What is the system closing date?

The official system closing date is February 28 and August 30, according to the relevant reporting cycle. There will be a special period to address observations made by the Bank until March 31 and September 30, depending on the reporting cycle.

Why can't I generate the semiannual report (No notification appears in the Bell or Tasks tab)?

To generate the semiannual report, three conditions must be met:

  1. The user must have the necessary permissions to access the report (verify with the Operations Analyst if they have the required permissions).
  2. The creation and/or editing of the report will only be enabled within the corresponding reporting cycle (see question 1).
  3. Note that the Semiannual Progress Report Module will only be active for Loans (LON) and Investment Grants (IGR) greater than USD$ 3 million.

How do I know I need to complete the semiannual report?

On the Client Portal homepage, a notification will appear on the bell icon, informing you that the semiannual report must be completed. Clicking on the notification will open the Task Tab, where the pending status of the report's update and submission will be displayed.

Does the report need to be completed sequentially?

No, the report can be completed flexibly, allowing navigation between its different sections without following a sequential order.

How many sections does the report have?

The report has six sections, each with its subsections, some of which only require content review, while others require leaving a comment.

In the Results Matrix section, which version appears preloaded in the report?

The latest version of the Results Matrix (draft or approved) available in the Bank's system at the time a user enters Section 2. Results Matrix for the first time is preloaded. The date and time of the last update of the preloaded matrix are displayed in this section.

Can I edit the information in the results matrix within the semiannual report module?

Yes, it is possible to report progress for the four sections of the results matrix (general objectives, specific objectives, physical progress, and financial progress), but always according to certain rules. In general objectives, updates to the A (Progress) of each objective can be made. For example, to report the second cycle of 2024, in physical and financial progress of the products, it is possible to edit the P(a) (Scheduled Actual) of 2025 and future years; and the A (Progress) of 2024 for product indicators. Additionally, when reporting progress on a certain indicator, a justification for the reported progress must be added. Any other modifications required should be managed through the Project Team.

How is P, P(a), and A calculated in the Results Matrix?

The system automatically performs the following calculations:

  • P: the values of the original programmed (P) for each year are added.
  • P(a): the values of the current (A) from previous years are added to the updated programmed (P(a)) of the current year, plus the values of the updated programmed (P(a)) for future years.
  • A: the values of the current (A) for each year are added (previous years and current year).

Note: In some cases these calculations are automatic; in others, depending on the type of indicator/product, the calculation is manual and must follow what is established in the Results Matrix agreed with the Project Team.

Does the information update in the semi-annual report module automatically reflect in Convergence?

No. Currently, Convergence does not allow automatic integration. Once the client submits the report, the Project Team receives a notification containing a link to the generated report, and with this information, they must manually update the changes and progress in Convergence.

In what language is the semi-annual report generated?

The report is generated in the language of the user who first accessed and created the report in the system. If another user with a different language accesses it later, the PDF will remain in the language of the first user. However, it is possible to regenerate the report manually in another language if needed. In this case, contact the Client Portal Support Team, idbclientportal@iadb.org.

How are notifications handled within the module?

When the user completes and submits the report, an automatic notification is generated for the team leader and operations analysts. They will receive the report in PDF format for review and processing.

Can multiple users work simultaneously on the same report?

Yes, multiple users can edit the report at the same time. However, if two users work on the same field, changes may be overwritten when one of them saves. It is recommended to coordinate among users and verify the information before saving changes.

How do validations work in the Results Matrix Section?

The system has validations by component and by product.

  • If a product is complete, it is marked with a green indicator.
  • If a component is not complete, the system will ask to complete all associated products before validating it.
  • Once all products and components are complete, the information will be automatically updated.
  • If an indicator does not need to be reported by your institution, you can select the “Indicator Not Applicable to this Executing Agency” option.

What information is mandatory to report progress on an indicator?

You must complete progress A (or zero “0” if there is no progress) and the field “Justification and notes of the update”. If an indicator does not need to be reported by your institution, you can select the option “The indicator Does Not Apply to this Executing Agency”.

How is the risk matrix managed in the report?

