Initial Scenario Summary

There's been a major oil spill incident ner the shore in Peru. You know the oil is coming from a an underwater pipe, but you don't know what is wrong with it. The leak started after extreme weather conditions following a natural disaster. There are 2 people missing due to the big waves. The oil will reach the coast within the next hour.

You also never found the source of the spill, so the spill is getting worse by the minute. On top of oil cleaning costs, this will cost you an extra xx£ million in reparations.
