How do I access the Semiannual Progress Report?

Who can access, edit, and submit the report?

Access depends on the permissions assigned. The Coordinator role is assigned by default with editing and submission permissions for the report. Other user roles need to request permission Access to the Semi-Annual Report for their Project Team. Only users with permission to Send the Semi-Annual Report can officially submit the report, users with this permission must be authorized signatories before the Bank for official communications submission.

How to request access permissions to the Semi-Annual Report Module for new users?

The Implementing Unit must complete the provisioning form and send it to the Team Leader and/or the Operations Analyst.

Why can't I access the Semiannual Report Module (No notification appears in the bell icon or in the Tasks tab)?

To generate the semiannual report, three conditions must be met:

  1. The user must have the necessary permissions to access the report (verify with the Operations Analyst if they have the required permissions).
  2. The creation and/or editing of the report will only be enabled within the corresponding reporting cycle.
  3. Note that the Semiannual Progress Report Module will only be active for Loans (LON) and Grant Financing Products (GRF) of any amount and Investment Grants (IGR) greater than USD$ 3 million.
  4. Consider that the operation must be active; if in "Closed (CO)" status, access to the Module is no longer possible.

How do I know I need to complete the semiannual report?

On the Customer Portal homepage, a notification will appear on the bell icon, informing you that the semiannual report must be completed. Clicking on the notification will open the task page, where the pending status of updating and submitting the semiannual report will be displayed.

What is the system closing date?

The official system closing date is February 28 and August 30, according to the reporting cycle that applies. There will be an extraordinary period to correct observations made by the Bank until March 31 and September 30, according to the reporting cycle that applies.

What is the deadline to submit the report?

The deadline for submitting the Semiannual Report is as established in the Contract/Agreement of each operation. The system may remain open until March 31 and September 30 to make adjustments and resubmit the report to the Bank, according to the reporting cycle that applies.

How are projects managed in Startup Plan?

The Implementing Unit can submit the report through the Client Portal, adding clarifying notes in each section as needed, you can contact idbclientportal@iadb.org to jointly evaluate the available options. The Project Team must decide whether to grant an exemption from submitting the report; this exemption must be managed outside the system directly with the Project Team.

No, the report can be completed flexibly, allowing navigation between its different sections without following a sequential order. However, to enable the download button for the report, all sections must be completed.

The report has six sections, each with its subsections, some of which only require content review, while others require leaving a comment.

Yes, multiple users can edit the report at the same time. However, if two or more users work on the same field, changes may be overwritten when one of them saves. It is recommended to coordinate among users and validate the information before saving changes.

Can the Bank team see the Semiannual Report Module while the Executor creates and edits the report?

No, the Bank team does not have access to the Module as it is for the exclusive use of the Implementing Agencies. Once the Implementing Agency clicks submit on the Semiannual Report, both the Team Leader and the Operations Analyst will receive a notification that the Report has been submitted by the executor, which contains a link to the generated report.

Can I edit the information in the results matrix within the semiannual report module?

Yes, it is possible to report progress for the four result matrix sections (general objectives, specific objectives, physical progress, and financial progress), but always according to certain rules. In general objectives, you can update the A (Progress) of each objective. In physical and financial progress of products, for example: to report the second cycle of 2024, in physical and financial progress of the products, it is possible to edit the P(a) (Scheduled Actual) of 2025 and future years; and the A (Progress) of 2024 for product indicators. Additionally, when reporting progress on a certain indicator, a justification for the reported progress must be added. Any other modifications required should be managed through the Project Team.

How is P, P(a), and A calculated in the Results Matrix?

The system automatically performs the following calculations:

  • P: the values of the original programmed (P) for each year are added.
  • P(a): the values of the current (A) from previous years are added to the updated programmed (P(a)) of the current year, plus the values of the updated programmed (P(a)) for future years.
  • A: the values of the current (A) for each year are added (previous years and current year).

