Communication and Participation

When creating the concept of a street experiment, the citizen’s engagement can ensure that certain problems or wishes of residents emerge that would not have been considered before. Even if the framework of the project has already been determined, the dialog with residents, especially when interviewing different age groups, can determine the project's finer details. Other means of communication can include leaflets, surveys, info posters, online posts, or press releases. During the intervention, information posters or mailboxes can be set up to provide information about the project and collect any kind of feedback. In the case of a recurring project, the feedback can be incorporated into the next implementation in order to track changes in the citizen’s perception of the experiment.

Programming

Programming includes locally implemented activities to give citizens the opportunity to use the created public space for more than a chat with friends or a lunch break and improves the perception and engagement of such interventions. Activities like markets, workshops, or even the concept of play streets can bring life to the gained public spaces. Piazza Zenetti, which opened for the first time in 2018 and is located in Munich, uses activities like a book exchange shelf, an idea wall for new programming ideas, or an event stage for yoga sessions or small music concerts.

What is it for?

The tool was created to support cities, organizations, and society in planning and creating street experiments on their own. The problem-solution approach offers a variety of measures and elements that can be combined in one street experiment to counteract the existing problem in the respective city. This tool offers a browsing function on what is possible. Further information on how to set up the various measures will be linked on the page of further literature. By offering differentiation in materials and types of elements in the element guide, every street experiment can be planned based on individual needs and funding of the project.

Low walkability
City streets are poorly designed for pedestrians, making walking inconvenient, unsafe, and uncomfortable. Sidewalks and other infrastructure—such as crosswalks, pedestrian signals, and shaded pathways—play a crucial role in encouraging walkability. The absence of sidewalks, narrow or discontinuous sidewalks, unsafe crossings, and poorly maintained infrastructure, such as cracked pavements or obstructed sidewalks (e.g., by parked e-scooters), create barriers for pedestrians, making streets less accessible and pedestrian-friendly.

Lack of meeting points to stay
The absence of well-designed, accessible, and inviting public spaces (e.g. parks, plazas, playgrounds, etc.) for people to gather, socialize, or rest due to car-oriented cities, which prioritize movement over social interaction. This lack of spaces, including seating, shade, greenery, and amenities, negatively impacts liveability and social cohesion, making cities less inclusive and comfortable.

Mist generator in Austria
Pool in Austria
Air pollution
Emissions from vehicles, industries, and other urban activities release harmful substances into the air, leading to poor air quality. This affects respiratory health, reduces outdoor activities and social interactions, and contributes to environmental issues like urban heat islands and reduced biodiversity.

Narrow sidewalks
Sidewalks that are not wide enough to accommodate pedestrian traffic make walking uncomfortable and create accessibility challenges, especially for people with strollers, wheelchairs, or mobility aids. They may be further obstructed by street furniture, poles, or parked vehicles (e.g., cars, e-scooters, bikes, etc.).

Social exclusion
The unequal access to public spaces, services, and decision-making processes due to economic, social, or physical barriers deepens disparities and increases the marginalization of disadvantaged communities. Factors such as inadequate infrastructure, discrimination, and car-dominated urban planning prevent equal participation in urban life.
During the COVID-19 pandemic, enclosed spaces became unsafe, forcing restaurants, bars, and shops to close temporarily. This highlighted the need for outdoor spaces to safely host these activities, sustain local businesses, and support economic resilience.

The limited availability or difficulty in reaching essential urban functions - living, working, education, healthcare, supply (e.g., food), and entertainment (Moreno et al., 2021) - within a short distance due to poor infrastructure, long travel times, and inadequate transportation options, reducing quality of life and local economic resilience.

High-speed streets
The street layout encourages vehicles to drive faster, increasing the risk of accidents, noise and air pollution. These streets often prioritize motorized vehicles and discourage alternative mobility (e.g. cycling, walking, e-scooters) due to a lack of traffic-calming measures and pedestrian-friendly infrastructure.
Car dominated streets
City streets are both designed for and dominated by motorized vehicles. The street layout discourages other means of transport (e.g., cycling, walking, e-scooters), leading to frequent traffic congestion, which degrades public space quality by increasing noise and reducing accessibility for other users.

Lack of permeable surfaces
The lack of permeable surfaces causes water accumulation in city streets due to heavy rainfall, overwhelming drainage systems, and poor water management. Excessive runoff from paved streets and the lack of green spaces increase flood risks, disrupt mobility, and damage infrastructure.

Car-dominated streets
City streets are both designed for and dominated by motorized vehicles. The street layout discourages other means of transport (e.g., cycling, walking, e-scooters), leading to frequent traffic congestion, which degrades public space quality by increasing noise and reducing accessibility for other users.
A high number of vacant or underutilized commercial spaces are due to declining walking rates, high rental costs, economic downturns, poor accessibility, or shifts in consumer behavior. Empty storefronts weaken the local economy, reduce street vitality, discourage investment in local businesses, and contribute to the underutilization of urban spaces.

Lack of greenery
The absence or insufficient presence of vegetation, such as trees and plants. This reduces environmental benefits like shade, air purification, and biodiversity while also diminishing the comfort, usability, and aesthetic appeal of public spaces. A lack of greenery negatively impacts urban heat and mental health and lowers resilience to climate change.
Long crossing distance for pedestrians
City streets with multiple lanes, lacking refuge islands, traffic signals, or marked crosswalks put vulnerable groups - such as children, the elderly, and people with disabilities - at risk. The difficulty and perceived danger of crossing discourage waiting, making cities less pedestrian-friendly.