  • The latest version of the Risks Matrix available in the Bank's system at the time a user enters this section for the first time is preloaded in the Client Portal’s Semiannual Progress Report Module.
  • The user can change the risk status (active/inactive/matured)
  • Impact description fields, probability, impact level, and mitigation actions can be edited.
  • To complete this section, the user only needs to enter the risk, review it, edit if applicable, and close the window.

What happens if a risk was recently updated by the operations analyst?

If the risk matrix was updated after generating the report, these changes will not be reflected in the report.

It is recommended to update the relevant information before opening the Semiannual Progress Report Module.

How can additional documents be attached in the semiannual report?

It is not possible to attach/upload additional documents (attachments) directly in the system. Instead, the user must generate a link from their own cloud storage (such as Google Drive, Dropbox, OneDrive, etc.) and add it in section 5. Attachments Links of the Semiannual Report Module.

Does the Bank store attachments within the system?

No, the Bank does not store attachments within the system. Only the links shared by the executor are recorded, which allows access to the information without overloading the Bank's servers. Uploading these additional files to the Bank's systems will be at the discretion of the Team Leader.

How do I know if I have completed all required sections of the report?

Prior to submitting the report, the system provides a summary of the information completed in Section 6, Downloading and Submitting the Report. If any section is not completed, it will be displayed in orange and you can return to complete it before the final generation of the document.

How is the PDF report generated and what information does it include?

The semi-annual report is automatically generated in PDF format (Download Folder) when generates and sends the report. The PDF includes the following information:

  • Executing Agency and operation information.
  • Reporting period
  • Financial details
  • Matrix of results and indicators
  • Risk matrix and reported changes
  • Lessons learned and shared annexes

How is the final report sent to the Bank?

Once the PDF is generated, click on the “Send Progress Report” button and a confirmation message will appear, in which you should click “accept and send”. The system will automatically notify the Bank's operational team with a link to the report.

If I make changes to the report after it has been submitted, how does the Bank know what has been changed?

The system does not automatically display changes made between versions. After making modifications in the corresponding sections/subsections, you must regenerate the PDF and resend it to the Bank so that the Bank's operational team receives the notification of report resubmission.

Can I continue editing the report if I haven't sent it to the Bank yet?

Yes, all changes are saved on the platform until the semiannual progress report submission cycle is closed. It is important to highlight that this data is not sent for evaluation and approval to the IDB until the report document is generated and sent.

How do I know if I have correctly submitted the semi-annual report?

Once you have completed and submitted the report, you can see in Section 6. Download and Submit the Report, the date and time the report was sent or resent to the Bank.

Can I make changes to the report after submitting it?

Yes, you can make changes to the report even after you have submitted it, as long as the module is open (see Module closing dates in Question 1). You will need to log back into the module and make the changes in the relevant sections/subsections. Once you have made the changes, go to Section 6 of the Report, click on Generate and Download, and then resubmit the report.

What happens if I made a mistake in the report and it has already been sent?

If you made a mistake and have already sent the report, you can update and/or modify the information in the relevant section and generate a new PDF that will replace the previous version. (Follow the steps in the previous question to resend your updated report).

How can I view the semi-annual report I have submitted?

As long as the Module is open, you will be able to generate the PDF again and download the submitted report file.

How is the approval flow of the semi-annual report handled?

The semi-annual report is sent to the Team Leader and Operations Analyst for review. If there are any observations from the Bank, they should be communicated with the Executing Agency via email or the preferred method. It is not possible for the Team Leader to approve or reject the report through the Module. Only external users can make the necessary modifications in the various sections/subsections of the Semiannual Report Module.

  • Minimum characters: 5
  • Maximum characters: 2000

Can the Bank team see the Module Semi-annual Report while the Executor creates and modifies the report?

No, the Bank team does not have access to the Module as it is for the exclusive use of the Executing Agency. Once the Executing Agency clicks on send the Semiannual Report, both the Team Leader and the Operations Analyst will receive a notification that the Report has been submitted by the Executing Agency, which contains a link to the generated report.

Why is the button to send the Semi-annual Report to the Bank not enabled for me?

The submit button for the Semiannual Report is only enabled for users with the permission to “Send semiannual progress report,” which can only be assigned to a user with an authorized signature for sending official communications to the IDB. If you need this permission, please contact the Team Leader or Operations Analyst.
