These additional requirements include the need to:
  • support specific educational establishments
  • meet an identified local or strategic need for PBSA
  • give regard to LPAs past PBSA delivery and consented but undelivered PBSA
  • not involve the net loss of C3 homes, involve a site identified for C3 housing or prejudice Council's ability to meet its housing target
  • not result in in the loss of suitably located and viable office, employment floorspace or community space
  • be located in a specific location*
  • include a Student Management/Maintenance Plan, and/or a Non-student Management Plan
  • form part of a mixed-use development
  • provide a high-quality living environment**
  • prioritise accommodation to local students leaving care, experiencing homelessness, or otherwise in need of alternative accommodation within the borough

*such as a Growth Area, Town Centre or Opportunity Area for example, within proximity to a higher education institution, or for the site to be allocated in Local Plan ** including factors such as unit size, daylight and sunlight standards, noise, ventilation, integrated communal areas and facilities, range of unit layouts and accommodation types, need for accommodation to be visitable, and/or suitable year-round occupation
