating youth-friendly work environments
  • Soft and entrepreneurial skills: Fostering employability skills through learning and gamification

On the 5th and 6th of November 2024, our partners in Ballymun Job Centre presented the Terremplo project at the annual Interreg NWE event, held that year in Croke Park, Dublin. There was huge interest in the project from other attendees, particularly those interested in developing project ideas in the Inclusive Priority stream. Attendees agreed that disparity in employment is a huge issue facing regions in northwest Europe, and that our approach of inter-agency cooperation is an innovative solution.Click the picture to watch the event video!
