In Portugal, the tourism sector is regulated by the Labor Code, approved by Law No. 7/2009 of February 12, which establishes the general rules applicable to all employment relationships. In addition to the Labor Code, there are specific collective regulatory instruments for the tourism sector, such as Collective Labor Agreements (CCT) negotiated between employers' associations and unions representing workers. These agreements define specific working conditions, including wages, working hours, and others. It is important to highlight that, while the Labor Code provides the general legal framework, collective labor agreements adapt the regulations to the specific needs of the tourism sector, ensuring that working conditions meet the particularities of this field.
Collective Labor Agreements
Collective Labour Agreements in the Tourism and Hospitality sector are agreements negotiated between employers' associations and trade unions representing workers in the industry. These agreements establish specific rules that regulate working conditions, complementing and adapting the general provisions of the Labour Code to the particularities of the sector.They include regulations on minimum wages, working hours, days off, holidays, workplace safety, professional training, and other rights and obligations for both employers and employees. The purpose of these agreements is to ensure fair and balanced working conditions, fostering a work environment that is better suited to the demands of the sector.

The Portuguese Association of Hospitality, Catering, and Similar Industries (AHRESP) is the leading business association representing the hospitality, catering, and related sectors in Portugal. AHRESP is dedicated to defending and promoting the interests of businesses in these sectors, working in areas such as professional training, legal consultancy, negotiation of collective labor agreements, and promoting quality and sustainability in tourism.
ACT - Authority for Working Conditions
The Authority for Working Conditions (ACT) is a Portuguese public body overseen by the Ministry of Labor, Solidarity, and Social Security, with the mission of promoting the improvement of working conditions in Portugal. It offers a free helpline for addressing questions and a website where numerous issues can be consulted and clarified. Additionally, it provides several calculators to help workers understand their financial rights.
