THE MAYOR OF WHO-VILLE

The Mayor is the leader of the Whos, the tiny people who live on the speck. He is responsible and does everything he can to make sure Horton can hear them, so they can be saved.

KANGAROO

Kangaroo is a character who doesn't believe Horton when he says he can hear the Whos. She thinks Horton is silly and tries to convince others that the Whos don't exist.

JOJO

Jojo is the smallest Who of all. He is the Mayor's son. Even though he is tiny, his voice is the one that finally helps save the day, proving that everyone's voice is important.

RUDY

Rudy is Kangaroo's child. At first, he follows his mother's lead, but later on, he starts to see that Horton might be right about the Who's.

THE WHOS:

The Whos are tiny people who live on a speck of dust. They are very small but important, showing that everyone matters, no matter how little they are.

VULTURE

Vulture is a scary eagle who takes the speck from Horton and tries to get rid of it. He's mean and doesn't care about the tiny Whos.
