A citizen of Ecuador, holds an MBA and a B.A. in Finance and Economics from the University of Maryland. She is currently a Specialist in the Fiscal Division of the Inter-American Development Bank (IDB). In her role, she leads and coordinates key technical and analytical work in Latin America and the Caribbean, focusing on tax policy, tax administration, gender and equity. Prior to joining the IDB, she worked at the United States Agency for International Development (USAID) in Ecuador, developing projects on health policy and gender issues.
Karen Astudillo
A citizen of Ecuador, has a Law Degree and a Bachelor's Degree in International Business, a Master's Degree in Public Policy from the Australian National University (ANU) and a Master's Degree in Logistics, Operations and Supply Chain from INCAE Business School. Currently, he is a Public Sector Management Specialist at the Inter-American Development Bank (IDB). Previously, she has worked as a Project Manager for Medicines Procurement at UNOPS, as a Specialist in Sustainable Finance and Project Management at UNDP, and in Monitoring and Evaluation at FAO. In addition, he has held management roles in Ecuador's public sector, including the National Public Procurement Service (SERCOP), the National Secretariat of Planning and Development (SENPLADES) and the Coordinating Ministry of Production, Employment and Competitiveness.
Vania Preciado
A citizen of the United States, holds a Master's degree in International Relations with a specialization in Economic Development from Columbia University and a Bachelor's degree in International Relations from Tufts University. He currently serves as a Senior Government Modernization Specialist at the Inter-American Development Bank (IDB), where he coordinates the IDB's government modernization work in Jamaica and leads the Digital Cluster knowledge agenda of the Innovation for Citizens Services Division. He is the author of several books and academic papers on the digital transformation of government.

He is currently a strategic advisor in the Development Institutions Sector of the Inter-American Development Bank (IDB). Previously, he was knowledge coordinator of the Fiscal Management Division of the IDB, as well as fiscal specialist for Mexico and Colombia, and country economist for Uruguay. Before joining the IDB he was a consultant at the World Bank and the International Monetary Fund.
Alejandro Rasteletti
A citizen of Colombia, is an Industrial Engineer from Universidad de los Andes, with a Master's degree in Economics from Georgetown University and a Master's degree in Public Administration from Syracuse University. She currently serves as Chief of the Innovation for Citizen Services Division at the Inter-American Development Bank (IDB). She has worked in the Government of Colombia, including roles as Vice Minister of Finance, Deputy Director of the National Planning Department, Vice Minister of Social Security and Director of the Delivery Unit of the Presidency. Most recently she served as executive president of the Colombian Association of Integral Medicine Companies (ACEMI). She has been a professor at the School of Government of the Universidad de los Andes, and is part of the Leadership Community of Women on Boards of Directors.
Paula Acosta Márquez
A citizen of Argentina, holds a PhD in Economics from Bocconi University, Italy, a Master's degree in Economics from the University of San Andrés, Argentina, and a Bachelor's degree in Economics from the Catholic University in Argentina. Currently, he works as a researcher and knowledge agenda focal point in the area of Citizen Security and Justice at the Inter-American Development Bank (IDB). His work focuses on economic development, institutions and economics of crime. Previously, he collaborated in different research projects addressing security and justice in Latin America and the Caribbean.
Santiago Pérez-Vincent
A citizen of Colombia, is a Senior Fiscal Management Specialist at the IDB, responsible for the fiscal agenda in Guatemala and El Salvador and a leader in improving the efficiency and transparency of public procurement spending in the Andean countries and Central America. With extensive experience in public expenditure policies and collaboration with the IMF, her work strengthens government procurement systems and evaluates sectoral performance in the region. Ana Cristina holds a PhD in Public Policy from the University of Maastricht (UNU-MERIT) and advanced studies in social development and public policy from the LSE and Harvard.
Ana Cristina Calderón
a citizen of Peru, holds a Law Degree and a Master's Degree in International Public Policy from the School of Advanced International Studies (SAIS) at Johns Hopkins University in the United States. Currently, he is the Coordinator of the Public Sector Management Cluster in the Institutions for Development Sector at the Inter-American Development Bank (IDB). Prior to his work at the IDB, he was Minister of State in Peru and also worked as a senior specialist in the Public Sector Governance and Management Global Practice at the World Bank.
Edgardo Mosqueira
A citizen of Mexico, holds a Ph.D. in Political Economy from Columbia University and a B.A. from the Instituto Tecnológico Autónomo de México (ITAM). He currently serves as Sector Manager of the Development Institutions Sector. From September 2019 to May 2024, he was Chief of the Fiscal Management Division at the Inter-American Development Bank (IDB). Between 2012 and 2019, he was a Senior Fiscal Specialist in the Fiscal Management Division at the IDB, where he led programs to strengthen subnational fiscal management in Brazil, Argentina and Uruguay. Between May 2008 and June 2012, he worked at the Ministry of Finance in Mexico, where, among other responsibilities, he was in charge of monitoring and regulating subnational debt, accounting harmonization of states and municipalities, and the fiscal regime of public enterprises, including the Mexican state-owned oil company, PEMEX. Between 2003 and 2008, he worked as an economist in the Western Hemisphere Department of the International Monetary Fund (IMF), where he was responsible for monetary, fiscal and debt analysis for the Caribbean. He has published numerous articles in the field of decentralization, subnational taxation, subnational debt and state-owned enterprises.
