This is critical for security and justice institutions, and while indicator sets exist, these should always be adapted to any project and its legal context.

Work with project partners and beneficiaries of all genders to ensure that indicators are realistic and locally relevant, ideally corresponding to a shared vision. If it is not possible to engage stakeholders during the development of indicators, they should be given an opportunity to review them during the first phase of project implementation.

National Action Plans on WPS are a useful source of indicators, analysis, and data for project design. (See the WPS indicators below).16

Avoid using only predetermined categories, to create space for people to explore how different social and political factors overlap in their own life (i.e., intersectionality).

The process of developing a gender-sensitive results framework and monitoring plan for your project is as important as the end result and relies on engagement with stakeholders and their lived experiences.

so the first step towards developing gender-sensitive indicators is to ensure that your project objectives have clearly defined gender targets (either output or ideally outcome-level), based on your gender analysis.