Note: In some cases, these calculations are automatic, and in others, depending on the type of indicator/product, the calculation is manual and must follow the established Results Matrix agreed upon with the Project Team.

Previous years are not editable, and corrections or changes must be officially requested from the Bank in coordination with the Project Team. Once the Project Team applies the required changes, they will be visible in the next Semiannual Report cycle.

How do validations work in the Results Matrix Section?

The system has validations by component and by product.

  • If a product is complete, it is marked with a green indicator.
  • If a component is not complete, the system will ask to complete all associated products before validating it.
  • Once all products and components are complete, the information will be automatically updated.
  • If an indicator does not need to be reported by your institution, you can select the “Indicator Not Applicable to this Executing Agency” option.

You must complete section A (or zero “0” if there is no progress) and the field “Justification and notes of the update”. If an indicator does not need to be reported by your institution, you can select the option “The indicator Does Not Apply to this Implementing Agency”.

How is the risk matrix managed in the report?

  • If the latest version of Active Risk Matrix is preloaded available in the Bank's system at the time a user enters this section for the first time in the Semiannual Progress Report Module of the Client Portal.
  • The user can change the status of a risk (active/inactive/materialized)
  • The impact description fields, probability, impact level, and mitigation actions can be edited.
  • To complete this section, the user only needs to enter the risk, review it, edit if applicable, save, and close the window.

In what language is the semiannual report generated?

The report is generated in the language with which the user who first accessed and created the report in the system was configured. If another user with a different language accesses it later, the PDF will remain in the language of the first user. However, it is possible to regenerate the report manually in another language if necessary. In this case, contact the Client Business Care Team of the Portal of the Client, idbclientportal@iadb.org.

When the user of the Implementing Unit completes and submits the report, an automatic notification is generated for the Team Leader and Operations Analyst. They will receive the report in PDF format for review and processing.

Before submitting the report, the system provides a summary of the information completed in Section 6. Download and Submit Report. If any section is incomplete, it will be highlighted in orange and you can return to complete it before the final generation of the document.

How is the PDF report generated and what information does it include?

By clicking "generate and download", the Semiannual Report is automatically generated in PDF format (Downloads folder). The PDF includes the following information:

How is the final report sent to the Bank?

Once the PDF is generated, click the “Send Progress Semi-Annual Report” button and a confirmation message will appear, in which you should click “accept and send”. The system will automatically notify the Team Leader and Operations Analyst with a link to the report.

Why is the button to send the Semiannual Report to the Bank not enabled for me?

The submit button for the Semiannual Report is only enabled for users with the Coordinator Role who have the permission to "Send semiannual progress report." This permission can only be assigned to a user with an authorized signature for sending official communications to the IDB. If you need this permission, please contact the Team Leader or Operations Analyst.

If I make changes to the report after sending it, how does the Bank know what was modified?

The system does not highlight in the PDF the changes made between versions. After making the modifications in the relevant sections/subsections, you must regenerate the PDF and resend it to the Bank so that the Bank's operational team receives the notification of the new version of the report.

You will need to re-enter the module, make the modifications in the relevant sections/subsections. Once the changes are made, go to Section 6 of the Report, click on Generate and Download, and then resubmit the report.

As long as the module is open, you can regenerate the PDF and download the sent report file. If the module has closed, you can request a copy of the report from the Project Team.

How is the approval flow of the semiannual report managed?

The Semiannual Report is sent to the Team Leader and Operations Analyst for review. If there are any observations from the Bank, they should be communicated with the Implementing Agency via email or the preferred method. The Team Leader cannot approve or reject the report through the Module. Only external users can make the necessary modifications in the different sections/subsections of the Semiannual Report Module and then proceed to resend the modified version of the report.

How are the Bank's observations or comments managed?

Comments are not made within the system. The Project Team should communicate them via email, official note, or another external channel to the Module. The Implementing Unit can edit the report, regenerate the PDF, and resubmit it to the Bank while the Module is open.
