- It’s never too late to adapt your programming to integrate gender analysis activities, which in turn will inform the continuous iterative planning process!
- Gender analysis/assessment processes must be tailored to the relevant institutions and political contexts.
- Gender analysis, and particularly a GSA, are inclusive and participatory, throughout the process. It ensures buy-in and ownership from the national partner, and is likely to have a transformative impact in itself. In this case, it was essential that the Ministry working group was involved in all phases of the GSA.
As part of the implementation of its North Macedonia SSR programme, DCAF facilitated a gender self-assessment (GSA) in the North Macedonian Ministry of Defense. While this assessment didn’t encompass the whole of the North Macedonia security sector, and wasn’t conducted at the onset of the programme, the results of the GSA informed the iterative planning of the programme and follow-up activities with the MOD. After the GSA, DCAF supported the MOD to develop a Gender Action Plan to implement recommendations of the assessment report, and identified in this Plan a series of activities to support during the remaining implementation of the programme. The Gender Action Plan also provided indicators of progress and impact which can be used in the programme MEAL framework. A GSA as a tool provides the means for an in-depth gender analysis of a specific security institution. A GSA is conducted in an inclusive and participatory manner and provides the space for discussion and reflection within the institution, between security personnel, and on the institution’s gender mainstreaming policies, practices, tools, and resources. In the case of the North Macedonia MOD, the self-assessment kicked started with the setup of a Ministry working group comprised of thirteen military and civilian representatives,.
