CEFR Levels: A Guide to English Proficiency

The Common European Framework of Reference for Languages (CEFR) is a widely used standard for measuring language proficiency. It describes what learners can do at different stages of learning a language, divided into six levels:

Levels A1 & A2 = Basic Language User

• A1 Beginner
• A2 Elementary

Learners often move quickly from A1 to A2 in English because the initial grammar rules (especially verb forms) are relatively straightforward and can be acquired rapidly.

Progress often slows beyond A2 as learners encounter English’s extensive and nuanced vocabulary—particularly multi-word (phrasal) verbs and idiomatic expressions—which requires sustained practice and exposure to master. Students often feel that they are making less progress around the strong A2/low B1 level - a phenomenom called "the intermediate plateau"
