Il faut avoir travaillé 4 mois au cours des 18 derniers mois pour bénéficier de l’assurance chômage Diminution progressive du montant de l’indemnisation. Les périodes d’indemnisation devient proportionnelles au temps travaillé.
Modification des conditions d'accès
La durée minimale de travail passe de quatre à six mois sur les 24 derniers mois. Le SJR, qui sert à calculer les indemnités chômage, est désormais basé sur l'ensemble des jours travaillés et non travaillés sur une période donnée. Pour les saisonniers, cela diminue fortement le montant des allocations, car leurs périodes d'inactivité (hors saison) réduisent la moyenne.

Il faut désormais avoir travaillé 6 mois (910 heures) au cours des 22 derniers mois pour ouvrir des droits. Les règles d'indemnisation sont ajustées, avec une prise en compte plus stricte de l'ancienneté des cotisations pour déterminer les droits. Pôle emploi (encore appelé ANPE à l'époque) a accru son contrôle sur la recherche active d’emploi, sous peine de sanctions.

Création de l'UNEDIC (Union nationale interprofessionnelle pour l'emploi dans l'industrie et le commerce) et de l'ASSEDIC (Associations pour l'emploi dans l'industrie et le commerce). Cette réforme a instauré un système d'assurance chômage cogéré par les partenaires sociaux (syndicats et organisations patronales), visant à offrir une indemnisation aux travailleurs involontairement privés d'emploi. Elle a posé les bases de l'actuel système d'indemnisation du chômage.
