Avvenne il Concordato di Worms che fu firmato da Papa CALLISTO II e dall'Imperatore ENRICO V. Esso stabiliva che la scelta dei Vescovi ricadesse sulla Chiesa e che essi prestassero giuramento di fedeltà al Monarca secolare, l'Imperatore invece oltre a rinunciare al diritto di scegliere il Pontefice, conservava il diritto di presiedere alle elezioni di tutte le alte cariche ecclesiastiche.