Emilio Pineda
A citizen of Costa Rica, has a degree in Collective Communication from the University of Costa Rica and a master's degree in Marketing and Digital Business Administration from the Instituto Europeo di Design, in Madrid. She currently works as a communications consultant for the Innovation for Citizens Services Division of the Inter-American Development Bank (IDB). With more than 15 years of experience, she has worked in communications, digital marketing, inclusion, gender and innovation in different public and private sector entities.
Elena Faba
A citizen of Ecuador, holds a Master's degree in Public Administration and International Development from Harvard University. She is a Lead Specialist in Public Sector Management at the Inter-American Development Bank (IDB). In this role, she leads the knowledge agenda for the Public Sector Management Cluster of the Innovation for Citizen Services Division and the ImplementaLAC initiative among other topics. She specializes in issues of state capacity, public sector management and implementation in the public sector. Prior to joining the IDB, she was a senior consultant for multiple organizations, including the World Bank, the Australian Department of Foreign Affairs and Trade, and the Gates Foundation. She has also held significant positions in Ecuador, such as Vice President in charge, Minister of Planning and Development, and Minister of Tourism.
Sandra Naranjo Bautista
A citizen of Argentina, holds a PhD in Public Policy from the University of Maryland, College Park, and a Master’s Degree in Public Policy from the Harvard School of Government, as well as a BA in Economics from the University of San Andrés. He currently holds the position of Acting Chief of the Fiscal Management Division at the Inter-American Development Bank (IDB), where he is also Lead Specialist on decentralization and subnational government issues. Prior to joining the IDB, he worked in country offices in Uruguay, Paraguay and Peru, and was coordinator of fiscal transparency initiatives in the Government of Argentina.
Axel Radics
A citizen of Ecuador, holds a PhD in Economics from George Washington University, a Master's Degree in Public Administration and International Development from Harvard University, and a Bachelor's Degree in Economics from the Pontificia Universidad Católica del Ecuador. She is currently a Senior Fiscal Specialist in the Fiscal and Management Division of the Inter-American Development Bank (IDB). Previously, she worked as a professor at Universidad el Rosario in Colombia, Researcher at the IDB and Graduate Research Assistant at George Washington University.
Andrea López
A U.S. citizen, holds an M.A. in Latin American Studies from the University of London and a B.A. from the Elliot School of International Affairs at George Washington University. She is currently the Gender and Diversity Coordinator in the Fiscal Management Division of the Inter-American Development Bank (IDB). In her role, she is responsible for portfolio monitoring and mainstreaming gender and diversity in fiscal projects. She has supported several countries in the Latin American region in the development of women in public procurement programs.
Leslie Harper
The Latin American Center of Administration for Development (CLAD) is an international organization dedicated to the promotion and strengthening of public administrations in Latin America and the Caribbean. Its objective is to promote the analysis and exchange of experiences on state reform and modernization of public administration. Through international meetings, publications, documentation services, studies, research and technical cooperation activities among member countries and other regions.
A citizen of Brazil, has a PhD in Accounting from the University of São Paulo and a degree in Economics. Currently, she is a Lead Tax Administration Specialist in the Tax Management Division of the Inter-American Development Bank (IDB). His work focuses on the modernization of tax administrations in Latin America and the Caribbean, promoting capacity building and digitalization. Previously, he collaborated with the government of Brazil and the International Monetary Fund.
Mónica Calijuri
A citizen of Argentina, holds a Master's degree in Public Policy from the University of Maryland and a Bachelor's degree in Political Science from the Universidad Católica Argentina. He serves as a Senior Specialist in State Modernization in the IDB's Division of Innovation for Citizens Services. Since 2013, he has led the IDB's Center of Government initiative, collaborating with more than 15 governments in Latin America and the Caribbean on technical assistance projects. He is also co-author of the book "Gobernar para cumplir con los ciudadanos: el rol del Centro de Gobierno en América Latina y el Caribe" (2014), among other publications. Also at the regional level, he coordinated the Bank's work on Civil Service, co-authoring the book "At the Citizen's Service: A Decade of Civil Service Reforms (2004-2013), among other publications. Previously, he worked at the World Bank as a specialist in Public Management in Latin America and the Caribbean.
Mariano Lafuente
A citizen of Mexico, holds a Ph.D. in Economics from Boston University, an M.A. in Economics, Finance and Mathematics from Boston University, and a B.A. in Financial Economics from the Instituto Tecnológico Autónomo de México. He currently serves as Integrity and Transparency Senior Specialist and Knowledge and Research Coordinator at the Innovation for Citizens Services Division at the Inter-American Development Bank (IDB). Prior to joining the IDB, he worked as a consultant at the World Bank and the Ministry of Finance and Public Credit in Mexico.
Guillermo Lagarda
A citizen of Costa Rica, holds a PhD in Administration and Government from the Complutense University of Madrid. He holds a Master's Degree in Public Administration from the Harvard School of Government, as well as a Master's Degree in Management and Public Policy from the University of Chile, and a Law Degree from the University of Costa Rica. He is a Lead Specialist in State Modernization at the Inter-American Development Bank (IDB). Before joining the IDB, he coordinated the Program for the Reform of the Administration of Justice and was technical secretary of the National Commission for the Reform of the Administration of Justice in Peru. In addition, he was Ministerial Advisor and Development Manager of the Agency for the Promotion of Private Investment in Peru.
