Tier 2: Targeted support
Tier 1: all students
The three tiers of support wihtin a MTSS work together to provide systematic support to all students. Each student receives the base level of support, Tier 1. Tier 2 is provided to any students who require extra support, usually the students in the highest 10% of need. Tier 3 provides intensive, individualized support to the students in the highest 1% of need. Movement between the tiers is meant to be fluid and based upon student progress.

Tier 2: Targeted Support
If students are unable to meet goals within the first Tier, they can receive targeted support in Tier 2. Examples include small group instruction, behavior plans, added support classes, or referals to a related specialist.
Tier 1 Supports
Tier 1 is the universal foundation of instruction or behavioral supports. It is standards-based and provided within the general education setting. Student progress is consistently monitored and is goal-oriented.
Tier 3: Intensive Support
If a student is still in need of support after receiving targeted supports in Tier 2, they can be referred for Tier 3 services. This is usually some form of SpEd and will likely require an assessment plan. The student will have an indivualized support plan and receive related services.
